Annex A Overarching Standardized PWS
Minimum Personnel and License Requirements, Project Support, and Plans Work
Minimum Personnel & License Requirements
The Contractor shall inspect, repair, and maintain systems and components associated with facilities listed in real property records as required throughout this contract utilizing properly trained, skilled, and qualified employees or subcontractor personnel. The Contractor shall provide evidence of key personnel qualifications and years of experience to the KO for review and acceptance.
Program Manager (PM) - The Contractor shall provide a Program Manager who is responsible for the performance of the work. The Program Manager shall have full authority to act for the Contractor on all contract matters relating to daily operation of the contract. The name of the Program Manager shall be provided by the Contractor to the KO.
The PM shall have a minimum of five (5) years of administrative and/or supervisory experience managing a contract of this size and scope with similar responsibilities and technical skills and requirements.
The PM shall also have either a minimum of five (5) years of hands-on (i.e. non-supervisory, working with tools) experience in a facilities building trade related to mechanical, electrical or carpentry work, or hold a 4 year engineering degree from a college accredited by an agency or association recognized by the US Dept of Education. The engineering degree must be in the mechanical, electrical or civil engineering fields.
The Program Manager shall be normally available on-site between 0700 - 1600 hours, Monday through Friday except Federal holidays or when the Government facility is closed for administrative reasons. In addition, the PM or their designated representative must also be available other hours (e.g. via phone or email) as necessary to address urgent or emergency concerns.
All supervisors and managers of hands-on workers (e.g. electricians, plumbers) of the Contractor’s employees shall have either a minimum of 5 years of hands on experience in a facilities trade (e.g. as an electrician, as a plumber), hold a 4 year engineering degree, or a 2 year associates degree in the construction or engineering fields.
The Program Manager and all individuals designated as supervisory or management personnel shall be able to speak, read, and write the English language and communicate clearly.
Certain administrative personnel will require a Common Access Card (CAC) to access Government systems. All employees will require a limited CAC for access to the installation. All Contractor staff shall have, at a minimum, a favorable National Agency Check (NAC) at all times.
All Contractor and subcontractor employees shall be legal U.S. residents. The Contractor shall immediately remove any employee at any point in the contract term that is found to not be a legal U.S. resident. All Contractor personnel shall be able to communicate clearly in the English language.
Contractor Identification. The Contractor shall ensure all personnel be identified as a Contractor to distinguish themselves (e.g., badge, company logo, or uniform) from Government employees. The Contractor shall ensure all correspondence and reports produced are marked as Contractor products or that Contractor participation is disclosed.
Standards of Conduct. Contractor personnel’s conduct shall not reflect discredit upon the Government. The Contractor shall ensure all personnel present a professional appearance while working on the Government installation. The Contractor’s employees shall observe and comply with all local policies and procedures concerning fire, safety, environmental protection, sanitation, security, and possession of firearms or other lethal or illegal weapons or substance.
The Contractor shall ensure all Contractor employees, providing services under this contract, conduct themselves and perform services in a professional, safe, and responsible manner. The Contractor shall remove, from the job site, any employee for reasons of misconduct or security.
The Contractor shall ensure employee conduct complies with 41 USC 423, Procurement Integrity. The Contractor shall also ensure that no Contractor employees conduct political related activities or events on the installation.
Contractor Hiring Restrictions. The Contractor shall not hire or sub-contract with off duty or former Government employees whose employment would result in a conflict with AR 600-50, Standards of Conduct.
The Contractor staff shall include the services of a New York State licensed engineering firm.
This service may be available on a retainer basis per Contractor preference, with engineering services available to be on-site given 24 hour notice. Copies of the retainer agreement must be provided to the Government.
Electricians The Contractor staff on-site shall include two (2) experienced electricians. One of the two electricians must be normally on site during normal operating hours (e.g. both not on vacation at the same time). To meet experience requirements, the electricians must meet one (1) of the following levels of experience.
- a journeyman electrician who has at least seven years of work experience working with tools on installation, alteration, and repair of wiring and appliances for light, heat, and power in/on buildings or comparable facilities.
- have a master of science (M.S.) or a bachelor of science (B.S.) in electrical engineering and:
- For applicants with master degrees, at least two years of experience working with tools on installation, alteration, and repair of wiring and appliances for electric light, heat, and power in/on buildings or comparable facilities
- For applicants with bachelor degrees, at least three years of experience working with tools on installation, alteration and repair of wiring and appliances for electric light, heat and power in/on buildings or comparable facilities.
- a graduate of a vocational, industrial, trade school, or apprenticeship program registered with the New York State Department of Labor specializing in electrical wiring, installation and design or applied electricity, and at least five years of experience working with tools on installation, alteration, and repair of wiring and appliances for electric light, heat, and power in or on buildings or comparable facilities
Boiler Mechanics The Contractor staff on-site shall include two (2) licensed or journeyman boiler mechanics. One of the two boiler mechanics must be normally on site during normal operating hours through the heating months (e.g. both not on vacation at the same time). To meet license requirements, the boiler personnel must either hold a license associated with boiler mechanics or operations from NYC or other municipality in New York State or New Jersey, or have over 5 years of documented experience in hot water boiler and controls work. Other municipal or state licenses will be considered on a case by case basis.
