Long Beach Contract 2 LONGBEACH2 Amendment 0005

SECTION 01 54 00.00 18

MOBILIZATION AND DEMOBILIZATION

PART 1 GENERAL

1.1 MOBILIZATION

Mobilization shall include all costs for preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and other work performed prior to actual commencement of work. The Contractor shall furnish and set up necessary general facilities, as are required by local, county, state or Federal laws, regulations or codes. The cost of required insurance and bonds and/or any other similar significant initial expense required for the initiation of the contract work shall be included in this item. The determination of the adequacy of the Contractor's facilities, except as required by local, county, state or Federal laws or regulations, shall be made by the Contractor.

1.2 DEMOBILIZATION

Demobilization shall consist of all activities and costs for movement of personnel, equipment, and supplies/materials not used in this contract, including the disassembly, removal and site cleanup of any temporary offices, buildings, or other facilities assembled on the site for this contract. Upon completion of work, the Contractor shall restore all access and work site areas to the same conditions as prior to the start of work.

The Contractor shall mark the positions of each grade stake, and to remove them after completion of the project. Contractor shall be held responsible for accounting for 100% removal of all grade stakes, as they pose a serious public safety hazard as the fill erodes and any remaining stakes become exposed in the surf. All stakes should be metal pipes, so that they can be pulled out intact, and located with a metal detector, if necessary.

1.3 PAYMENT SCHEDULE

All costs connected with the mobilization and demobilization of the Contractor's personnel, equipment, supplies, and materials will be paid for the contract lump sum price for this item. Sixty percent (60%) of the lump sum price will be paid to the Contractor upon completion of his mobilization to the work site. The remaining forty percent (40%) will be included in the final payment for work under this contract.

In the event that the Contracting Officer and/or his representative (COR) considers that the amount in this item which represents mobilization (60%) does not bear a reasonable relation to the cost of work in this contract, the Contracting Officer may require the Contractor to produce cost data to justify this portion of his bid. Failure to justify such price to the satisfaction of the Contracting Officer/COR, will result in payment, upon completion of mobilization, of actual mobilization costs as determined from the cost data submitted by the Contractor. Payment for the remainder

SECTION 01 54 00.00 18 Page 1 Date: 02/15/18 Time: 11:42 AM

Long Beach Contract 2 LONGBEACH2 Amendment 0005 of this item will be included in final payment for work under this contract. The determination of the Contracting Officer/COR is not subject to appeal.

1.4 TEMPORARY FENCING

1.4.1 General

Temporary fence shall be installed as needed. The fence shall be removed by the Contractor at the completion of the work or when directed by the Contracting Officer, or his representative, and all material used shall remain the property of the Contractor.

1.4.2 Beach Access

Beach access ramps or stairs to the work area will be closed by the Contractor by erection of a sand fence if they are within 500 feet of the designated work area.

1.4.3 Work Areas

Sand fence will be installed on the beach enclosing designated work sections from the northern limit of the work section to the mean high water line. The fence shall also be installed along the back shore to prevent entry to the work area. In the City of Long Beach sufficient room to allow public passage alongshore landward of the groin rehabilitation work sections must be maintained. The fencing material for this purpose shall be a wood sand fence with a minimum height of four (4) feet fastened to eight (8) foot long cedar posts on maximum 10 foot centers. Orange (plastic) safety fence may be used subject to approval by the COR.

Adequate security personnel shall be provided by the Contractor to restrict unauthorized entry into the work area during all times of operation.

1.4.4 Security

A combination of fencing above the high water line securing the east, west and north sides of the work area and a warning tape to the low water line shall be provided. A sign indicating "No Trespassing Construction Area" shall be placed on the fence every 50 feet of length.

1.4.5 Payment
