CDRL A007 -Technical Manuals – Will the government replace

Technical Manuals with COTS Manual with distribution statement A?

Yes. See revision to CDRL 0007.

2 CDRL A008

CDRL A008 –ECPs Future Design Changes - If the changes are categorized as a commercial change, how will the change be processed? Is it the intent of the government to change the distribution statement for all commercial changes?

The contractor is still required to let the Government know what is changing even if it is a commercial change. The changes will be processed by the government for concurrence and for record keeping. Changes will not be shared with other contractors and distribution statements will not be altered.

3 CDRL A008

Will waivers be granted for the interchangeability of components requirement for those components which do not change form, fit, or function, e.g. replacement of obsolete components?

The requests for waivers shall be submitted in IAW CDRL A008.

Each waiver will be reviewed and adjudicated independently on a case-by case basis.

4 PD Table 1

Page 18, Table 1 Note 4 - "% of usable target exposure and target arm height relative to the berm." Please clarify/update. It does not appear to be possible to achieve 90% of usable target exposure with targets defined in drawings 11829647 or 12002899 when taking into account the distance from the top target arm to the top of the berm as described in Table 1 Note 4. Assuming best case tolerances: Total target height of 22", 1.5" of the target in the target arm clamp and

2.75" between the top of the target arm and the top of the berm wall. 22"-1.5"= 20.5" (total usable target), 20.5"-2.75"= 17.75"

(amount of exposed target), (17.75/20.5)*100 = 86.5% (percent of exposed usable target.

The "90%" value has been removed from the table and the SITs, DTASITs, and MITs reference "Note 4" for Minimum % target visible from the firing line requirement.

5 PD Table 1

Does the language in note 4 of Table 1 permit the target arm for the

SIT, DTASIT, and MIT to enter the 15 degree down angle zone described in 3.2.9?

No. Note 4 includes 15 degrees. The target arm has to be below the 15 degree angle of fire.

6 PD Table 1

PD Table 1 – Why does the MIT have a target weight of 10 lbs? This is the weight of a DSIT silhouette. Does TACOM propose putting

Double silhouettes on a MIT?

The target weight has been revised to 5 lbs. See Table 1 in the PD for revision.

7 PD Table 1

Based on previous discussions, the acceleration distance was expected to be more than 7 feet, permitting lower torque motors to save cost. Is it possible to extend the acceleration distance to 8 or 9 feet?

Yes. The acceleration and deceleration distance has been increased to 8 ft. See PD revisions to Table 1.

8 PD Table 1

Table 1 - We first saw a requirement for a portable SIT and SAT with a SCU during ATSII on Grafenwoer. In that DOP, the weight was as it is stated in table 1, but the battery was excluded from that weight.

Is that change intentional? “…The total weight of the portable SIT, its self-contained unit, and all components required except for the battery(s), shall be 82 lbs or less. The total weight of the portable

SAT, its self-contained unit, and all components required except for the battery(s) and Target arms and clamps if they are easily detachable, shall be 328 lbs or less. Stabilizers to be detachable and separately transportable then excluded from weight.”

Table 1 of the PD has been revised to exclude the batteries from the weight. See Table 1 in the PD for revision.

9 PD Table 1 Table 1 - Will the Government please modify the tolerance for MIT speed to accommodate a tolerance of +/-2MPH?

No.

10 PD Table 1 Table 1 – Will the Government please reduce the cycles per hour for the MAT to 8 cycles per hour?

The MAT cycle per hour rate has been revised to 8 cycles per hour. See Table 1 in the PD for revision.

Table 1 - The minimum acceptable top speed for a MAT has increased from 15.5MPH to 19MPH. Will the Government please modify the tolerance for MAT speed to accommodate a tolerance of

17 +/-2MPH?

No.

