SIMPLIFIED ACQUISITION PROCEDURES (SAP)

SINGLE SOURCE DETERMINATION FOR ACQUISITIONS NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD AS DEFINED IN

FAR 2.101

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER (within its warrant authority) DETERMINES THAT ONLY ONE SOURCE IS AVAILABLE IAW FAR 13.106-1(b). THIS DETERMINATION SHALL BE SUPPORTED WITH FULL JUSTIFICATION FOR SINGLE SOURCE FROM THE CUSTOMER. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:

ESTIMATED AMOUNT (Not exceeding $250,000):

DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

The item required to be brand name is Alerton Direct Digital Control (DDC). It is a state of the art building automation system, which adds efficiency to the heating, ventilation, and air conditioning (HVAC) systems by being able to monitor and control air handling units in all buildings from one (1) main location.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED:

The 145th Airlift Wing currently employs Alerton DDC software as a base wide installation standard to create uniformity and standardization with the HVAC control systems already in place. The use of a different DDC software will not enable the existing base standard software currently employed at the 145th Airlift Wing to communicate with an alternate manufacturer, as the Alerton DDC software is proprietary. If an alternate is used it will create an additional requirement to provide a software package that communicates between manufacturers that will result in an undue burden to the Government and will cost approximately to remediate. Sixteen facilities currently utilize the Alerton software, 13 at Charlotte and 3 at Stanly County. To convert the current 16 facilities utilizing the Alerton software to another manufacturer it is estimated to cost . There are currently 36 buildings at Charlotte and 49 buildings at Stanly County.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES AND DETAILED

DESCRIPTION OF MARKET RESEARCH PERFORMED:

As stated above, to install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through competition and unacceptable delays in fulfilling the agency’s requirements would result. It is customary industry practice for manufacturers to limit proprietary information to technicians who have been properly trained and certified on how to install, maintain, repair, and integrate their equipment/systems.

The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.