Plumbers The Contractor staff on-site shall include two (2) licensed or journeyman plumbers. One of the two plumbers must be normally on site during normal operating hours (e.g. both not on vacation at the same time). To meet license requirements, the plumbers must either hold a master plumber license or journeyman registration from NYC or other municipality in New York State or New Jersey. Other municipal or state licenses and registrations will be considered on a case by case basis.
HVAC Mechanics The Contractor staff on-site shall include two (2) journeyman HVAC mechanics, with minimum of one on-site during normal operating hours (e.g. both not on vacation at the same time). To meet qualification requirements, the mechanics must either hold a license from NYC or other municipality in New York State or New Jersey, or have over 5 years of documented experience in ventilation and air conditioning and associated controls work. Other municipal or state licenses will be considered on a case by case basis.
A Certificate of Qualification is required to oversee the operation of any air conditioning equipment that contains over 50 pounds of refrigerant. A certificate holder must be on duty at all times when the system is being used.
Locksmith A Locksmith license is required to repair, service, install, inspect, and open and close locks by mechanical means.
Pest Management
Pest Management Business Licenses and Certifications - The Contractor shall provide its business license and pest management specialist’s names, certification numbers (DOD or State), certification categories, and expiration dates with their proposal and annually by end of the performance period. The Contractor shall ensure that any licenses/certificates and training of
Contractor personnel are kept current.
Pest Management Personnel - The Contractor shall perform pest surveillance, pest control, inspection operations, and pesticide application, IAW DODI 4150.07 and Fort Hamilton IPMP.
The Contractor shall have a State pesticide application business license and the Contractor’s pest management specialists shall be Armed Forces Pest Management Board or State of New
York certified in the following pest control categories/subcategories:
a. Ornamental, Shade Trees and Turf (NYSDEC Category 3A)
b. Aquatic Insect & Misc. Aquatic Organisms Control (NYSDEC Category 5B)
c. Sewer Line Root Control (NYDEC Category 5E)
d. Right of Way Vegetation Control (NYSDEC Category 6A)
e. Structural and Rodent Control (NYDEC Category 7A)
f. Fumigation (NYDEC Category 7B)
g. Termite Identify and Treat Termite Species (NYDEC Category 7C)
h. Food Processing (NYDEC Category 7F)
i. Cooling Towers (NYDEC Category 7G)
j. Public Health Pest Control (NYDEC Category 8)
k. Regulatory Pest Control (NYDEC Category 9)
Weed Control - Reference above section for license requirements for weed control. Contract herbicides management employees shall not apply herbicides under someone else’s certification. If the Contractor spills or releases any hazardous substances (i.e., substances listed in 40 CFR 302, Designation, Reportable Quantities, and Notification), the Contractor shall notify the COR/ACOR and the Environmental Office by written notification within one (1) hour.
The Contractor shall submit a consolidated list of all herbicides used during the month, in a monthly herbicide application record, to the COR/ACOR. The Contractor shall only use herbicides listed on the garrison’s Pesticide Use Plan (PUP). The Contractor shall ensure that the licenses, certificates, and training of Contractor employees applying herbicide are valid and kept current. Copies of these licenses and certifications shall be included with the Offeror’s proposal, and again within ten (10) calendar days upon a change in personnel.
License Requirements for Work Not Addressed Above
The Contractor shall ensure that either Contractor employees meet the requirements of specific areas addressed by New York State and NYC regulation, or that associated subcontractors are certified or licensed in the specific areas required by the State of New York and New York City. The Contractor shall ensure all required documentation of certification or licensure for Contractor employees are filed with the COR/ACOR within 3 business days prior to employees commencing performance.
Project Support
The Contractor may be requested to provide the DPW with QA/Inspection support on construction work not conducted by the Contractor. The Contractor shall provide inspection services for commercial construction projects, including but not limited to, building systems, structure, plumbing, fire protection, pavement, and controls. The Contractor shall provide an inspector with a journeyman electrical license to inspect projects that include interior and exterior systems. The Contractor shall provide an inspector with a journeyman plumber license for commercial HVAC system projects, including but not limited to, chillers, boilers, air handling units, and control systems. The Contractor shall provide an American Concrete Institute certified inspector for civil commercial construction projects.
Plans, Specifications, and Estimating
The Contractor may be requested to prepare plans, specifications, schedules and estimates for
Project Maintenance Orders (PMOs) to perform specific jobs, services, or operations as required. Work could include: determine technical requirements, plan the work, estimate the labor, material, and equipment required to complete a job, prepare time schedules to execute the work, and prepare necessary drawings and maps. Packages may be conceptual, preliminary desk estimates, final, detailed packages capable of being commercially solicited, or modifications to existing packages. Packages may be awarded to the incumbent base operations contract for execution, held for future execution, or awarded competitively to other contractors. The method and timing of execution is the Government’s prerogative.
For detailed plans and specifications, the Contractor would receive a request in the form of a
DD Form 4283 Work Request, authorized by the Government and specifically assigned to the
Contractor. The request will indicated that a design is requested and which components of a package are required. Cost estimates will be safeguarded by the Contractor. Appropriate industry cost estimating guides (e.g. Means), historical records and experience will be used for estimating. Detailed estimates will be required, including methods and dates of pricing used.
Specifications as all be complete, clear, and detailed in commercial format. Clear legible, accurate drawings shall be effectively used to describe the work to be performed. All components of the package shall be submitted in hard copy and in electronic format using programs readily available to the government.