3.3.3.1.9

PD Table 1 – MAT cycle rate of 12 cycles per hour – that is one cycle per 5 minutes. Are we assuming a 350 meter track? Current MAT tests are within 7 minutes. There is no specific section that defines a

MAT cycle test, but a combination mover cycle test in 3.3.3.1.9 – please be more detailed in requirements of the MAT cycle test

(steps, length of track, minutes per test, etc.).

The MAT cycle per hour rate has been revised to 8 cycles per hour. See Table 1 in the PD for revision.

13 PD 3.2.1.3

3.2.1.3 - Surge Protection for TDP/MTDP- It would appear that the government has a particular surge suppression device in mind. Will the Government please supply the make and model?

No.

14 PD & SOW 3.2.1.3 & C.3.7

PD 3.2.1.3 and SOL C.3.7 – Down range Surge suppression – We interpret this as the target equipment supplier will now be required to supply all downrange surge suppression hardware for all M/TDP panels – unless it is provided at the range – will each DOP indicate whether surge suppression will be provided at the range, or are we to assume we must be prepared to provide this hardware?

The contractor shall provide surge suppression unless otherwise specified by the individual RFDOP narrative or the drawings.

15 PD

3.2.2.1.1.1.-

3.2.2.1.1.9

3.2.2.1.1.1- 3.2.2.1.1.9 – Generator Requirements- Will the

Government please confirm that these apply to free standing generators used for supplemental power?

Some requirements have been excluded when the generator is used as an on board generator for a MIT/MAT. See revisions to

PD sections 3.2.2.1.1.5, 3.2.2.1.1.7, & 3.2.2.1.1.8.

16 PD 3.2.2.3

3.2.2.3 - "Battery powered devices. Batteries shall be rated for 70 amp hrs (AH) or greater." For moving targets that utilize internal batteries with size restrictions will different voltage and amp power ratings be accepted as long as it meets operational requirements?

See reference 3.2.2.3.1 "sized to support the operations capability

(see Table 1).

The section has been changed to allow the contractor to determine battery sizing in order to meet operational requirements. See revisions to PD section 3.2.2.3.

17 PD 3.2.2.3

PD 3.2.2.3 - States 70 AH or greater battery for any battery powered device – then 3.2.2.3.1 states to Size the battery to support the operational capacity of devices to meet the requirements of table 1. These two sections conflict, please clarify.

The section has been changed to allow the contractor to determine battery sizing in order to meet operational requirements. See revisions to PD section 3.2.2.3.

3.2.2.3 - Battery powered devices- Will the Government confirm that it is acceptable to provide a battery smaller than 70Ah if the requirements of Table 1 are met?

The section has been changed to allow the contractor to determine battery sizing in order to meet operational requirements. See revisions to PD section 3.2.2.3.

19 PD 3.2.2.3.1.

3.2.2.3.1 - Will the Government confirm that the intention is to utilize a separate battery for Thermals on Portable (or DC) ranges?

The contractor has to determine battery sizing and quantity based on the individual RFDOP requirements. The exclusion for stationary targets has been removed. See revisions to PD section

3.2.2.3.1.

20 PD 3.2.2.3.3.1

3.1.1.2.3.1 Battery Charging. Description states: “Limit Voltage to no more than 14.7 volts and no less than 13.8 volts at 68 degrees

Fahrenheit (F)”. Question: If nominal full voltage of the battery would be 12 volts and 30% of full voltage would then be 8 volts, correct? Our battery charging station (BCS) charges a AGM battery to between 14.7 and 13.8 volts and will not charge a battery when the voltage drops below 8 volts, is this acceptable? Our battery charging station displays the battery as “Bad” if the voltage drops below 8 volts, would this be acceptable?

The Government assumes that the reference was to PD Section

3.2.2.3.3.1, since there is no section 3.1.1.2.3.1 in the PD. This section has been altered to describe a per cell float charge. See revisions to PD section 3.2.2.3.3.1.

21 PD 3.2.3

3.2.3 - "Range start up/shut down." - Is there an exception to moving targets in reference to "All downrange targetry devices shall not be negatively affected by turning on/shutting down the range by way of the central power switch." Battery powered moving targets will remain on and batteries will be negatively affected with no charging for extended periods.

