Questions and Answers Solicitation Number: W912PQ20B0001 Project Title: Squadron Operations Center Build / Uprade Project Number: HAAW179035 and HAAW162100 Current as of 27 May 2020

Number Question

Answer

1
For the Construction of the Reaper Operations Center, Project No. HAAW179035: Referring to drawings S-A-601 & R-A-601, as well as division 08 specifications:
Refer to drawings R-G-003 and S-G-003 which describes the overall construction phasing for each project. Door 181B is constructed under HAAW179035 project scope. Then, under the SOC renovation project scope (HAAW162100), door 181B will be replaced along with door hardware. Door 181B frame will remain.

Opening 181B appears to be included in both the Repair drawings (S) and the Construct drawings (R).

a. Construct door schedule has the opening as a new acoustical door, existing frame, hardware set 1.0.

b. Repair door schedule is new acoustical door, new acoustical frame, hardware set 2.0

c. 181B is in same location on both floor plans. Should one of these be eliminated from our quote?

2
For the Construction of the Reaper Operations Center, Project No. HAAW179035: Referring to drawings S-A-601 & R-A-601, as well as division 08 specifications:
Yes the maximum duty details apply to exterior acoustical doors and any acoustical door that is required for SCIF perimeter. For HAAW179035 project scope, provide maximum duty doors for the following doors: 164A, 164B, 180A, 180D, 181A, 181B. For HAAW162100 project scope provide maximum duty doors for the following doors: 147A, 147B, 154A, 163A, 181B.

Specification Section 08 11 13 Steel Doors and Frames – Do the Maximum Duty details apply to exterior acoustical doors?

a. Page 4 of the Repair 08 11 13 spec, under Maximum Duty Doors, at the end of the paragraph they call out 4 rooms where Maximum Duty doors are to be provided: PMATS 3, PMATS 4, FGCS-1 and FGCS-2. The Fixed GCS rooms are not numbered as 1 and 2, and I cannot locate a room with a name similar to PMATS or an acronym of that anywhere on the floor plans. 163A appears to be an exterior opening in the Fixed GCS room 163, so is there anywhere else we need to be furnishing Maximum duty doors rather than Extra Heavy Duty?

3
For the Construction of the Reaper Operations Center, Project No. HAAW179035: Referring to drawings S-A-601 & R-A-601, as well as division 08 specifications:

“Construct” 087100 hardware schedule:

Set 4 is assigned to openings 163A & 164A

a. 163A is not on the door schedule.

b. Hardware set describes the openings as both STC & Blast – Blast resistance isn’t described anywhere in the door schedule, door schedule remarks key, or door types. Is 164A to be blast resistant? If so, is there any level that needs to be met? Spec 083473 Sound Control Door Assemblies do not appear to show anything regarding blast doors or blast rating.
Refer to the door schedules on S-A-601 and R-A-601 for the door hardware set designations for each door. There are no requirements for Blast Resistant doors under the base bid on either project.

Blast reistant doors are to be included under ABI #1. Refer to response to RFI #75 below for further information.

4
For the Construction of the Reaper Operations Center, Project No. HAAW179035: Referring to drawings S-A-601 & R-A-601, as well as division 08 specifications:
Contractor must provide proper door hardware to achieve the required STC ratings. Butt hinges with closer is preferred.

“Construct” 087100 hardware schedule:

Spec 083473 calls for cam lift hinges; door hardware schedule in 087100 calls for heavy duty Butt hinges by McKinney with Sargent closers. Please advise if cam lift hinges are in fact required on acoustic doors.

