Justification and Approval for Other than Full and Open Competition.
Brand Name Justification / Sole Source Justification
Control No:
1. Contracting Activity:
US ANG
127 MSC
43200 Maple Street Bldg 105, Rm 16 Selfridge ANG Base MI 48045
2. Description of Action:
a. Requirement: Advantor IDS in support of MBMV162472 Repair Building 6922 for Cyber Operations Squadron
b. Contract Type: Firm Fixed Price
c. Contractor: TBD
d. Estimated Cost: $218,418.00
e. Form 9 #
3. Description of Supplies/Services: Advantor Intrusion Detection System to include cameras, card readers, and head end system
4. Authority Cited: The applicable FAR reference is 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements; (a) Authority. (1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C.
253(c)(1). (2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
5. Reason for Authority Cited: A memorandum was issued by HQ USAF I A 7S authorizing Non-Nuclear Intrusion Detection System (IDS) Equipment. There are only three (3) contractors that are on the approved list, Advantor is one of the three (3). The IDS system to be constructed in B6922 must tie in to the existing Electronic Security System Console (ESSC) which is also Advantor.
Using other than Advantor IDS equipment would result in additional costs to install new compatible intrusion detection elements (IDE) at a cost of hundreds of thousands of dollars. Furthermore there would be additional maintenance costs for a separate system. Currently there is a multi-million dollar maintenance agreement in process with Advantor. This agreement is directly paid for by the National Guard Bureau and will alleviate the need to buy a separate maintenance agreement for Battle Creek Air National Guard Base resulting in an approximate cost saving of $344k annually or $1.4million for the duration of the contract. The agreement will also encompass training for use of the system to base personnel at no cost to the 110th Attack Wing. The agreement will further include a discount for any parts needed for future repairs of the Advantor system. The agreement will cover tech support and emergency services.
6. Efforts to Obtain Competition: N/A
7. Actions to Increase Competition: N/A
8. Market Research: Market research was conducted by contacting other bases in the past that have purchased the Advantor IDS systems as well as by contacting the POC at Joint Base Andrews for the maintenance agreement. The memorandum by HQ USAF/ A 7S was provided to the base to show authorized IDS equipment.
9. Interested Sources: To date, no other sources have written to express an interest.” The notices required by FAR 5.201 shall be published, and any bids or proposals received shall be considered.