There isn't an exception for moving targets. As long as the device is not damaged when the power is shut off, the requirement is met.

22 PD 3.2.4

3.2.4 - "The method of addressing downrange targetry devices shall be such that swapping/replacing of targetry devices does not require programmed scenarios to be altered." This is not a current possibility with TRACR.

Yes, TRACR does handle the swapping of targets without having to alter preprogrammed scenarios.

23 PD 3.2.5

PD 3.2.5 – States TDP/MTDP panels states to use RJ45 quarter turn bayonet MIL-C-26482 connectors – which is typically used on TM’s.

It also states 2 connectors for an FD box (If it is present). Please clarify this section and be more specific as to connectors on the TM and the TDP/MTDP. I believe the intent for the TDP/MTDP enclosures is to use the flip lid design, not ¼ turn twist-lock.

Receptacles on the TDP/MTDPs have been changed to the flip lid as a requirement. See revisions to PD section 3.2.5.

24 PD 3.2.5

PD 3.2.5 – Are we supposed to manufacture a 2 port cover plate for a FD box? Or is there a specific part number the government can reference? Why are we required to install two RJ-45 connectors per

FD box, (or in the side of the TDP/MTDP if no FD box is present)?

Contractors can choose to make or buy. FD Box covers are commercially available with cable interfaces. See revisions to PD section 3.2.5 for clarity on the number of connectors required on the FD box by range type. Two RJ-45 connectors would be needed for SAT emplacements that require a SAT and a network

BES to be controlled in the same emplacement.

25 PD 3.2.5

PD 3.2.5 – Our understanding is that every TM emplacement will require 2 each RJ-45 connectors in the FD box or on the side of the

M/TDP enclosure. This also means 2 Ethernet patch cords, 2 surge suppressors and 2 copper ports per emplacement on a network switch/router. Please clarify if this is the intent. This will add cost to each emplacement for an extra RJ-45 port that may never be used.

Please clarify.

See revisions to PD section 3.2.5 for clarity on the number of connectors required on the FD box by range type.

26 PD 3.2.12

PD 3.2.12 – Why are we required to guarantee a 3 year service life on batteries when all COTS batteries manufacturers state 24 month service life? Vendors will be forced to raise prices to cover replacement batteries with no real benefit to the government.

The section has been changed to exclude batteries. See revisions to PD section 3.2.12. Also, Section I.1 has been changed to require batteries have a 1 year warranty.

27 PD 3.2.15.3

3.2.15.3 Labels - Will the Government please change the

requirement to read “Targetry device ports shall be labeled. All switches shall be labeled by their function/status. Labels shall be legible and shall remain in place for 15 years.” In an effort to provide efficiency and cost savings to the Government, we recommend that the cables not be labeled, as they are designed in such a manner that does not allow them to be plugged into an incorrect port.

28 PD 3.2.16

3.2.16 - "MTDP/TDPs are not considered climate controlled". Can this be interpreted as MTDP/TDPs are not considered

TEMPERATURE controlled but will provide water and dust protection?

Yes. A provision has been added to clarify environmental requirements for equipment installed in the TDPs/MTDPs. See revisions to PD section 3.2.16.

29 PD 3.2.16.9.6

PD 3.2.16.9.6 – Water pressure = 40 lbs/sq-ft water pressure. How is this to be interpreted? Is this a wash-down situation, from the side of the TM, or the top of the TM? What duration? How will this be tested or validated?

Reference the header section of 3.2.16.9 that describes the requirement to test IAW "MIL-STD-810G, Method 506.5, Procedure I using the following:.."

3.2.16.9.6 is a subsection to that requirement describing a specific parameter for this contract in addition to the MIL-STD-

810G testing requirements that are also required. The wash down, duration, and test criteria are all defined within MIL-STD-

810G, Method 506.5, procedure I and the subsections of the PD.

