About this file

This Vendor Change Details Report relates to a solar panel installation project for YWCA Hartford Region, a state-funded initiative administered through the Connecticut Department of Economic and Community Development. The project involves the installation of a 23.10 KWDC solar photovoltaic system (20.00 KWAC output) on the existing flat roof of the organization's two-story office building located at 135 Broad Street in Hartford, Connecticut. The scope of work encompasses furnishing all labor, materials, and equipment necessary for system installation, including SwElect Solar 550W modules and two SolarEdge SE10K US 208V inverters, along with associated electrical connections, roof preparation, permitting, and support structure installation. A mandatory site walkthrough was scheduled for July 1, 2026 at 11:30 a.m., with sealed bids due July 8, 2026 at 12:00 p.m. Work must be completed Monday through Friday during standard business hours while both facilities remain operational. The contractor selected will be the lowest responsive and qualified bidder, though YWCA Hartford Region reserves discretionary authority to award to a non-lowest bidder if deemed in its best interest.

The project is 100 percent state-funded and includes mandatory set-asides requiring a minimum 25 percent of contract value for Department of Administrative Services-certified small businesses and 6.25 percent for minority-, women-, and/or disabled-owned businesses. Bidders must submit a 5 percent bid bond, along with qualification statements, roofing experience documentation, work hours and staffing proposals, and a CHRO Good Faith Efforts Short Form Plan demonstrating compliance with Connecticut General Statutes 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f. The selected contractor must provide performance and labor-and-material bonds, with insurance requirements including $1,000,000 commercial general liability per occurrence, $2,000,000 aggregate, $1,000,000 umbrella liability, and builder's risk coverage naming YWCA Hartford Region and the State of Connecticut as additional insureds. The contractor must provide a minimum 20-year manufacturer's warranty on panels and installation warranty as specified. Prevailing wage rates apply, with five percent retainage on all payments. The contract is governed by AIA Document A107-2007, and bids remain valid for 90 days following opening. The project is exempt from federal excise taxes and Connecticut sales and use taxes.
