The phasing plan will show or describe the sequence of construction activity for each phase. On completion of the preconstruction conference, the contractor shall meet with the Corps of Engineer's representative, US Air Force representatives and EAF Armament Department and their designated representatives to discuss and develop a mutual understanding relevant to known and potential constraints that could affect the contract performance. In addition to work being executed in accordance with the Technical Requirements described in this package, all work and phasing of work shall be coordinated for review with the Corps of Engineer Representative and the Squadron and Base Commanders at Cairo West airbase.

The Contractor must identify and assign basic responsibilities and develop and disseminate procedures to instruct construction personnel in airport procedures and monitor construction activities for conformance with safety requirements.