30 PD 3.2.19

3.2.19 Workmanship - Will the government remove the statement

“Fasteners shall be tightened to specific torque settings as described in the associated technical manual for each targetry device” and replace with “fasteners that require a specific torque specification shall be described in the associated technical manual for each targetry device”?

Yes. See revision to PD section 3.2.19.

31 PD 3.3.1.4.5

3.3.1.4.5 - "Status of attached simulator working/not working (if a simulator is off then a not working response shall be returned) and firing/not firing (except for the MFS)." Only attached simulator defined in section 3.2.2.1.2 is the MFS which is an exception to this section, please define what simulators that this statement would apply to.

The referenced section (3.3.1.4.5) has been removed from the

PD.

32 PD 3.3.1.4.5

PD 3.3.1.4.5 – Status of attached simulator working/not working.

Please clarify what simulators this refers to (BES, SES, MILES, LTID)

Not all simulators have status monitoring capabilities.

33 PD 3.3.1.5

3.3.1.5 - Stability – states that TMs not be damaged by wind gusts over 35. Will the Government please provide the upper bound?

Please remember to include force and time (e.g. 36 MPH/ 1sec).

The requirement: "TMs shall be designed so that they are not permanently damaged by wind gust higher than 35 mph." has been removed. See revisions to PD section 3.3.1.5.

34 PD 3.3.1.8

PD 3.3.1.8 – Thermals for TM’s. It is not clearly stated if Thermals will be 120 Volt AC or if DC thermals will be used. Please clarify/specify a voltage for Thermals.

There will be AC and DC thermal interface and power requirements as part of this procurement. This PD section has been altered, and SOW section C.3.9.13.1 & 2 have been added, to clarify the thermal and thermal interface requirements. See revisions to PD section 3.3.1.8 and SOW additions C.3.9.13.1 and

C.3.9.13.2 for more detail.

35 PD 3.3.1.10.7

3.3.1.10.7 - TRACR Conflict "Detect and score a hit any time a portion of the target is exposed to any designated firing position on the range."

The revisions to PD section 3.3.1.10.7 are no longer in conflict with PD section 3.3.1.10.8. FASIT ICDs are planned to be updated prior to ATS III final RFP release to define this capability.

36 PD 3.3.1.10.8

3.3.1.10.8 - "Ignoring hits if the scenario or the step has timed out."

Conflict with 3.3.1.10.7 when using TRACR. Target doesn't know if it is in a scenario or when a step has timed out. Not possible with current FASIT ICD to achieve both 3.3.1.10.7-8 while using TRACR.

FASIT ICDs are planned to be updated prior to ATS III final RFP release to define this capability.

37 PD 3.3.1.10.8

3.3.1.10.8 - Ignore hits in the event of scenario timeout – The only part of the system that is aware of the scenario is the Range Control

Software. As such, we believe that this is a SW (Range Controller) requirement vs a targetry requirement. It is also understood that when a scenario “times out”, TRACR will conceal the target, so the only hits it would take would be as it was concealing. However, in the event that another condition exists, please note that if a hit/kill behavior is set (e.g.: fall when hit) that would reside locally with the target and it would react accordingly since the TM isn’t aware of the scenario timeout. Will the Government please confirm that this is a software requirement and not a targetry requirement?

TRACR/FASIT ICDs will be updated to be able to accomplish this requirement. The targetry contractor will be required to interface with the updated ICDs.

38 PD 3.3.2.1.2

Is it permissible to deliver a pair of SITs in place of a DTASIT that are grouped in TRACR to meet the operational need of the DTASIT?

No.

39 PD 3.3.2.1.3.6

Section 3.3.2.1.3.6 SIT/DTASIT cycle - Will the Government please remove the requirement of turning the thermal on and off because

TRACR isn't able to control thermals in a scenario?

