• This project includes, but is not limited to:
– Replacement of chillers, split systems, and package systems.
– The existing smart meters and reporting system will be expanded to include 11 electrical and natural gas smart meters (Brand name requirement – Alerton).

Project Overview- Bid Schedule

Base Bid: Replace HVAC Equip/Systems Charlotte QUANTITY: 1 UNIT: Job Non personal services: Provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to replace HVAC equipment/systems in accordance with specs and drawings dated March 2020 and Statement of Work dated 16 March 2020.

Base Bid: Contractor Manpower Reporting QUANTITY: 1 UNIT: Job Non personal services: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:
www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. • Amendments (SF30) will be posted to www.beta.sam.gov. It is the offerors responsibility to check the website periodically for any amendments to the solicitation.
Bid Requirements
What you must submit (see Section 00010)
• SF 1442, (Blocks 14-20c)
– Do not enter less than 90 days in Block 17
• Section 00010, Bid Schedule- all items must be priced
– IAW Clause 252.236-7008, Contract Prices- Bidding Schedules.
The prices shown in the Bidding Schedule must reflect ALL costs involved in performing the work, as described in the plans, specifications, and statement of work.
• Section 00600, Reps and Certs
– In addition, the offeror must have entered current and complete data within the past year in Online Representations and Certifications at www.sam.gov
• Acknowledge all Amendments (SF 30)
• Bid Bond and Power of Attorney
• The bid opening will occur at the time and date specified in Block 13 of the SF1442 at 4930 Minuteman Way, Charlotte, NC 28208 (map included in solicitation attachments).
• Hand Carried Bids - must be deposited in the repository prior to the time established for opening of bids.
• Mailed bids - must be received at the location specified in block 7 of the SF1442 prior to the time established for opening of bids.
• Electronic bids - must be received via email to zachary.d.leddy.mil@mail.mil prior to the time established for opening of bids.

• Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR

Invitation for Bids Procedures What to expect at the Bid Opening
• Bid opening officer (BOO) will announce exact time bids are due and that no more bids will be accepted
• Bids are opened and read out loud with no discussion or comment on responsiveness (FAR 14.301) of bids, and recorded
• BOO opens Government estimate, records
• Abstract will be certified and posted to www.beta.sam.gov as soon as practical.
Invitation for Bids Procedures Determination of Responsibility
IMPORTANT: Refer to the solicitation and FAR Part 9 for details
• A bidder is determined to be responsible in accordance with FAR
9.104
• After bids are publicly opened, an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.
• To establish its responsibility, the apparent low bidder will be requested by the Government prior to award, to submit a statement/documents regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work.
