The following SPECIFICATION SECTIONS have been REVISED as follows but are NOT

REISSUED:

Spec Section 02 83 19.00 10 paragraph 1.3.3.2 (a), ADD the following to the end of the sentence: "All Stairwells"

Section 00 73 00 replace paragraph 1.20 Field office with the following:

“a. The Contractor shall provide and maintain administrative field office facilities within the construction area at the designated site. Government facilities will not be available to the Contractor's personnel. Additionally, the Contractor shall furnish, set-up, and maintain a Government field office in the Contractor's staging area along with Six (6) parking spaces reserved for Government use only. The staging area and lay down areas will be surrounded by an

8 foot high, black vinyl coated, chain linked fence that will be permanently mounted. The fence will be covered with black mesh material. The fencing will be maintained by the contractor and remain in place for the duration of the project; including maintain the parking area with snow removal, grass/brush control and cleaning, plowing, mowing of the office outside area. The fence will be properly reinforced for assure levelness and plumbness and will be able to withstand wind and snow loading.

The field office shall be fully equipped with office furnishings and equipment as described below.

Janitorial services shall be provided a minimum of twice weekly including mopping of the floor and garbage removal. The Contractor shall provide drinking water cooler. The field office, furnishings, and equipment will be returned to the Contractor at the end of the project and removed from the project site. No separate payment will be made for providing the field office, furnishings and equipment.

Field offices: Trailers (1 Contracting Officer trailer and 2 Contractor trailers) provided and used by the Contractor shall present a clean and neat exterior appearance and shall be in a state of good repair. Trailers, which, in the opinion of the Contracting Officer, require exterior painting or maintenance, will not be allowed on the Installation. The Contracting Officer trailer will be a double wide trailer and shall be a minimum of 1080 square feet with a minimum of 7 feet headroom. Trailers shall contain a restroom with lockable door, lavatory, water closet, and toilet accessories including paper towel dispenser, toilet paper dispenser, soap dispenser, trash can and mirror. Contractor shall provide paper towels, toilet paper, and liquid soap in sufficient quantities as needed, for the duration of the field office.

Trailers shall be equipped with approved electrical wiring, at least six (6) double convenience outlets and the required switches and fuses to provide 110-220 volt power. The trailer shall be waterproof, shall have a minimum of two doors, electric lights, a battery operated smoke detector alarm, a sufficient number of screened and adjustable windows with blinds for adequate light and ventilation. Windows and doors shall be capable of being locked with dead bolt type locking devices or a padlock and heavy-duty hasp bolted to the door. Door hinge pins shall be non-removable. Windows shall be arranged to open and to be securely fastened from the inside.

Electrical lighting shall be sufficient for office use with power and electrical outlets sufficient to support office equipment described in this paragraph. Heating and air conditioning shall be provided. In warm weather, air conditioning capable of maintaining the office at 50 percent relative humidity and a room temperature of 70 degrees F. In cold weather heat shall be capable of maintaining 78 degrees. Necessary power, telephone and internet services to support building and office equipment shall be furnished by the Contractor.

b. Furnishings: The following office furnishings shall be provided for the Contracting Officer field personnel:

(1) Eight (8) lockable legal sized four-drawer filing cabinets.

(2) Four (4) work desks/stations and six (6) ergonomically designed chairs. (Tel/Data jacks should be provided for each workstation)

(3) One (1) table per station.

(4) One (1) trash receptacle per work station.

(5) One (1) plan rack

c. Equipment: The office equipment listed below shall be provided by the Contractor and shall be set-up and connected to required services for operation:

(1) One color scanner/fax/printer/copier (HP OfficeJet d 155xi or approved equal). Hardware and cables to be furnished and installed so that all six (6) Government work stations can utilize printer on a private network in field office, with network ability to print form all work stations

(2) One copier (Konica Model 2125 with sorter and auto feeder or approved equal).

(3) Printer: HP LaserJet 4100 Series printer or approved equal. Note: Contractor is required to supply all paper

(4) One combination telephone/answering machines. The Contractor shall provide separate lines for the fax machine, telephones and computers connections. Data / Tele to each workstation is required.

(5) One first aid kit. As a minimum the kit will include antiseptic kit, eyewash solution, bandages, insect sting medication, aspirin and acetaminophen, and cold pack.

(6) One fire extinguisher type as required for size of trailer/office.

(7) One compact refrigerator, minimum size 3.6 cubic feet and a Microwave small office type.

