SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 21-Feb-2018 12:00 PM to 13-Mar-2018 02:00 PM.

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In the context of this evaluation, the term “offeror” refers to the proposed prime contractor. The following factors shall be used to evaluate offers:

Factor 1: Experience Using the Offeror’s Experience Form, 52.212-2 ATTACHMENT - OFFEROR’S EXPERIENCE FORM (located at the end of this RFP), the offeror shall submit information regarding up to three (3) contracts, each of which demonstrate the offeror’s experience with elevator maintenance services, including elevator repair services, were performed within the last five (5) years from the date stated within Block 8 of the Standard Form 1449, and that are similar in size, scope, and complexity to this project. A current, on-going contract may be included if 75% of performance has occurred.

An offer will be determined to be “ACCEPTABLE” for Factor 1 if the offeror included at least one (1) Experience Form* that provides the required information and demonstrates the experience listed above.

An offer will be considered “UNACCEPTABLE” for this factor if it does not provide the required information demonstrating the experience listed above.

*An Offeror may submit their experience on a form other than that provided, and may be considered responsive, as long as all the narrative contains all information required within the 52.212-2

ATTACHMENT - OFFEROR’S EXPERIENCE FORM.

**As noted above, in the context of this evaluation, the term “offeror” refers to the proposed prime contractor. The Government will not consider information submitted as it relates to the experience of the offeror’s proposed subcontractor, if any.

Factor 2: Past Performance The Government will review offeror’s past performance information and official reports from government personnel. Sources may include past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including the Contractor Performance Assessment Reporting System (CPARS).

An offeror will be found “ACCEPTABLE” if the contractor has received an overall rating of at least satisfactory for all previous contracts.

An offeror will be found “UNACCEPTABLE” if the contractor has past performance with one or more rating of less than satisfactory.

W9127N18R0027

An offeror will be rated as “NEUTRAL” under this factor in accordance with FAR 15.305(a)(2)(iv) in the case of a contractor without a record of relevant past performance or for whom information on past performance is not available. A rating of “NEUTRAL” under this factor will be deemed “ACCEPTABLE.”

Factor 3: Price It is the Government’s intent to award to the offeror who receives an “ACCEPTABLE” rating for Factor 1, an “ACCEPTABLE” rating for Factor 2, and whose quote has the lowest evaluated price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement, including services under FAR 52.217-8. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluated price of services under FAR 52.217-8 will be calculated as half (6 months) of the total price for CLINs 2001-2005. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
