43200 Maple Street Bldg 105, Rm 16 Selfridge ANG Base MI 48045

2. Description of Action:

a. Requirement: Monaco Interface Panel in support of MBMV162472 Repair Building 6922 for Cyber Operations Squadron

b. Contract Type: Firm Fixed Price

c. Contractor: TBD

d. Estimated Cost: $40,149.00

e. Form 9 #

3. Description of Supplies/Services: Monaco BT-XM Mass Notification Communicator Panel in order to communicate with Monaco base-wide mass notification system

4. Authority Cited: The applicable FAR reference is 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements; (a) Authority. (1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C.

253(c)(1). (2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

5. Reason for Authority Cited: The existing base-wide Monaco Fire Alarm System Monitoring shall tie into new fire alarm and mass notification system.

Monaco programming logic is a proprietary language and is not access able to other manufacturers of fire alarm system. Additional costs will be associated to establish a second fire alarm system on the installation. A second system would be required on base to report to the base fire station and security forces control center. This additional cost would equate to $100,000.00. Further costs would be incurred to physically reconfigure both the fire station alarm room and security forces control center to make space for the second fire alarm head end.

Costs associated to physically reconfigure the space amount to $10,000.00.

Lastly, training cost in the amount of $50,000.00 would be required to send base maintenance staff to manufacturer specific training on maintenance and programming. These training costs would be avoided as maintenance staff are currently trained on the existing Monaco Fire Alarm system.

6. Efforts to Obtain Competition: N/A

7. Actions to Increase Competition: N/A

8. Market Research: Market research was conducted by contacting other bases in the past that have purchased the Monaco Fire alarm systems as well as by product research conduct on the internet. Costs to reconfigure spaces at the fire station and security forces control center were determined by using historical pricing of contraction projects on base.
