REQUESTS FOR INFORMATION

Solicitation W911SD-23-R-0064, Elevator Maintenance & Repair Service

Questions and Answers:

Q.1. The current list of elevators has 89 pieces of equipment listed. However, during the site visit, it was mentioned that there are 96 pieces of equipment in service. Can you confirm the correct figure and provide a list that reflects the same?

A.1. The Bid is off the provided elevator list on SAM.Gov.

Q.2. Paragraph 5.6.4 states that “ The Contractor shall utilize an independent Q.E.I certified inspector to validate all elevators and chairlifts for full load safety tests and verify, in writing, that the tests were performed and passed as per code.”

A.2. It is industry standard that the company providing the repair and maintenance services (i.e. the R&M “Contractor” for this solicitation) provide test personnel to operate the elevator equipment for Annual (i.e. CAT1) and 5-Year full load tests (i.e. CAT5) but the tests are “witnessed” by an independent, 3rd Party QEI (i.e. someone not employed by the repair and maintenance service provider). This is done to eliminate the inherent conflict of interest by having a company “self-inspect” their work.

Q.3. Can you confirm that the “independent Q.E.I. certified inspector” for this solicitation must not be an employee and/or owner of Contractor?

A.3. The Q.E.I. shall be an independent company.

Q.4. Can the language be changed to state the R&M Contractor will provide personnel to perform the tests but the 3rd party QEI will “witness” the tests and provide the inspection reports?

A.4. No.

Q.5. The ASME standard is for elevators to be inspected twice per year. Each year, an elevator should receive either a CAT1 (i.e. Annual) or a CAT5( i.e. 5-year full load test) and then six months after the CAT1/CAT5, it should receive a “Semi-annual”

W911SD23R0064

inspection. For CAT1 and CAT5 inspections, the R&M Contractor is responsible to provide the personnel and, if needed, the weights to perform the tests while the QEI “witnesses” the tests. For the Semi-annuals, the QEI conducts the inspections without the need for the personnel to operate the equipment since they are mostly visual inspections.

It appears that the Semi-Annual inspections were omitted in the solicitation. Was this an oversight or should they be planned and estimated for this solicitation?

A.5. Section 5.7 calls for annual inspections.

Q. 6. Are there any additional days or times for more walk throughs?

A.6. There are no more walk throughs for the elevators at West Point.