5
In Section 8 there in no Blast Door Spec Section, but in HW Set 4.0 163A is an exterior door 164A is an interior door. Are either one of these a blast door? If it is a blast door we would need the correct information / specifications. Set: 4.0 Doors: 163A & 164A Description: Pair Exterior (STC, Blast)
See response to RFI 3 above.
6
Regarding Telecom, the General Notes 1-5 on Drawing# S-TN002-E Project#HAAW162100 references GFGI for much of the telecom responsibilities, while Project#179035 Drawing #R-TN002-E General Notes 1-5 reference CFCI. Is this accurate that half the job is the responsibility of the government and the other half the contractors? Does the government have their own Telecom vendor/subcontractor?
Telecommunications work shall be bid as noted on the drawings. The Contractor's responsibility varies for each contract. Work noted as 'GFGI' shall be provided by the Government.
7
Is the ESS Vendor supplying all materials to both projects? HAAW162100 and HAAW179035? Security notes on S-TN002-E reference GFGI while R-TN002-E reference CFCI? Note#4 says to “Meet with ESS vendor and contracting officer prior to the rough-in of all security equipment on the project………” Please advise.
Security work shall be bid as noted on the drawings. The Contractor's responsibility varies for each contract. Work noted as 'GFGI' shall be provided by the Government.
8
Project HAAW179035 - Addition: Drawing R-P-104 shows new gas piping running across the existing and the new building roof. Please provide details of how this should be supported.
For roof support of gas piping Contractor may use a commercial system like those manufactured by MIRO or refer to Detail 4 on drawing R-M-500. Also, see attached Facility Gas Piping Specification Section 23 11 25.
9
Project HAAW179035 - Addition: Drawing R-1-100 shows furnishings. Please indicate if this is part of this contract.
Furniture is for reference only and is not part of this contract.

Contractor is responsible for coordination of power and communications with Government's furniture vendor / installer.

10
Project HAAW179035 - Addition: Please provide a specification for the visual screening fencing and sound attenuating material shown on R-A-411.
Basis-of-Design for chain link screening fence sound attenuating material is AcoustiFence AF-6 by 'Acoustiblok'
11
Project HAAW179035 - Addition: Please provide a specification and manufacturer for the metal awning shown on R-A-411.
Basis-of-Design for prefab aluminum canopy is Lumishade by 'Mapes' with hanger rod supports, rear gutter and downspouts.
12
Project HAAW179035 - Addition: Drawing R-C-103 indicates that finished floor is at 412.67’. Drawing R-S-102 indicates finished floor is at 413.50. Please clarify which is correct.
The existing building and proposed expansion finished floors are at EL 412.67’ = 100’ which is based on the most recent NAVD 88 survey, and is the correct value.

Referenced existing building record drawings indicate a design finished floor elevation of 413.50'; however, this may be due to a different datum being used at the time for that project. The intent is that the finished floor of the new addition match the finished floor of the existing building.

13
Project HAAW179035 - Addition: I cannot find a description of ABI #1 in the specifications.
Refer to response to RFI #75 below.
14
Project HAAW179035 - Addition: In the “slab notes” section on drawing R-S-102 it indicates that a 6” layer of “porous fill” is required under each slab. Please provide a specification on this material.
Porous fill refers to typical crushed stone fill for capillary break below slab on grade. Refer to earthwork specification, 31 00 00, Section 2.4.
15
Project HAAW179035 - Addition: Details 1 and 3 on drawing R-C-501 indicate “aggregate base” is to be installed under concrete pavements. Please provide a specification for this material.
Aggregate base shall conform to the NYSDOT Standard Specifications, Section 304 from a NYSDOT approved source.
16
Project HAAW162100 - Renovations: Note 3 on drawing S-MD101 indicates that insulation on pipe fittings is to be considered asbestos. There is no asbestos specification.
Based on available documentation, no ACM should be present within Building 643. Should Contractor find Asbestos during demo work, Contractor shall immediately inform Base Civil Engineer and Contracting Officer.
17
Project HAAW162100 - Renovations: The fire protection work appears to be a delegated design. Is it acceptable to reuse existing piping if it complies with NFPA and the delegated design?
Refer to Keynote FD1 in drawings S-FD101A and S-FD101B demolition is as needed, existing pipe can be reused provided it complies with all applicable codes. Applicable code is UFC 3-600-01 - Fire Protection Engineering for Facilities.
18