3.3.3.1.6 - "TMs shall be 9 ¾" by 18 ¾" Can the Government provide rational for the requirement of a 9 ¾" x 18 ¾" space for mounting the LTID (LTIE dimensions are only 11"x4"x7"). Would it be acceptable for the LTID/LTIE to be attached to Moving TMs as long as 1) the LTID/LTIE is secure during all movement described in Table

1 and 2) the LTIE is protected from projectile and incidental damage?

The dimensional requirements of the available space have been removed in the revision to section 3.3.3.1.6. Even though the range personnel will be responsible for mounting the actual

LTID/LTIE. Yes, a mounting provision is required and that mounting provision shall ensure the LTIE is protected from projectiles and incidental damage. See revisions to PD section

3.3.3.1.6.

Section 3.3.3.1.6 MILES Laser Target Interface Device (LTID)

Mounting- The current LTID "ammo can is much smaller (4" x 10"), does the government intend a new, larger device (9 ¾” by 18 ¾”)?

The dimensional requirements of the available space have been removed in the revision to section 3.3.3.1.6. Even though the range personnel will be responsible for mounting the actual

LTID/LTIE. Yes, a mounting provision is required and that mounting provision shall ensure the LTIE is protected from projectiles and incidental damage. See revisions to PD section

3.3.3.1.6.

45 PD 3.3.3.1.9.4

3.3.3.1.9.4 - "After the target is raised, signal BES to fire (MAT only)"

Is this referring to a tethered or network BES. Please clarify/update.

Per the updated section C.3.9.14, "MATs shall fire a networked

BES unless otherwise specified." The setup required will be dependent on the type of BES available on the range and will be defined in the RFDOPs.

46 PD 3.3.3.1.9.6

3.3.3.1.9.6 - "Change speeds to 20 mph (MAT only)" Can the

Government define when the speed change will occur by track location?

The Government cannot specifically define track locations when speed changes will be required by the user. This will be user defined based on training needs.

47 PD 3.3.3.2

PD 3.3.3.2 – Please clarify if TACOM expects/requires ALL SIT lifters to be interchangeable with a MIT Lifting unit, or is this a generic statement? (MIT LU are required to run off batteries that travel with the MIT carriage) Typical SIT units operate off berm 120volt AC power. This will require an inverter on the MIT, large enough to power the thermal (if AC) as well as the MIT LU. (will impact cost)

The requirement for the SIT to be the MIT LU has been removed. See revisions to PD section 3.3.3.2.

48 PD 3.3.3.2.1

PD 3.3.3.2.1 – Please verify our MIT track can be any shape the manufacturer designs, and are not required to use diamond shaped rail with male/female interlocking joints?

Per PD section 3.3.3.2.1, MIT track is contractor defined.

Standard rail shape requirements do not exist.

49 PD 3.3.3.4.1

What is the meaning and intent of the 3D area of the self-contained unit and the self-contained unit itself in 3.3.3.4.1?

The self-contained unit is what the TM and all its' ancillary equipment shall fit within. All pieces of the unit are shipped/deployed together. Portable devices will not have emplacements to bolt the targetry devices into, therefore: "The self-contained unit shall stabilize the TM and its associated components to allow them to meet their operational requirements when placed on unimproved (3% or less slope) ground and in winds up to 35 mph."

50 PD 3.3.3.4.2

3.3.3.4.2 - Portable SIT/DTASIT/SAT stabilizer- This requirement states that the Self Contained Unit shall stabilize the TM. Based on conversations at the FASIT Users group in December 2015, can it be assumed that this can be achieved by providing “pockets” or mounting provisions for timber (e.g. 2x4, 4x4) stabilizers?

Timber is not allowed to be used for stabilization. See revisions to PD section 3.3.3.4.2 for updates requiring the use of stainless steel.

51 PD 3.3.3.4.2

Per the header language in 3.9 "...the needs of the range will be specified in the RFDOP." Therefore it will be specified based on what is required for a particular project.

This will require a deviated design for TM’s from the standard.

Yes. The thermals are always required unless specifically excluded in the RFDOP. Sections 3.9.12.1 & 2 have been added as subsections to clarify the thermal requirements.
