W909MY17-R-0016 - Amendment 0004– Questions and Answers
1. Test Plan Bullet d. in Section 2.2.3
Ambiguity exists concerning the recently re-released Questions and Answers provided in Amendment 0002 issued on 11 January 2018, after the Airworthiness Package response submission due date of 10 January 2018.
Clarification requested on whether digital h.264 video with embedded KLV metadata is acceptable for satisfying Test Plan requirements.
The Industry Day Question and Answers stated that digital video (h.264 with KLV) metadata will be supported; however this is not further reflected in Appendix G of the Test Plan. Thus, does HD-SDI video need to be provided?
Answer: A response will be provided as soon as it is available.
2. Test Plan Generally
May Offeror's build, and provide their own stanchions for use on the C-208B payload mount to simulate the Shadow interface, rather than using the ones provided?
Answer: No, Offerors may not build and provide their own stanchions for use on the C-208B payload mount to simulate the Shadow interface.
3. General Question regarding potential Government Shutdown
Will this solicitation continue if a Government Shutdown occurs? How will interested parties receive notification regarding the same?
Answer: Additional information will be provided as soon as it is available.
4. Reference Section A. Executive Summary, 1. Submission 1PM ET on 31 January, 2018.
Request – In light of the potential Government shut down which may come into effect at midnight on 19 January, 2018, offeror requests submission date be considered as either 31 January, 2018 (if no shut down occurs) or 3rd official day of business upon Government’s return to work if a shut down does occur. Offerors are to be notified on first official day of business upon Government’s return to work of specific revised due date and time.
Answer: Additional information will be provided as soon as it is available.
5. Reference PBS Paragraph 3.6.2 (Question 25 on Amendment 0002)
PBS Paragraph 3.6.2, (R.B.196) requires that the total height of the payload shall not exceed 16.9 inches.
PBS Paragraph 3.6.1, (R.B.192) requires mechanical interface compliance to ICD R70436-01231.
Paragraph 3.1.3 of the latter document states that the height of the payload shall not exceed 15.0 inches.
Using Figure 4.0-1 of the ICD, please confirm our understanding of how the 15” values and 16.9” values are consistent. Our belief is that the 16.9” value allows for mechanical adaptors or other features that may be above the 15” max planar surface.
Answer: Maximum Payload height is 16.3”. A detailed drawing will be provided in updated PBS (Attachment 0002) as part of Amendment 0004.