Existing ductwork and piping are only partially shown. All existing equipment and associated ductwork and piping in the area of contract are to be removed up to points of disconnection as indicated.
19
The solicitation indicates that we have 330 days to complete the contract. Section 00100.1 also says that there will be a pause of 6 to 12 months between constructing the addition and performing the renovations. Given the pause, 330 days is not adequate to complete both phases of the project. Can you provide a more detailed time frames for phase 1, the shutdown timeframe, and phase 2?
- HAAW179035 (Phase 1) 330 days. Phase 2 work in west boundary rooms should be completed during Phase 1 330 days. - The 6-12 month pause begins at completion of Phase 1 construction of HAAW179035. - HAAW162100 (Phase 2) 180 days to complete remaining work. See response to RFI 3 above.
22
Who is currently contracted on the base for the fire alarm and security systems? Honeywell? Please Advise.
Contractor to coordinate with Base Civil Engineer.

The Base's security vendor is Vindicator Technologies by Honeywell as noted on R-TN002 and S-TN002.

The Base does not have a preferred fire alarm vendor for the FACU or ACU. The existing FACU in this facility is manufactured by Simplex. The existing transceiver and antenna are manufactured by Monaco Systems. The installed ACU (INWS) is a custom system that was installed under a government contract. There isn't a single manufacturer for the system.

23
After reviewing the drawings, we have been unable to locate any visual display units at either Reaper Operations Center or the Repair Squadron. Please advise which drawings reflect the visual display units.

HAAW179035

The demolition of the large air handling units on the south side of existing building 643 are not shown on the mechanical drawings, only the site drawings. There is a substantial amount of work required to remove these units and the associated ductwork. There is also refrigerant removal required that must be done by the mechanical contractor. I am concerned that this work will be missed by the mechanical contractors since it isn’t on their drawings.

Two existing units on the south side of existing building 643 are shown on Mechanical Demo drawing R-MD101.

50
HAAW162100

Storage Room 161 also has a note DA-20 to remove existing mechanical equipment, this is likely to to be large air conditioning units, which are typically installed on independent stands.

Q: Will we be required to fill back in these void space, where the A/C units have been removed with new floor system including grid and panels?

Many times this type of A/C removal will include new A/C units and potentially new Air-Flow panels. I don’t see anything on the mechanical drawings showing new A/C or sometimes known as CRAC units.

The existing Server Room 161 is being converted to a Storage Room 161. Voids in the floor supports must be infilled and new floor tiles must be installed to fill in any voids. There are no new CRAC units in this room.

71
Storage Room 161: Are there any indications or requirement for new air flow panels ( also know as grates, diffusers or perforated panels)?
No, see response to RFI #70 above.

I don’t see an interior insulation spec anywhere and there is no info included in 092900 Gypsum board. There are several different kinds referenced in the drawings (batts, foil faced, safe and sound mineral wool).
Refer to relevant specifications provided in Addendum #2.
77
Addendum #1, Sheet R-A-101-G, contract HAAW179035, Note A06 was changed to A06.1 Does the same change need to be made to contract HAAW162100 where note AO6 is also referenced?

On drawing R-Tn501-E; can you clarify Detail G,H, and I is looking for A SINGLE PORT SC coupler but the cable feeding it indicates a 2 strand fiber, is the fiber to support two couplers or to be left terminated but not used? This would affect all faceplates details that use these symbols.
The SC port is a wider port which usually only allows one port per available block on the faceplate. The 2-strand cable is to accommodate the two ports in that faceplate that are side by side. The fiber is to support two couplers.

See note below.

80
On Drawing S-TN502-E Floor Box Detail F1; can you clarify 36 MM FOC LC, is to be 36 strand of fiber or 36- 2 strand fibers? same question for all fiber indicated ?
We are looking for the specified strand of fiber which would provide for separate pairs of terminations for LC, SC, or ST. For instance, 36 strand = 18 paired terminations, 12 strand = 6 paired terminations.

See note below.

