About this file
This document contains a proposal submission matrix and federal contract opportunity notice for Digital Integration Laboratory (DIL) services. The proposal matrix outlines evaluation criteria for two factors: management and technical. For management, offerors must describe their staffing plan and approach to recruiting and training personnel with secret clearances to support DIL activities in Orlando, FL and the Central Technical Support Facility in Fort Hood, TX. The technical factor evaluates offerors' processes for conducting three concurrent integration and test events supporting different software baselines, as well as aligning with Army Center of Excellence initiatives and schedules to maintain DIL and CTSF experimentation, demonstration, and training capabilities. The federal contract opportunity notice seeks these DIL services on a non-personal services contract to provide technical and management support across Program Executive Office for Simulation, Training and Instrumentation programs. The DIL and CTSF support software integration, development, and Army Interoperability Certification testing.
