SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

1.0 OVERVIEW This statement of work describes the requirements for the demilitarization (demil), treatment, and disposal of the____________ following Contract Line Item Numbers (CLIN) Groups of Conventional Ammunition:

CLIN Group 1: _____________

5 inch Projectile

CLIN GROUP 2:_____________

3 inch Cartridge

90 mm Cartridge

6 inch Projectile

8 inch Projectile

CLIN GROUP 3:_____________

16 inch Projectile

Additional details regarding these assets can be found in the Asset List (Attachment 0002) and the available technical information.

The majority of the assets identified in Attachment 0002 are filled with Explosive D; however, some of the assets contain a pressed explosive fill called Comp A3 and possibly Comp A5, instead of Explosive D fill. Offerors shall have the ability to demilitarize and dispose of assets containing Explosive D, Comp A3, and Comp A5. The U.S. Government will attempt to perform surveillance of lots to determine the explosive fill but does not guarantee that the fill for all lots will be identified prior to shipment.

The contractor shall provide all the necessary material, equipment, facilities/property, permits and licenses, and personnel to perform demil for the CLIN Group(s) they are proposing on. The contractor will have overall responsibility for demil, disposition, treatment, and disposal. This responsibility extends to the subcontractor activity. Open Burn and Open Detonation (OB/OD) technologies are not permitted for demil or disposal of end items or components in this effort. The contractor is encouraged to include reutilization and recycling technologies within its overall demil process.

1.1 Objectives The objective of this effort is to utilize commercial capabilities to demilitarize the projectiles identified______________ above. All processes utilized by the contractor shall comply with applicable environmental and occupational safety and health regulatory guidelines and regulations.

1.2 Concept of Operations Demil is the act of eliminating the functional capabilities and/or inherent military design features_________________________ from Department of Defense (DoD) personal property. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, or other methods. Demil is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the United States.

1.3 Technical Data The U.S. Government will provide, to eligible parties, Government Furnished Information (GFI), if__________________ available, in the form of Munitions Items Disposition Action System (MIDAS) data and technical information associated with the identified assets. The assets listed in Attachment 0002 are excess, obsolete, and/or unserviceable munitions, therefore complete technical information may not be available. The U.S. Government has made a reasonable and prudent search of all available technical databases and historical archives to obtain the end item drawings, any major component drawings, and any associated characterization data.

2.0 APPLICABLE DOCUMENTS

2.1 Applicable documents are cited throughout this SOW.

3.0 REQUIREMENTS.________________

3.1 Requirements before Shipment of GFM to be demilitarized. The contractor shall submit a Safety Site Plan (SSP) for U.S.

Government approval to the Contracting Officer in accordance with (IAW) paragraph 5.3. The contractor shall submit an

Ammunition Demilitarization and Disposal Plan (ADDP) for U.S. Government acceptance to the Contracting Officer IAW paragraph

6.0. GFM will not be shipped to the contractor's facility until the SSP has been approved in writing by the Contracting

Officer, and the ADDP has been accepted in writing by the Contracting Officer. GFM may be shipped to the contractor prior to the acceptance of the ADDP in order to support engineering testing, Low Rate Demil, and ADDP prove-out. The contractor shall obtain and maintain International, Federal, State, and Local environmental permits required for full operation associated with this contract. The contractor shall have approved environmental permits in place prior to shipment of GFM. These permits shall be available for U.S. Government review upon request.

3.2 Demilitarization The contractor shall completely demilitarize the GFM, to include ensuring proper disposition, treatment, or disposal of all materials, IAW DoDM 4160.28-M-V1, Defense Demilitarization: Program Administration; DoDM 4160.28-M-V2, Defense Demilitarization: Demilitarization Coding; and DoDM 4160.28-M-V3, Defense Demilitarization: Procedural Guidance.

23 90

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

3.3 Demilitarization/Disposition Schedule for GFM The contractor shall begin demilitarization within 18 months after contract_________________________________________________ award, unless otherwise approved by the Contracting Officer. The contractor shall fully demilitarize all GFM assets within 12 months after receipt of GFM. Disposition of all energetic material shall be completed within 4 months of demil completion IAW the accepted ADDP. An End Use Certificate (EUC) shall be submitted thru WAWF to show disposition has been completed. A
