Long Beach Contract 2 LONGBEACH2 Amendment 0005
SECTION 02 01 51
VIBRATION MONITORING OF STRUCTURES
PART 1 GENERAL
1.1 OBJECTIVE
Monitor existing structures during this contract for vibration. The objective of this monitoring is to predict and prevent damage to the structures from the Contractor's work operations. Any damage to the structures as a result of the Contractor's work operations shall be the responsibility of the Contractor, and shall be repaired to pre-existing condition, at no additional cost to the Government.
1.2 VIBRATION MONITORING PLAN
Provide a Vibration Monitoring Plan to monitor vibration producing activities (e.g. pile driving, vibratory compaction, pavement breaking, construction related vehicular traffic, or operation of heavy construction equipment) for construction of this project. The Contractor is advised that structures are located close to the proposed work and access routes, and that construction activities shall be conducted so as to preclude damage to same. The Contractor shall be responsible for any damage caused by his activities.
At least 15 days prior to the Preconstruction Conference, the Contractor shall provide a Vibration Monitoring Plan to the COR, which shall include, but not be limited to the following;
a. Proposed construction method(s);
b. List of structures that are susceptible to vibration damage plus any vulnerable structures along access routes and the construction site.
c. Number of monitors (seismographs) that will be required for the project and recommended location of monitors that will operate simultaneously in each work area;
d. Calibration data for each seismograph that will be used for the project. Calibrations shall be current, not older than one year, and follow the manufacturer's recommended practice;
e. List of methods and procedures to reduce ground vibrations induced by construction activities to below the pre-determined maximum allowable vibration level for the designated vibration sensitive structure(s); i.e.
reducing equipment speed, changing placement method(s), reducing equipment size, using manual labor, etc.;
d. Vibration monitoring procedures (including the format for reporting the vibration readings);
e. The maximum allowable ground vibration level that is permissible without causing threshold damage to each vibration sensitive structure;
f. Structural condition survey format.
SECTION 02 01 51 Page 1 Date: 02/15/18 Time: 11:42 AM
1.3 STRUCTURAL CONDITION SURVEYS
A pre-construction structural condition survey shall be performed by the Contractor on:
(1) Structures identified as vulnerable in the Vibration Monitoring Plan
The Contractor must notify the affected property owners of the pre-construction survey and obtain all necessary rights of access. The survey will be conducted by a Professional Engineer licensed in the State of New York that can determine if observed cracks/damages are superficial or structural in nature. The structural survey shall include both the interior and the exterior of the structures. Documentation shall include photographs of the structures with views, interior and exterior, documenting the condition of the structures. Electronic photo files in lieu of printed photographs are acceptable and encouraged. Photographs must be of a magnification and resolution suitable to show existing structural defects and/or signs of instability if any. All photographs shall have a verifiable date. The method of date verification shall be as approved by the Contracting Officer's Representative. A report will be issued that will summarize the pre-construction condition of the structures and will identify areas of concern, including potential personnel hazards (falling debris) and structural elements that may require support or repair. A copy of the Pre-construction Structural Survey shall be submitted for the Contracting Officer's approval prior to start of construction.
The Contractor shall conduct a post-construction structural condition survey of each structure previously inspected and submit a copy to the Contracting Officer. Documentation procedures shall be identical to those performed under the pre-construction structural condition survey. Changes or deviations from the pre-construction inspection conditions in any structure shall be identified and described. All citizen complaints and remedies that occurred during the construction work shall be summarized and included in the report. A report shall be issued that will summarize the post-construction condition of the building(s) and will identify areas of concern, if any. The post-construction survey should not be delayed until final acceptance of all Contract work.
Reports of vibration monitoring findings shall be provided with immediate notification to the COR if threshold limits are exceeded.
