1 Exhibit A and RFP page 15 of 59, para 2.5.3.4 RFP para 2.5.3.4 states not to submit more than three (3) EXHIBIT A forms. The recently provided EXHIBIT A states not submit more than five (5) EXHIBIT A Part I forms. Request clarification as to number of EXHIBIT A’s to submit.
ANSWER: This is a clerical error, offerors submit no more than three (3) EXHIBIT A forms as listed in the
RFP.
2 General/Site Visit Meeting Minutes E‐mail address for COR, Maj. Nathan Finfrock not provided. Please provide so he can be copied on further questions IAW meeting minutes.
ANSWER: Contractors shall not contact the COR directly. All RFIs must go through the Contracting Office.
3 General Request that site visit roster/sign in sheet be provided.
ANSWER: This has been posted.
4 In para 2.5.2.1 it states, “Volume 2 Part 1 is comprised of four (4) subfactors. Subfactor 1 Experience and Capability; Subfactor 2 Construction Schedule; Subfactor 3 Quality Control.” Although the solicitation says there are four subfactors in Volume 2 Part 1, please confirm that there are only three subfactors in Volume 2 Part 1.
ANSWER: This has been answered in RFI 0001 and posted to FBO.
5 In paragraph 2.5.2.2 Subfactor 1, it states that “Resumes or experience cut sheets are limited to 2 pages each and are not part of the page count.” Is there an overall page count for Subfactor 1? In addition, I am wondering about how project “cut sheets” are related to Exhibit A. Do you expect our project “cut sheets” to be the same projects listed in Volume 2 Part 2 (Exhibit A)?
ANSWER: The page limit for Subfactor 1 is 5 pages (this was answered with RFI 0001 and posted to FBO).
In regard to the projects cut sheets, Exhibit A and Volume 2 part 2, they can be the same projects, but they do not have to be. It is what the offeror thinks will best represent their capabilities.
6 In para 2.5.3.4, it says that offerors should limit Performance Relevancy Questionnaires, Exhibit A Part 1, to 3 documents. Does this mean that we are to only present 3 projects? This is correct, for Exhibit A, prepare not more than 3 Exhibit A documents. Should these projects be the same as the ones we present in Subfactor 1? See above regarding which projects should be represented. Additionally, I looked at Exhibit A and it says to not prepare more than 5. Please clarify how many projects we are to present in our proposal. Is it 3 or 5? This is a clerical error, offerors submit no more than three (3) EXHIBIT A forms as listed in the RFP.
7 I am unclear about the past performance requirements for subcontractors and teaming partners. If we bring on a teaming partner, they must complete Exhibit A and Exhibit C, correct? Is there a limit on how many projects teaming partners can present? (See paragraph 2.5.3.3.)
ANSWER: This is correct. The overall package shall conform to the submission limits of a proposal, since only one proposal will be submitted from teaming arrangements. Please note that teaming arrangements are not the same as hiring subcontractors.
8 Additionally, if we want to present our subcontractors experience, they should only use Exhibit B, correct? This is correct. Do subcontractors also have to submit Exhibit A and C? (para 2.5.3.9‐10) No, the prime contractors should submit the information listed in Para. 2.5.3.9. since the government does not deal in subcontracts of prime contractors. If we present resumes from a subcontractor, is there a limit on how many we present in the proposal? The total proposal submission must conform the submission requirements, regardless of the information the offeror chooses to present for consideration.
9 Is there a page limit for Subfactor 3: Quality Control? (para 2.5.2.5.)
ANSWER: This has been answered in RFI 0001 and posted to FBO.
10 Can we submit recently completed Past Performance Questionnaires (Exhibit C)?
ANSWER: Yes
11 Is the FSC certification required for cabinets and tops on this project?
ANSWER: Yes. It is specifically stated in specification 064116 Plastic Laminate Clad Architectural Cabinets paragraph 1.5 A.
12 Specifications include an operable partition, however, it is not clearly indicated on the plans. It looks like there is one in conference room 118 but it is grayed out. Could you please advise if this project is receiving an OP‐Wall?
ANSWER: The operable partition in existing room 123/124 (future room 118) is to remain. No other partitions are used in this project.
13 Section 263213 of electrical specifications Sheet #E‐701 On the written spec, there is a request for a level 2 sound attenuated enclosure with a space heater and fixed louvers. I just wanted to clarify that you wanted fixed louvers as opposed to mechanical dampers that would hold the heat in the enclosure during cold weather. It is also a possibility to have both fixed louvers to keep out inclement weather and mechanical dampers to keep heat inside the enclosure so that the space heater isn't constantly running during the winter months.
ANSWER: An addendum with updates to specification 263213 adding motorized dampers will be provided.
14 Bid item 3 ‐ Communication Wiring/Security Systems ‐ Exactly which items are to be included? Is this item to include Division 27 Communications and Division 28 Electronic Safety and Security, or just the Advantor System?
ANSWER: The Advantor security system in its entirety is to be included. This includes the communications wiring necessary for the operation of the Advantor system.
15 During Pre‐bid meeting, it was stated that we are not to include wiring for data, phone and comm.
Please confirm only such wiring we are to provide is in Bid Item 3 which is for Advantor system only. And we are to exclude other wiring for data, phone and comm?
ANSWER: Bid Item 3 is for Advantor system only to include communications wiring necessary for the operations of the Advantor system.
16 Bid item 4 ‐ procure and install metal lockers as indicated on the specifications and drawings. The specifications and drawings do not include any details on the lockers (manufacturer, color, size, etc).
Please provide.
ANSWER: An addendum with updated A‐401 and locker specification will be provided.
17 The specs call for new operable partitions (Division 08 35 13). However, the drawings do not show new partitions. There is an existing partition on drawing AD101 that does not show to be removed (between conference rooms 123/124).
Are new operable partitions are required? If so, where?
ANSWER: An addendum with updates to specification 263213 adding motorized dampers will be provided.
18 Is there a regulatory requirement for the use of certain lavatory sinks in the spec?
ANSWER: No, Drawing Sheet A‐402 detail 8 calls for an integral sink and backsplash. This is an under mount sink and what appears to be a separate backsplash.
19 At the exterior opening infills details call out toothing. The detail also shows and calls out caulking the butt joint of the existing jamb. Should I figure toothing the exterior jambs?
ANSWER: Construct infills as shown on details as shown on sheet A‐501.
20 I see Best no sub on the locksets. Trying to put the rest in a package and I see Von Duprin on the exit devices. Would a Sargent be acceptable? It does not state No substitution.
ANSWER: Substitution materials are subject to the procedure listed in specification section 012500 ‐ Substitution Procedures. If approved will be then submitted for review in accordance with specification section 013300 ‐ Submittal Procedures. The government will not make approvals for substituted material during the bidding process. The contractor must determine if the substituted material or product meets the requirements of the specification.

