1.0 General Information.
1.1 Overview. The Fort Hamilton sanitary wastewater collection system collects and delivers sanitary wastewater to the City “Owls Head” Sewage Treatment Plant (STP) by means of collection lines, sewer mains, and lift stations. The sanitary sewage collection system consists of industrial water, wastewater, storm water and combination lines with manholes, some of which are buried. There is one lift station located in building 231.
There are approximately (89,607.66) linear feet (LF) of sewer mains ranging from (3) inches to (48) inches in diameter, and approximately (299) manholes.
1.2 Components. Sanitary wastewater collection system components include, but are not limited to, electrical, electronic, and digital systems and controls; level controls, control panels, phone dialers, switches, metering devices, sewage basins, alarms, lift stations, wet wells, dry wells, pumps, motors, air compressors, filters, piping, indicator lights, mounting hardware, meters, valves, and fittings, and laboratory equipment and components.
Domestic sewage from Fort Hamilton is approximately (40,000) gallons per day (gpd).
The Contractor's maintenance responsibility encompasses all of Fort Hamilton. The maintenance boundary begins where the line exits the building. The Contractor’s responsibility in the housing areas shall be limited to main lines and manholes.
1.3 Work Management and Control.
1.3.1 Reporting Requirements.
1.3.1.1 The Contractor shall submit to the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR) for approval, a plan for accomplishing the Sanitary Wastewater Treatment and Collection System operation described in this Performance Work Statement (PWS).
1.3.1.2 The Contractor shall prepare and submit to the COR or ACOR by the tenth (10th) day of each month a copy of DA Form 4247, Facilities Engineering Operating Log (Sewage General)), and DA Form 4178, Facilities Engineering Operating Log (Sewage Supplementary) (Deliverable A021). The Contractor shall also maintain a daily operator's log notebook that includes routine operational duties, unusual conditions, accidents, and complaints.
1.3.2 Certification. The Contractor shall provide certified operators in compliance with Federal, New York Department of Public Health, and Environment Regulations.
2.0 Description of Services.
The Contractor shall operate the sanitary wastewater collection system and components in accordance with (IAW) AR 420-1, TM 5-814-1 (Sanitary and Industrial Waste Water Collection - Gravity Sewers and Appurtenances), TM 5-814-2 (Sanitary and Industrial
Wastewater Collection - Pumping Stations and Force Mains), Operations & Maintenance (O&M) manuals, and manufacturer’s specifications. Sample maintenance cycles checklists in TE 0701.
2.1 STP Operation. N/A

3.0 Industrial Wastewater Treatment Plant (IWTP).
3.1 Scope.
3.1.1 Industrial Wastewater Treatment Plant (IWPT). The Industrial Waste Collection System (IWCS) consists of approximately four to twelve inch (4"-12") collection lines from industrial facilities such as the motor pool wash racks.
3.1.2 Lift Stations. There is one lift station located in building 231 which delivers combined sewage (sanitary sewage and storm water) to “Owls Head Treatment Plant” which is operated by NYC.
3.1.3 Equalization Basins. N/A
3.1.4 Biological Ponds. N/A
3.1.5 Free Oil Separator (FOS) Facility. Rags, suspended solids, and oil are removed prior to discharge, under dry weather conditions.
3.2 Components. N/A
3.3 Work Management and Control.
3.3.1 Reporting Requirements. N/A
3.4 Services.
3.4.1 IWTP Operation. N/A
3.4.1.1 Operation includes, but is not limited to, the following: operational checks of lift stations, and coordination with the STP for transferring excess water.
3.4.2 Samples. N/A
3.4.3 Systems and Components Operation. The Contractor shall operate systems and components IAW O&M manuals, manufacturer’s specifications, and TM 5-814-3, Domestic Wastewater Treatment Plant Laboratory Guidance. 3.4.4 On-Site Operator. The Contractor shall provide an on-site certified operator twenty-four (24) hours a day, seven (7) days a week. The Contractor shall perform continuous wastewater treatment plant operation IAW the most current edition of Standard Methods for the Examination of Water and Wastewater, O&M manuals, and manufacturer’s specifications.
3.4.5 Operational Tours. The Contractor shall perform operational tours to evaluate operations, collections and lift stations.