1.3.1 Historic Structures
Historic structures are those classified as "Eligible" or "Listed" in the New York's State Historic Preservation Office (SHPO), Cultural Resource Information System (CRIS) database. https://cris.parks.ny.gov
1.4 VIBRATION CONTROLS SPECIALIST
The Contractor shall employ a specialist qualified in vibration control methods capable of analyzing results obtained from seismograph readings.
A minimum of 15-days prior to the Preconstruction Conference the Contractor shall provide the Contracting Officer qualifications of the vibration control specialist to include, but not limited to, past experience, training, and education. The acceptability of the specialist is subject to the Contracting Officers approval.
SECTION 02 01 51 Page 2
1.5 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:
SD-01 Preconstruction Submittals
Vibration Monitoring Plan ; G, DO
Submit the plan for approval 30 days prior to the commence of construction activities.
Pre-construction structural condition survey ; G, DO
Post-construction structural condition survey ; G, DO
Vibration Control Specialist Qualifications; G, RO
SD-06 Test Reports
Written Monitoring Report
Reports of vibration monitoring
Submit monitoring reports once each month, or within 24 hours when specifically requested by the Contracting Officer. Without request, the COR shall be notified by telephone when such intensity exceeds a peak particle velocity of 2.0 inches per second for any one of the 3 perpendicular planes of motion.
1.6 MEASUREMENT AND PAYMENT
All work for Vibration Monitoring shall be included in the Vibration Monitoring Line Item on the Bid Schedule.
Unit of Measure for Vibration Monitoring shall be Lump Sum.
PART 2 PRODUCTS
Not Used.
PART 3 EXECUTION
3.1 Vibration Monitoring
The Contractor's seismic specialist shall place vibration monitor(s), with approval of the Contracting Officer. The vibration monitoring plan shall identify any other vulnerable structures within the contract work area and along access routes, and monitors shall be installed as required.
The vibration monitoring plan shall identify the type of anchoring devices to be employed at the monitoring sites. At least one vibration monitoring machine must be placed between the construction activities and the nearest structure on a natural ground surface. The other machines must be secured in the ground near identified sensitive structures.
SECTION 02 01 51 Page 3
The exact placement locations will be determined in the field by the Contractor's seismic specialist and are subject to changes as needed or when conditions warrant for the duration of the contract. Monitors may be relocated as construction in any given area is completed.
The vibration monitoring equipment shall be capable of continuously recording the peak particle velocity and providing a permanent record of the entire vibration event. Copies of all vibration records and associated construction activity (pile driving, pavement breaking, heavy equipment passage, etc.) shall be provided to the COR in a preapproved format.
The Contractor's seismic specialist shall be retained for loss control should contract operations result in claims or complaints.
Daily instrument logs shall document satisfactory performance of the equipment during monitoring periods. Strip charts, or other methods to be approved by the Contracting Officer, shall be documented daily with monitoring station number, date, technician signature, and instrument serial number.
A written monitoring report on vibration effects shall be submitted once each month, or within 24 hours when specifically requested by the Contracting Officer. Without request, the COR shall be notified by telephone when such intensity exceeds a peak particle velocity of 2.0 inches per second the maximum acceptable vibration level for any one of the 3 perpendicular planes of motion.
The written monitoring report shall detail the daily activities of the vibration monitoring program. This report shall include, but not be limited to, locations of monitoring equipment; instrument serial number(s); date and time of readings; magnitude of vibration levels; a sketch and photograph of each monitoring station showing the relationship of the monitor to vibration sensitive structures; daily instrument logs;
instructions transmitted to the Contractor's personnel regarding the modification or stoppage of work operations to keep vibrations below the allowable levels; description of complaint(s); and any other information pertinent to the vibration monitoring program.
Construction activity shall be controlled in such a manner that the maximum vibration level at any structure which is vulnerable to damage should not exceed the peak particle velocity. The maximum acceptable vibration level shall be determined from the chart attached at the end of this section, published by the United States Bureau of Mines Report of Investigation 8507, dated 1980. Maximum acceptable vibration level for historic structures shall not exceed PPV <> 0.5 in/sec.
