W909MY17-R-0016 - Amendment 0004– Questions and Answers
1. Test Plan Bullet d. in Section 2.2.3
Ambiguity exists concerning the recently re-released Questions and Answers provided in Amendment 0002 issued on 11 January 2018, after the Airworthiness Package response submission due date of 10 January 2018.
Clarification requested on whether digital h.264 video with embedded KLV metadata is acceptable for satisfying Test Plan requirements.
The Industry Day Question and Answers stated that digital video (h.264 with KLV) metadata will be supported; however this is not further reflected in Appendix G of the Test Plan. Thus, does HD-SDI video need to be provided?
Answer: A response will be provided by close of business 24 January 2018.
2. Reference PBS Paragraph 3.6.2 (Question 25 on Amendment 0002)
PBS Paragraph 3.6.2, (R.B.196) requires that the total height of the payload shall not exceed 16.9 inches.
PBS Paragraph 3.6.1, (R.B.192) requires mechanical interface compliance to ICD R70436-01231.
Paragraph 3.1.3 of the latter document states that the height of the payload shall not exceed 15.0 inches.
Using Figure 4.0-1 of the ICD, please confirm our understanding of how the 15” values and 16.9” values are consistent. Our belief is that the 16.9” value allows for mechanical adaptors or other features that may be above the 15” max planar surface.
Answer: Maximum Payload height is 16.3”. A detailed drawing is provided in updated PBS (Attachment 0002).
3. Reference: PWS Sections 3.3.5, 3.6.7
Question: Will Government provide contractor access to COLTS, LMP and GCCS-A (as appropriate) on contract award? Will access be provided to OCONUS contractor sites/personnel, e.g. Intermediate FSR?
Answer: The Government will approve access to the contractor to databases such as COLTS, LMP and GCCS-A, on or about contract award date.
4. Reference PWS section 3.6.7.2.5
Question: PWS Section is divided into Operator and FSR training. Attachment 008 lists only one CLIN for both. Is it the Governments intent to hold the Operator courses separately from the FSR courses or as one combined course? If the intent is to hold two separate training courses could two lines be added under CLIN 0032 Training Course in Attachment 008; 1 line for the Operator training course price and 1 line for the FSR training course price.
Answer: Yes, the Government's intent is to hold the Operator courses separately from the FSR courses. Attachment 0008, Price Model has been updated to clarify within CLIN 0032 that there is to be one Operator Class per year and one FSR class per year. Both classes will be priced within CLIN 0032.
