The following have been added by full text:

AMENDMENT 0002

QUESTIONS AND ANSWERS (1-21)

Q1: Can newly established anchor holes be utilized to assist/anchor drill rigs or scaffolding for the work on the subsequent anchor holes?

A1: Yes, this may be permissible depending on Contractor’s proposed method to use holes, loading applied and adequate measures to prevent damage to the newly established anchor holes. Contractor shall submit scaffolding calculations and methods to prevent damage to anchor holes.

Q2: Section 03 01 30.72 08 Part 3.1.1 advises "...that foreign material...may be encountered during drilling through existing structures". If embedded materials within the footprint of the core hole are encountered, often the core cannot be completely drilled or extracted due to the material itself or cutting teeth being torn from the bit and wedged in the curf. Will the Corps allow and/or compensate for hole relocation if this scenario or similar is encountered?

A2: Relocation of the holes due to issues presented above will be considered on a case by case basis. Hole relocation will depend on location of existing features of wall and proximity with other anchors. Abandoned holes will require grouting with a non-shrink grout. The Contractor will be compensated for approved abandoned holes.

Q3a: With respect to core hole drilling depth, 6" over-drilling is indicated on drawing S-5257 to accommodate new anchors. If the 6" over-drill does not enable core retrieval to establish the required hole depth, will percussive rock drilling be permitted to pulverize remaining core to required hole depth?

A3a: Percussive rock drilling is not permitted. This is to reduce probability of the hole being blown out the back face of the wall.

Q3b: Related to 3a above, via core drilling activities on recently completed projects, pockets of deteriorated and/or desegregated concrete have been discovered within some of the monoliths of Montgomery's midwall. If this scenario is encountered during the coring operation on this project, will percussive rock drilling be permitted to pulverize through those areas until solid material is found re-enabling diamond coring?

A3b: Percussive rock drilling is not permitted to reduce probability of the hole being blown out the back face of the wall.

Q4: Section 03 01 30.72.08 Part 1.8 indicates "Concrete and debris shall not be allowed to fall into the river". Is the slurry generated by core drilling operations included under this governance?

A4: Yes

Q5: Reference Section 03 0130.72.08 Page 6

2.1.1 Mechanical Expansion Anchors – Second Sentence: All components shall have Class 1 protection in accordance with PTI DC35.1.

Comment: Per material manufacturer’s recommendation the sheath required for Class 1 Protection is not compatible with the mechanical expansion anchors.

Question: Please clarify corrosion protection requirements?

A5: It will be considered satisfactory to meet the requirements of protection when the bar and hardware has been galvanized, end is encapsulated per detail 2 on drawing S-5257 and grouted as specified. This shall be done per the specifications. The designation of “Class 1 Protection” shall be removed.

Q6: Reference Drawings S2254, S2255, and S2265 Comment: Lower pool elevation of 664.5 is lower than average lower pool elevation per the referenced hydroghraphs.

Question: Can the water elevation in the chamber be un-watered to elevation 664.5?

A6: No, the chamber can’t be dewatered below the lower pool elevation.

Q7: What is the Government’s dive crew requirements?

A7: The government does not anticipate any diving required. Work will be done from an elevation above lower pool.

Q8: What are the loading restrictions/requirements for utilizing equipment on the Middle wall?

A8: Operability of the locks is of primary concern and Government Lock personnel must be able to continue to operate the lock through the duration of the contract and will require access at times to the wall recesses covered by horizontal wall grating. It is not anticipated given the contract scope of work that equipment will be of a size or weight that will exceed the walls capacity when using appropriate cribbing or shoring as needed. A restriction of 100 psf for the construction load is indicated on 1.6.3 of Section 01 35 00.00 08 for the miter gates and this load restriction shall apply to the land and middle wall. Larger construction loads may be acceptable pending the Government’s review. The equipment will be evaluated during the construction submittal process when actual equipment, rig sizes and locations are submitted based on the Contractors means and methods. Contractor equipment with equipment specifications and cut sheets anticipated to accomplish work that may be placed on the middle wall shall be submitted w/work plan. Cribbing, shoring or other means provided by the Contractor may be required due to openings at top of wall, equipment, galleries, trenches, concrete strength limitations and other features of the walls.

Q9: What are the loading restrictions/requirements for utilizing equipment on the Land wall?

A9: Operability of the locks is of primary concern and Government Lock personnel must be able to continue to operate the lock through the duration of the contract and will require access at times to the wall recesses covered by horizontal wall grating.

Q10: How often does gate installation contractor currently working need to lock through the land chamber?

A10: The gate contractor has been averaging use of the main chamber once a month for approximately 1 hour each time. There is a period of one week where the Gate Contractor will require use of the main chamber for concrete delivery. This time period is currently unknown.

Q11: How often does the geotechnical investigation contractor currently working need to lock through the land chamber?

A11: The late finish for the Geotechnical boring contractor is November 2018. The Geotechnical boring contractor is currently on schedule to finish the onsite work estimated to conclude in September 2018 and should be off site before the work under this contract will begin.

Q12: Is replacing the steel plates in Monolith 8 necessary; considering the crack will be treated and the concrete will be repaired? What purpose does the plates currently serve? If the plates are necessary, would a shop plug weld be an acceptable alternative to a field plug weld on the #4 rebar?

A12: The steel plate is required. Field plug weld is required to allow for inspection of the adhesive installation of the rebar.

