About this file
This document includes a federal contract opportunity synopsis and overview of the eXportable Combat Training Capability (XCTC) program requirements. The synopsis seeks industry feedback on a draft solicitation for the XCTC program managed by the Army National Guard. Potential offerors are encouraged to submit questions, comments and recommendations on all aspects of the draft solicitation by March 4, 2019 in order to improve the final solicitation. The XCTC program provides brigade combat teams force-on-force and live-fire training to achieve trained proficiency in core functions and mission essential tasks. Services required under the anticipated contract include instrumentation, communications, and analytics support to facilitate training and after-action reviews. The Army Contracting Command - Orlando intends to award the contract through full and open competition.

Mobile Relay Trailer 7km coverage radius Network Operations Center (NOC) Tactical Analysis Center (TAC) Real Time Exercise Monitoring and Data Collection Mobile After Action Review Center (MAARC) Video Take Home Package 3D/2D/Video and Tactical Audio OC/T’s TAC Operators
Common Operating Picture (COP) Virtual Unmanned Aerial Simulator (VUAS)
GPS and Radio device reports location of soldier in real time Updates roughly 3.7 sec for 2040-player system Transmits data via tower infrastructure Interfaces to MILES 2000 and IMILES Reports MILES status (alive, KIA, etc) Reports MILES engagements in real time Allows for creation of shot lines between shooter and target Can kill and resurrect MILES remotely Attaches to Players using a COTS Radio Pouch Smaller in size compare to EDI (8.4”H x x2.8” W x 1.65”D) Light weight (less than 2 lbs.)
48 hour battery life Recommended daily battery exchanges
First Responder Enhanced Dismount Instrumentation (FREDI2)
Enhanced Dismount Instrumentation (EDI)
GPS and Radio device reports location of soldier in real time Updates roughly 3.7 sec for 2040-player system Transmits data via tower infrastructure Interfaces to MILES 2000 and IMILES Reports MILES status (alive, KIA, etc) Reports MILES engagements in real time Allows for creation of shot lines between shooter and target Can kill and resurrect MILES remotely Tracking of Individual or Vehicle Individual worn on Back Vehicle Mount 40 hour battery life Recommended daily battery exchanges
Vehicle Instrumentation
EDI Vehicle Kit (CSS-E) Hardware to run EDI off vehicle power Interfaces with MILES ITS or WITS kits
FlexTrain Player Units Issue Process
Tactical Analysis Center (TAC) Support 2D/3D Display with user-configurable ‘Annotation’ capability 3D Display 2D Display Displays show only data from Unit of Interest. All other data is hidden to minimize distraction.
Tracking feed and audio data can be filtered by BN, CO, PLT, etc.
Build AAR talking points throughout the training day

Tactical Analysis Center (TAC) Support 2D/3D Display with user-configurable ‘Annotation’ capability
FlexTrain Instrumentation EDI or FREDI Tracking Tracking devices will give a 3D representation when video is not available During I-AAR facilitator can show movement techniques or positioning of unit from different points of view
Hand Held Video Operators (HHV)
Operators on lanes to record video event sites Position determined by lane and embed OC/T Time stamped digital video re-playable during AAR Data collected at lane ENDEX and delivered to AAR site Time stamp allows for footage to be found instantly Out-of-play uniform HHV Operators will wear tan vest signifying a out-of-play role while on the lane HHV Operators wear EDI/FREDI to assist I-AAR camera angle and camera location within 3D View
Tactical Audio Capture System has the capability to monitor and record radio traffic directly from SINCGARS.
Multiple channels can be monitored and record at once 1:1 ratio of monitoring SINCGARS per channel/net What traffic do you want recorded for the AAR?
Platoon vs. Company nets Who will provide the SINCGARS radios and antennas?
Located close enough to “hear” lane traffic but still connect to base station

Mobile After Action Review Center (MAARC) Capacity 40-45 audience members MAARC and V-THP operator per tent Features Complete play back of tracking data in 2-D and 3-D 2 projectors to play back any combination:
(4 feeds) 2-D, 3-D, Video, and PowerPoint Time synced Video and TAC Audio (SINCGARS) MAARC Location Total of 8 MAARC sites MAARC Tents located close to I-AAR Lanes Take home package (THP) Digital THP CD-ROM format: full playback of tracking data, MILES information and shot lines, and SINCGARS recordings Video THP DVD format; “back of the classroom” recording of AAR One of each provided per I-AAR at end of exercise
Virtual UAV Terminal for BCT Support An analyst terminal displays the sensor view of a virtual UAV that can “see” all instrumented entities on the battlefield Terminal is typically located in HICON or BCT HQ and linked to master station in ESC SOP is for BCT to provide request for coverage of specific geographic area 24 hours in advance of time of interest BCT needs to provide POC for locating space, power, and operator for training and usage during STX / FTX