Note: Computer hardware and software used in this Field Office will be Government furnished.”

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.

This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the FBO.

1 Question: Shall we assume that all areas, including the strips are to be designed to be equivalent to 60 ksi #4@12" steel reinforcement, UNO?

Answer: Each area shown to be strengthened with strips shall be equivalent to 60 ksi #4@12" steel reinforcement, uno.

2 Question: Shall we assume the bi-directional areas are to be designed for 60 ksi #4@12" steel reinforcement in each directions?

Answer: No, bi-directional sheets shall be provided in the locations shown on the drawings with the minimum values per specifications.

3 Question: Shall we assume the callouts showing a strip listed as #5@12" applies only all the strips in the bay with the callout?

Answer: Yes.

4 Question: Please clarify if the strips designated as #5@12" are to be placed on the bottom of the slab or the top of the slab?

Answer: Top of slab.

5 Question: Please provide the concrete strength of the existing slab so that the FRP suppliers can calculate the effective strain of the FRP in accordance with ACI 440.2R-08 for this bond-critical application.

Answer: 3,000 psi

6 Question: Please confirm the partial reduction factor, y = 0.85 (described in section 10.2.10 of ACI 440.2R) shall be applied to the calculation of the equivalent FRP?

Answer: Yes, comply with the requirements of ACI 440.2R.

7 Question: Does the #4@12" and #5@12" equivalent tensile requirements shown on the plans include the PHI-factor or does that need to be included in the calculation of the FRP?

Answer: The phi-factor has been included in the equivalent reinforcement designs.

8 Question: Since the FRP is placed on the top of the slab, is there a maximum thickness limitation?

Answer: No maximum thickness is specified, however, compliance with tolerances per flooring specifications applies.

9 Question: Drawing A-101 Basement Floor Plan- Part A calls for partition type

M4AO located at the perimeter of the exterior north basement wall. The drawing demarcation breaks and continues on A1/A-102. Drawing A1/A-102 indicates the continuation of the partition to be AG4A- Glazed CMU. Please confirm that this partition should in fact be M4AO and not AG4A- Glazed CMU.

Answer: Confirmed. The continuation of the partition is M4AO. Refer to revised Drawing A-102 included in this Amendment.

10 Question: Please define partition types for interior partitions located at intersection of the Janitorial Supply Closet Rm E024, Janitorial Office Rm E027 and Janitorial Suite Rm. E026 areas on drawing A-102.

Answer: Interior partitions located between room E-024, E-026 and E-027 are M8B0. Refer to revised Drawing A-102 included in this Amendment. Refer to A-642 for finishes.

11 Question: Please define partition types comprising Data Closet Rm. E030B on drawing A-102.

Answer: Partition types are indicated on the enlarged plan. Refer to sheet A-401.

12 Question: Please confirm that the partition located at perimeter of the exterior south basement wall (Column lines (14-20)) on drawing A-102 is an existing wall. No partition type is called out. If the partition is new, please provide partition type.

Answer: Perimeter partition at south basement wall (column line 14-20) is a new partition. The partition type is M4A0. Refer to revised Drawing A-102 included in this Amendment. Refer to A-642 for finishes.

13 Question: Please confirm that the partition located at perimeter of the exterior south basement wall (Column lines (1-10)) on drawing A-103 is an existing wall.

No partition type is called out. If the partition is new, please provide partition type.

Answer: Perimeter partition at south basement wall (column line 1-10) is a new partition. The partition type is M4A0. Refer to revised Drawing A-103 included in this Amendment. Refer to A-642 for finishes.

14 Question: Please define partition types for Men’s Latrine Rm. E006 and Woman’s

Latrine Rm. E007 on drawing A-103.

Answer: Perimeter partitions for room E-006 and E-007 are partition type M8A1.

The chase partitions are partition type S4J. Refer to revised Drawing A-103 included in this Amendment. Refer to A-642 for finishes.

15 Question: Aluminum door, Type G, Door EO30C. The floor plan shows the door with a 2 bay sidelight. The window schedule has a 2 bay sidelight detail as Type C2. Type C2 is not called for on the Window Schedule. Please confirm if the Type C2 shown on the Window Types Drawing A-616 is the sidelight for the Type G aluminum Door.

Answer: Confirmed. Type C2 sidelight detail on A-616 is for Type G aluminum door.

16 Question: On MH-134 there is a DH-3-3 shown on the floor plan that it is not indicated on the Hot Water Duct Heater Schedule on drawing M-603. Please advise as to which is correct, the floor plan or the schedule.