Q13: Should the mechanical packers for the polyurethane grouting be removed or left in place?

A13: Packers may be left in place if level or recessed with floor.

Q14: Can resin bonded anchors be substituted in lieu of mechanical anchors? It appears resin bonded anchors were an acceptable repair in 1985 on Monolith L-19 according to the provided reference drawings.

A14: No, this is not an acceptable substitution.

Q15: Section 01 35 00.00 08 1.21.3 states “The contractor is alerted that the bulkhead may weigh more than indicated on the reference drawing.” How much more should the contractor anticipate so that an adequately sized barge and crane can be estimated? What is the weight of the lifting beam mentioned in Section 01 35

00.00 08 1.21.2? In addition to the Government provided lifting beam, is there any other specialized rigging to lift and handle the bulkhead that the contractor needs to be alerted to?

A15: The Government recently verified the estimated weight of the culvert valve bulkhead listed on the reference drawings is accurate. As stated in paragraph 1.21.3 the Contractor is responsible for developing a lifting, handling and transporting plan. No lifting beam will be provided, see amendment.

Q16: Section 01 35 00.00 08 3.1.1 states “The Government will make available to the Contractor, at no expense, knowledgeable personnel to provide technical expertise and guidance for the work involved with setting the bulkhead as specified in this section. The personnel provided by the Government will be familiar with previous procedures for setting the bulkhead. The assistance provided by the Government is intended only to ensure proper installation and removal of the bulkhead and will be provided for 1 shift per day upon request.” Can the government provide, for information only, the previous procedures mentioned above for setting/removing the bulkhead so that the contractor can ensure his proposed procedures align with the 1 shift time frame the government has allotted for technical expertise?

A16: The Government does not have a document to provide the contractor for the proper installation and removal of the bulkhead in the lock wall bulkhead recessed, but as stated in the paragraph 1.21.4 the Government will make available knowledgeable personnel for bulkhead setting and removal. Paragraph 1.21.4 provides overall bulkhead installation and use guideline restrictions.

Q17: Section 01 35 00.00 08 1.10.2.1 states “the Government will be closing the Land Chamber for maintenance for approximately 40 calendar days in August and September 2018 and the restricted usage period identified during the 2019 Government bulkhead slot installation. The Land Chamber will be maintained at lower pool elevation for this work, and no fluctuations in pool level will be possible. The Contractor will be permitted to work within the Land Chamber during this closure.” Please clarify if the contractor can work in the land chamber during the 40 day closure in August 2018 or should the contractor follow Section 01 35 00.00 08 3.1.1 that states “The Contractor will not be permitted to work in the Land

Chamber until completion of geotechnical boring work by others. This is anticipated to occur in November 2018.”?

A17: The potential for the Contractor to work while the lock chamber is closed during specified August to September 2018 timeframe will not be possible. In addition it is unlikely onsite work under this contract will begin prior to November 2018, the late finish completion of the Geotechnical boring contractor.

Q18: Section 01 35 00.00 08 3.1.1 states “The Contractor will not be permitted to work in the Land Chamber until completion of geotechnical boring work by others. This is anticipated to occur in November 2018.” Does this include the chemical grouting work? Please clarify.

A18: The late finish for the Geotechnical boring contractor is November 2018. The Geotechnical boring contractor is currently on schedule to finish the onsite work estimated to conclude in September 2018 and should be off site before the work under this contract will begin. Per 3.1.1 of Section 03 01 30.72 08 the stressing of the anchors shall be complete prior to grouting of the cracks. However, preparation work for the crack grouting may be completed at any time during the construction schedule with the Contracting Officer’s approval.

Q19: Section 03 01 30.72 08 2.1.3 states “Grout shall be suitable for underwater placement.” Does the government anticipate the use of divers to perform the recess backfilling activity? Please confirm this requirement only applies if the non-shrink grout backfill is placed while the recess is underwater.

A19: Divers are not anticipated as being required. Grouting operations will be done from above the water. The crack however will likely be wet or actively leaking in some areas.

Q20: Section 03 01 30.72 08 2.1.1 states “All components shall have Class 1 corrosion protection in accordance with PTI DC35.1”. Please clarify this requirement as Class 1 corrosion protection consists of grout filled corrugated encapsulation. According the manufacturer, the mechanical head assembly CANNOT be PTI class 1 corrosion protected as it would inhibit the anchor from functioning properly. In addition, the details provided on S5257 do not portray any Class 1 corrosion protection. Please confirm no encapsulation is required.

A20: It will be considered satisfactory to meet the requirements of protection when the bar and hardware has been galvanized, end is encapsulated per detail 2 on drawing S-5257 and grouted as specified. This shall be done per the specifications. The designation of “Class 1 Protection” shall be removed.

Q21: Section 03 01 30.72 08 2.2.1 states “Holes shall be core drilled. Contractor shall verify with anchor manufacturer that method and equipment used meets the requirements of the manufacturer. Submit a letter from the manufacturer stating that the methods and equipment are acceptable and that the bond of the grout to the surface of the hole is adequate. Drilling equipment shall be in accordance with the anchor manufacturer's recommended installation procedures.” In discussions with the anchor manufacturer, the bond of the grout to the surface of the hole is essentially irrelevant because anchoring capacity is derived from the friction/hoop stress produced through the torque-tensioning and setting of the mechanical anchor head assembly. Please confirm as letter from the manufacture is not required.

A21: Regardless of the derivation of the anchor capacity, a letter will be required.
