(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.)

Question No. 13:

Can the Government clarify:

a) As shown on Page C-110 of the Contract Plans, it appears the beachfill stops in the vicinity of Sta 238+00 on Page C-109. There is additional dune work to be performed between Sta 249+00 and 252+00 also Sta 255+00 to Sta 268+00 which does not appear to have beach fill in this area. Will the Contractor be reshaping existing material in these areas?

b) As shown on Sheet C-111 on the Contract Plans, and listed in Bid Item 005, there is no stockpile shown on the plans at Station 297+00, can the Government clarify this, and reissue plans showing this area?

Response:

a) Existing material shall not be disturbed. Additional beachfill is required as per cross sections on sheet C-307.

b) There are only two stockpiles: STA 241+00, and STA 288+00. There is no requirement for a stockpile at Station 297+00. Plans shall be revised and re-issued in a forthcoming amendment.

Question No. 14: Can the Government provide the last known date the Borrow Areas for this project were utilized and if they produced any UXO?

Response: This borrow area has not been dredged to date.

Question No. 15: Are UXO screens required on the discharge end of the pipeline, if so please specify the dimensions of the screens required.

Response: There are no requirements for UXO screens while dredging this borrow area.

Question No. 16: Will the dredging contractor be able to pump both in an easterly and westerly direction off of one pipeline landing location on the beach, or will the contractor be required to pump one continuous direction from each pipeline landing?

Please specify.

Response: There are no restrictions on the direction(s) of pumping by the dredging contractor.

Question No. 17: Regarding line items No. 0002 thru No. 0004, what is the difference between hydraulic beach fill A, hydraulic beach fill B and hydraulic beach fill C, and if they correlate with borrow areas A, B and C?

Response: These three beachfill areas do not correlate with the three borrow areas.

They were selected to correspond with various municipal boundaries.

Question No. 18: Section 01 74 19 Part 1.3 of the Contract Specifications discusses appropriate piping plover monitoring experience or shorebird monitoring experience which needs to be approved by the NYSDEC and/or USFWS. Can the Government provide detail regarding the required experience for approval by the NYSDEC and /or USFWS?

Response: Qualified monitors shall have the following minimum qualifications:

• Have working knowledge of State and Federal Guidelines for the protection of piping plovers and other listed shorebird species on multi-use recreational beaches.
