Additional details regarding these assets can be found in the Asset List (Attachment 0002) and the available technical information.
The majority of the assets identified in Attachment 0002 are filled with Explosive D; however, some of the assets contain a pressed explosive fill called Comp A3 and possibly Comp A5, instead of Explosive D fill. The U.S. Government will attempt to perform surveillance of lots to determine the explosive fill but does not guarantee that all lots will be identified prior to shipment. If a discrepancy is discovered, the contractor shall issue a Record of Discrepancy (ROD) in accordance with (IAW) Contract Data
Requirements List (CDRL) A001, and the U.S. Government will provide a disposition to the contractor on how to proceed.
The contractor shall provide all the necessary material, equipment, facilities/property, permits and licenses, and personnel to perform demil for the CLIN Group(s) they are proposing on. The contractor will have overall responsibility for demil, disposition, treatment, and disposal. This responsibility extends to the subcontractor activity. Open Burn and Open Detonation (OB/OD) technologies are not permitted for demil or disposal of end items or components in this effort. The contractor is encouraged to include reutilization and recycling technologies within its overall demil process.
1.1 Objectives The objective of this effort is to utilize commercial capabilities to demilitarize the projectiles identified______________ above. All processes utilized by the contractor shall comply with applicable environmental and occupational safety and health regulatory guidelines and regulations.
1.2 Concept of Operations Demil is the act of eliminating the functional capabilities and/or inherent military design features_________________________ from Department of Defense (DoD) personal property. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, or other methods. Demil is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the United States.
1.3 Technical Data The U.S. Government will provide, to eligible parties, Government Furnished Information (GFI), if__________________ available, in the form of Munitions Items Disposition Action System (MIDAS) data and technical information associated with the identified assets. The assets listed in Attachment 0002 are excess, obsolete, and/or unserviceable munitions, therefore complete technical information may not be available. The U.S. Government has made a reasonable and prudent search of all available technical databases and historical archives to obtain the end item drawings, any major component drawings, and any associated characterization data.