ANSWER: Division of work split is determined by each general contractor. However, in our experience, a raised floor manufacturer is not qualified to perform electrical work, and an electrician needs to do it.
23 Are handrails supplied by raised floor manufacturer or others? Drawings call for Steel painted handrails, specs (09‐6900) call for aluminum hand rails. Raised floor Manufacturer can supply aluminum handrails only ANSWER: Handrails will be supplied by raised floor manufacturer.
24 Walls labeled SA3 & SC3 ‐ Do they sit on top of raised floor or penetrate raised floor?
ANSWER: Walls labeled SA3 & SC3 penetrate the raised floor to the true floor below. Refer to sheet A‐ 141 for partition type symbols and subscript definitions.

I also looked at the amended Solicitation with Amendment 0003 and I could not find which technical narratives you are referring to here. Can you please be specific on which technical narratives you are referring to?
ANSWER: This refers to the narratives that accompany the Technical Subfactors (1, 2 and 3).
28 Based on the RFI_0001 and amended solicitation that came with Amendment 003, I am still unsure if we are to submit 3 or 5 projects on Exhibit A for the Past Performance section of the solicitation. Please confirm how many past/current projects we are to submit for Volume I, Part 2.

If approved for substitution, material then will be then submitted for review in accordance with specification section 013300 ‐ Submittal Procedures. An addendum is forthcoming.

33 We use the FBO announcements to inform contracting officers of the compliance regarding US AbilityOne Commission Procurement List (PL) Notice of Addition #20150054 (9 Feb 2016). We are asking contracting offices for consideration to add FAR 52.208‐9 for door hardware in your current and future acquisition planning as the PL now applies to construction and renovation “flow down” situations. The architect’s specification is the difference. Prior to 2016, AbilityOne Procurement List items were traditional; brooms, pens, office items. In February 2016, the Commission approved the addition of Architectural Specified Products used in construction. Traditional items ARE NOT specified by an architect for construction purposes. Architecturally Specified Products ARE called out as an “ingredient” in construction and renovation products. PL #20150054 of 9 Feb 2016 added 90 door hardware products. National Industries for the Blind (NIB) assigned its associate agency, VisionCorps, to produce SKILCRAFT Door Hardware.