Answer: The schedule is correct. DH-3-3 is not required. Refer to revised Drawing MH-134 included in this Amendment.

17 Question: The CUH detail on drawing M-707 indicates that they are low voltage and controlled by the BMS whereas the USMA standard is to have the CUH’s line voltage and stand-alone from the BMS. Although, in some instances just having a BMS temperature sensor to monitor the area. Please clarify as to how this equipment is to be controlled.

Answer: There is no requirement for BAS/BMS control of the unit heaters, M-707 requires a stand-alone thermostat and BAS/BMS space temperature monitoring.

The stand-alone thermostat may be low voltage or line voltage.

18 Question: Specification section 23.00.00-2.13.2.8.b states that only the control valves are shipped to the FCU manufacturer for factory installation. Please clarify if the FCU controller and fan current switch are also to be shipped to the FCU manufacturer for factory installation and wiring.

Answer: There is no requirement for the controller or fan current switch to be factory installed.

19 Question: The FCU detail on M-706 indicates that the BMS controller will interface to a 3 speed fan but the sequence of operations only refers to single speed operation. Please clarify how the BMS controls the FCU fan speed.

Answer: The BAS/BMS will not control the fan speed. A pre-wired fan speed selector switch with be provided integral with the FCU. Refer to revised Drawing M-601 included within this Amendment.

20 Question: Note 4 on drawing M-704 states, “Control valves shall be 2-way modulating, except that control valve at the top of each riser shall be 3-way modulating”. Each riser has 2 FCU’s, a master and a slave, does only 1 FCU get the 3-way valve or do both FCU’s get a 3-way valve?

Answer: One control valve at the top of the riser is required to be 3-way.

21 Question: Please provide a VAV specification and include if the BMS controls are to be factory installed and wired.

Answer: Refer to Specification Section 23 00 00 revisions included within this

Amendment.

22 Question: Please provide a control detail & sequence of operations for EF-3.

Answer: Refer to revised Drawing M-705 included within this Amendment.

23 Question: Please provide a control detail & sequence of operations for SF-1/EF-1.

Answer: Refer to revised Drawing M-707 included within this Amendment.

24 Question: Please advise as to where the Pressure transmitters (PT) are located for

30 Question: Doors E101 – E143B - Door Schedule has these doors labeled as hardware type 11.0A. This hardware set is not in Specification Section 08 71 00.

These doors are all listed under hardware set 11.0 in the spec. This set is for Tall doors which I assume are they 7’10” doors. There are 6’10” doors within these that do not need 4 hinges. There should be 2 sets (1 for 7’10”, 1 for 6’10”) Please advise.

Answer: The specification is correct. The 7’-10” doors associated with doors

E101 – E143B are to receive hardware set 11.0. The 6’10 doors associated with doors E101 – E143B are to receive hardware set 11.1. The door schedule has been updated and is included in this Amendment.

31 Question: Doors E145B/E145C – Door Schedule has these doors labeled as hardware type 13.1. Hardware type 13.1 in Specification section 08 71 00 does not list these doors. Please advise.

Answer: Door schedule is correct. Specification section 08 71 00 has been updated to include doors E145B & 145C under hardware set 13.1 and has been included in this Amendment.

32 Question: Doors E150C/E159C – Door Schedule does not indicate any hardware set for these doors. Specification section 08 71 00 lists hardware set 1.0B. Please confirm if this is correct.

Answer: Please refer to the demolition floor plans to determine what existing partitions are to be demolished. A legend has been provided to indicate ‘demolished’ walls and ‘existing to remain’ walls.

62 Question: Drawing A-307 makes reference to the buildings Sally Ports A, B & C.

Details A1 and E2 on drawing A-307 give the impression that the EFIS Suspended Ceiling System is to be new with rigid insulation at the underside of the slab above (Ref E2- A307). The EFIS itself and the Oak beams and Purlins are indicated as existing. The demolition drawings do not indicate removals of the existing sally port EFIS ceiling systems anywhere. Can you please define the scope of work for the EFIS Suspended Ceiling Systems at Sally Ports A, B & C.?

Are these to be new, existing to remain, or other?

Answer: EFIS suspended ceiling system is to be demolished and installed new at Sally Ports A, B and C. New insulation is to be installed at Sally Ports A, B, and C. Wood beams and purlins are to be removed and re-installed at Sally Port A.

