Describe in narrative detail the specific actions, key milestones, country specific requirements, processes, procedures and contractual requirements that the Offeror will perform after award, in accordance with the proposed schedule, and prior to start of construction start in order to meet the stated period of performance. The schedule should be in the form of a time scaled network diagram Critical Path Method (CPM) Schedule. The length of the schedule should be in compliance with the stated Period of Performance. The project schedule should contain a sufficient amount of activities and key milestones which demonstrate an understanding of the project scope. Provide information on your team’s approach to procure, ship and deliver long-lead items. Provide information regarding manufacturer ordering, transportation times and special instructions, customs, erection times, etc.
EVALUATION PROCEDURES:
The Understanding of Project Requirements submission will be evaluated for strengths and weaknesses using information provided by the offeror under this factor. The proposal will be evaluated based on the completeness and feasibility of the offeror’s approach, the offeror’s ability to demonstrate their understanding of the contractual requirements, and the level of risk of their proposed approach. The proposal submission will also be evaluated on how well the offeror addresses the following elements:
a. Licensing: The offeror’s understanding of the process, procedures and requirements in order to gain licensure to work in Egypt. The completeness, reasonableness, feasibleness, and the timeline of the contractor’s plan to gain licensure in Egypt. Extra weight will be given offerors who currently have an Egypt license in the offeror’s name.
b. Subcontractor Management: The Government will evaluate the clarity and strength of the overall subcontract management plan to manage subcontractors’ performance and to integrate subcontractor’s into the project team to successfully execute the entire scope of work. The Government will evaluate the risk associated with the availability of listed subcontractors to perform on this contract. The Government will evaluate how well the contractor will implement and maintain surveillance over subcontractors to ensure performance is in compliance with requirements. The Government will evaluate the Offeror’s capability and intent to comply with the applicable requirements for self- performance of work by the prime contractor, as applicable to the type of solicitation, Clause 52.236-1, PERFORMANCE OF WORK BY THE CONTRACTOR. Extra weight may be given to offerors that demonstrate previous experience with subcontractors on relevant projects included in experience/past performance factors.
c. Organization: The Government will evaluate the extent to which an Offeror’s plan for organization includes well defined organization and lines of authority; responsibility; communication; integration of design team; and tracking of schedules. Greater weight may be given to offerors who can effectively demonstrate an organizational structure, process and procedures that minimize the risk to the Government.
d. Quality Control: The offeror’s understanding of the contractual requirements associated with quality control for this project. Extra weight will be given to offerors that demonstrate a quality control plan that reduces risk to the Government
e. Financial Surety: This element of the factor will be evaluated as a Go/No Go factor. Offerors who have provided proof of their ability to obtain the required surety will receive a rating of Go. The offerors who do not submit evidence of the required surety will receive a No Go rating and will receive a deficiency for this factor that will result in an UNACCEPTABLE rating for the entire factor.
f. Schedule: The Government will review the contract duration presented in the preliminary schedule to determine if it satisfies the requirements of the Government’s RFP. The Government will also review the schedule for logic shown concerning integration and/or sequencing construction work on the different elements of the project. Greater weight will be given to schedules which identify and include the major construction milestones and project elements in both pre-NTP and in the construction phase. The Government will review the schedule and narrative for how well it identifies and addresses constraints on the performance of the work, such as labor, material availability, permits, long lead items, etc. Greater weight will be given to detailed narratives which clearly identify critical schedule related issues and potential problems and discuss meaningful mitigation strategies to avoid sources of potential delays.
Greater weight will also be given to schedules and narratives which demonstrate a clear and comprehensive understanding of all of the elements of the project scope of work.

FACTOR 3: PAST PERFORMANCE
Offeror-Submitted Past Performance Information. Offerors shall submit the following for Factor 3:
The Offeror shall submit a Past Performance Questionnaire (Appendix D) or DD Form 2626 for each project submitted under Factor 1, Attachment B (at least three but to exceed five (5) projects).
The Government shall evaluate information about each Offeror’s past performance projects within the last five years. Two aspects of past performance will be evaluated: 1) relevancy of recent efforts accomplished by the offeror to the effort of this acquisition, and 2) confidence to perform the work specified in this effort base on how well the offeror performed on other contracts. Past performance pertains to how well an Offeror has performed past work and is an indicator of future performance. Past performance information is not the same as experience information. Experience pertains to what types of work an offeror has performed.
Past performance pertains to how well an offeror performs project work. In the case of an offeror not having a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably concerning its past performance. In situations of this kind, the adjective rating of Unknown Confidence (Neutral) will be applied to the evaluation factor of Past Performance.