81
On Drawing R-TN502-E AV detail: can you clarify for the G faceplate which is for single SC coupler inserts, which would require 24 strand of fiber or 12- 2 strand fibers and the E faceplate which requires 24 duplex LC inserts and require 48 strand or 24- 2 strand fibers, totaling 36 -2 strands fiber cable not 48 fiber cables as indicated?
G Faceplate will require 12-2 Strand fibers to complete the SC pair port terminations.

E Faceplate will require 24-2 Strand fibers to complete the LC port terminations.

Your assessment totaling 36-2 strand fiber cables is correct.

See note below.

Gov't provided note for RFIs 79-81:
The different classifications will terminate in the server room in different racks and subsequently the “guest” connections of each classification will terminate in a separate LIU in the rack of that classification. For instance, where there are faceplates with Secret and TS ports those ports will terminate in completely different racks in the server room. Where there are Secret and Secret Guest (LG-Low Guest) those will terminate in the same rack but different LIUs within that rack. This is typical with the High Side and High side guest.

The plumbing spec contains a table detailing what materials can be used for each piping system utilized on this project. If you look at the bottom of each schedule, it denotes the system and references that number throughout the piping material schedule. From my understanding and interpretation of the schedule, PVC piping may be used for all drain, waste and vent piping. On previous projects located at the 174th Attack Wing, cast iron was used for these systems. The domestic piping schedule also calls out many nontraditional materials may be used for these systems. CPVC and PEX are called out as acceptable materials for the domestic systems. On previous projects located at the 174th Attack Wing, copper with sweat fittings was specifically used. There is significant cost impact associated with installing these different materials. It would be more cost effective to use these specified materials but knowing what the rest of the base uses, I’m not positive that this was the intent of the specs. Running cast iron and copper is normally the accepted standard for these systems. Please clarify if these materials are acceptable for use on this project.
Polyethylene piping is not allowed for pipe and fitting materials for drainage, waste, vent and condensate piping systems.

All above grade sanitary waste and vent piping shall be cast iron, hubless, CISPI 301.

All below grade sanitary waste and vent piping shall be cast iron, hub and spigot, ASTM A74 ABS and PVC are not permitted for these applications and should be deleted from Spec Section 22 00 00 Table I for these services. (Deleted in amendment 0004) Roof drain piping shall be in accordance with Spec Section 22 00 00 Table I. Note that polyethylene piping (PE, PEX) is not included and is not permitted for roof drain piping.

The structural steel specification indicates that all fabrication and erection drawings be provided with a P.E. stamp by the subcontractor. Given that this is a conflict of interest, is it required? The subcontractor will prepare stamped drawings for any delegated design items.
Signing and sealing of erection and fabrication drawings is not required except for fabricator proposed connection revisions.

Signing and sealing of all delegated design items is required.

I had asked question 49 regarding the demo of the exterior HVAC units and the response was that the units are shown on R-MD101. Looking at the building on Google Earth, there is a substantial amount of demolition and associated roof work that is not indicated on MD101. Please clarify the demolition work, roofing work, and any deck infills associated with the removal of these units.
Drawing R-MD101 Key Note MD02 reads, “Contractor shall demolish all HVAC equipment and associated ductwork, piping, control and supports located within the demo boundary indicated.”

Existing units CU-E1 and CU-E2 and are shown within the area of demo work on the same drawing, Drawing R-AD010 Key Note reads, “Remove existing mechanical equipment and all associated components including concrete foundations.”

Drawing R-A-101 General Note 2 reads, “At locations if removed mechanical equipment or ductwork patch roof to match existing. Verify locations and sizes of openings to be patched in the field. Provide rigid insulation and PVC roof membrane above new roof deck to match and align with existing roof membrane.”

Drawing R-AG002 General Note 39 reads, “Remove abandoned pipe, ducts, conduits, and equipment including those above accessible ceilings back to the source of supply where possible. Where not possible cap, stub and tag with identification. Patch holes left by removal using materials specified for new construction.

The contractor should submit a proposed closure detail once they have field verified the actual condition after the ductwork has been removed.

New steel roof deck for the closures should meet the specifications for new steel roof deck on the addition. See Steel Deck notes on drawing R-S-001.