Answer: Drawing A-123 is showing the window assembly type and not the window type, per legend on G-210. If you refer to the window assembly types on A-617, the windows are tagged per window type correctly. The windows are also tagged per window type on the elevation on A-205.

Drawing P-002 and Detail 4/P-600 reference catch basin for concrete pit. As per Detail 4/P-600, the new lint trap pit should be Brooks Products, Inc. concrete laundry catch basin and as per the note calling for a 24” square inside dimension it should be model 2424. However, how deep will the catch basin be?

Answer: The actual depth has to be field coordinated with the product that the contractor choses to use. Based on the invert we have and the detail, it will be about 4 feet deep.

99 Question: Structural Drawing S-001 Structural Scope Notes #19

Details on the drawings calls for a ½” thick steel plate to serve as the bottom of the slab. A plate of this thickness weights 20 lbs. / sf, which means that this new plate would be approximately 1,000 lbs. This will be challenging to install as one single plate. Is it acceptable to install multiple smaller plates and weld them together in the field? Is there a minimum size plate that must be installed?

Answer: Yes, it is acceptable to use smaller plates. The plate length shall span the full length over the two beams and the support angle. The plate width can be reduced as necessary.

100 Question: Section 01 91 00.15 Total Building Commissioning

Who will hire and pay for “The Lead Commissioning Specialist (CxC) as outlined in specification 01 91 00.15.?

Answer: The spec is the contract requirements between USACE and the successful bidder. The language such as “Employ the services of an independent Commissioning Firm.” and “Provide a Commissioning Firm” are directing the selected construction contractor to hire and pay for the CxC.

101 Question: As per Addendum #4, it states to replace Note 7 on AD100 with the following; “Remove equipment, debris and furnishings not claimed by owner.

Furniture to be removed from the typical room consists of 3 metal frame beds, 3 mattresses, 3 wood dressers, 3 wood desks and three wood chairs.” During the walkthrough, it was noticed that some of the cadet room consisted of 4 beds, dressers, desks etc. Please provide a count of how many cadet rooms are 3 person and how many are four-person rooms.

Answer: The contractor shall assume an average of 3 sets per room, inclusive of the TAC offices rooms, study rooms and bedrooms.

102 Question: As per Amendment #4, the Description of CLIN 0002 calls out

Answer: Where ground ring is mentioned in the specification, this refers to the array of ground rods as shown on sheet EG170. There does not need to be a ground ring that connects all of these ground rods together.

110 Question: Panels HPRA,B & C and Panel PPRA are all mounted on the roof in the mesh enclosure. Should these panels be specified to be NEMA 3R rated? It seems they will be exposed to the elements.

Answer: All four of the roof-mounted panels referenced need to be NEMA 3R rated. See revised drawing EP-629.

111 Question: Will the feed from the generator connection box to the fire pump motor need to be 2 hr rated similar to the main feed to the fire pump?

Answer: Yes, per NEC code the connection to the standby generator termination box will need to meet all requirements of NEC Article 695.6(A)(2). See revised drawing EP-601.

112 Question: We kindly request that the bid date be extended by an additional (2) weeks to September 8th, 2017 2 PM. Our subcontractor(s) and supplier(s) are providing feedback that they will not have adequate time to prepare accurate and competitive proposals due to the complexity of the project, pending responses to

RFI’s, potential changes in future amendment(s) and the upcoming holiday. We feel it would be in the owners best interest to extend the bid due date by 2 weeks.

113 Question: Specification Section 007300.0018-Pg. 1 indicates 650 Days to complete after NTP with an additional 30 days for punch list after occupancy. The solicitation indicates that there is 360 days for base contract, 300 days for options for a total of 660 days. Please confirm the total contract duration and clarify if the 30 days for punch list is included in this duration.

Answer: The duration is 360 days for the base to include punchlist items within the 360 days and if any or all options are awarded then the duration is increased to 660 days to include punch list activities within the 660 days.

114 Question: Specification Section 007300.0018 requires that the Contracting officer to have space available within the General Contractors Site for their use and construction trailer. On previous projects at West Point, the Contracting Officer required a separate trailer. Please confirm if the General Contractor is responsible for providing an owner trailer for the contract duration.

Answer: The 007300 section is revised with this amendment.

115 Question: Can you please provide the existing footing elevations? There are (2) locations indicated on drawing P-001 in which a storm and the sewer line are exiting the basement for under slab utilities. There looks to be a potential conflict with coordination of the existing foundations. Are these lines to be below the existing foundations, cored through etc.? Please advise.