Prime Contractor Past Performance
The Government will evaluate the relevancy of an Offeror’s past performance as it pertains to projects that are similar to this solicitation in terms of location, magnitude of cost and scope. For the purposes of this evaluation, a “Very Relevant” project is a renovation project or new construction project involving similar architectural, electrical, and mechanical scope, inclusive of fire protection systems installation. Additionally, such an example shall have been completed or substantially completed in Egypt in the last 5 years, and have a contract value greater than $8,000,000.
The Government will evaluate the confidence of an Offeror successfully performing work. The confidence evaluation is to determine how well the Offeror performed on contracts. Information will be evaluated to determine the quality and usefulness as it applies to performance.
The Past Performance Questionnaire (Appendix D) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 1, – Experience. Ensure correct phone numbers and email addresses are provided for the client point of contact.
Completed Past Performance Questionnaires should be signed by the client and should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Appendix D), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Mr. Ryan Gregory, via email at ryan.k.gregory@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Also include performance recognition documents received within the last five (5) years, such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
If an Offeror is a joint venture or partnership, information should be presented for each partner in the joint venture or partnership. Although the Government prefers all members of a joint venture or partnership to have satisfied or excelled in all the above-indicated areas pertaining to their past performance, the Government will consider the complementary aspects of the separate participants in a joint venture or partnership, by evaluating the joint venture or partnership as a whole.
However, an Offeror with previous applicable past performance as a joint venture or partnership as proposed will be given greater weight than a newly formed joint venture or partnership that has no previous past performance history together.
EVALUATION PROCEDURES:
The past performance evaluation will result in an assessment of the offeror’s probability of meeting the solicitation requirements. The Offeror's past performance will be evaluated based on its own past performance, and on the past performance of any Subcontractors or Joint Venture partners. Proposals will be evaluated based on the information provided and any other information determined appropriate by the Government.
The Government will perform a performance confidence assessment of the offeror’s probability of successfully meeting the contract requirements, considering the degree of success of the team's recent (well under way or turned over no longer than 5 years preceding the date of this solicitation), relevant experience. See explanation of
“well underway” and relevancy under the Factor “Experience”. The Government will assess the past performance on projects submitted under the Experience Factor and reserves the right to conduct telephone interviews with points of contact identified in the proposal, and/or to review other recent projects rated in CPARS or other agency performance databases, review and/or contact offeror furnished references, or to review personal knowledge.
Past Performance Evaluation. The past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. The past performance evaluation considers each offeror's demonstrated recent and relevant record of performance in supplying products and services that meet the contract’s requirements. One performance confidence assessment rating is assigned for each offeror after evaluating the offeror's recent past performance, focusing on performance that is relevant to the contract requirements.
There are two aspects to the past performance evaluation. The first is to evaluate the offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The criteria to establish what is recent and relevant are defined in the Experience Factor. With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.
This source selection will be conducted using the less discrimination ratings for the past performance evaluation. The evaluation team shall use the terms described in the table below to determine the level of relevancy of the past performance information submitted:
The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts. The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in contractor performance. With respect to relevancy, past performance on projects with more relevance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment rating than past performance on projects of lesser relevance. If any firm has multiple functions or divisions, The Government will only evaluate past performance of the division or unit submitting the offer or by the team member.
Owners/references may be asked to comment on items such as quality of design or construction, timeliness, management of the work subcontractor management, including timely payment to sub-contractors or suppliers, safety, relations between owner and designer or contractor, level of support for such things as as-built documentation, O&M manuals, training, correcting design or construction errors, warranty work, etc.
(see the interview form at Appendix D). The Government will target areas covered in the requirements of this proposal including records of conforming to quality, schedule, cost control, customer satisfaction, level of support for such things as as-built documentation, O&M manuals, training, problem resolution for design or construction errors, warranty work, and safety. The Government will not release the Interview Forms to the Offeror at any time, in order for the Government to solicit candid, unbiased interview comments. The Government also places a higher value on projects, which document successful outcomes and are supported by outside source confirmation, for example, but not limited to telephone interviews with points of contact identified in the proposal, CPARS or other agency performance databases, offeror furnished references, or personal knowledge. The Government also places a higher value on projects, which provided particularly difficult or unique challenges and the innovative methods the contractor used to resolve problems successfully. The rating for this factor will be expressed as a degree of confidence in the offeror’s ability to successfully accomplish the contract requirements. The rating system used for the performance confidence assessment is described below.
The Government will review this past performance information and determine the quality and usefulness as it applies to performance confidence assessment. In conducting a performance confidence assessment, each offeror shall be assigned one of the ratings in Table 2.
