Question and Answer-Amendment 0005
Attachment 6 Detailed Test Plan Section 2.3.3 para C. describing flight paths, ranges and altitudes to be flown as illustrated in Table 2.3-2 is in conflict with Appendix E. LASER EXCLUSION ZONES: The 95 degree elevation limit prohibits firing of the laser designator for the 13 km SLANT, 8000ft ALT day test points and the 11.2 km SLANT, 6000ft ALT night test points as the combination of angular offset from the target at the specified range and altitude and aircraft angle bank required to maintain the range arc.
The laser cutout also does not take into account the terrain altitude average difference of 250’ at the specified ranges from the target board ground altitude of approximately 770msl and aircraft altitude calculated over an average of terrain altitude of 544msl over at the center of the 11km/8k arc.
Request the cutout zone be extended to 85 degrees in elevation and this extension of the cutout zone be approved NLT 1200 EST 2 February 2018 to facilitate reprograming and validation of new cut out zones.
Approval beyond this date may impact system availability by the 12 February start date.
Note: If laser cutouts are left unchanged, it will prevent the laser designator of all offerors from being evaluated.
Answer: The laser exclusion zone shown in Figure E-1 in Appendix E of Attachment 6 is amended to change the maximum elevation of the exclusion zone from 95 degrees to 85 degrees. Offerors are advised that laser exclusions zones will be evaluated prior to test and any lasing of the aircraft structure will require an update to laser exclusion zones before test can begin.
Update: The earliest demonstration slots will begin no earlier than 20 February 2018.
