About this file
This is a Vendor Change Details Report related to a solar panel installation project for YWCA Hartford Region, located at 135 Broad Street in Hartford, Connecticut. The project encompasses the design and installation of a solar photovoltaic system on the existing flat roof of the organization's two-story office building, comprising 23.10 KWDC (20.00 KWAC) using SwElect Solar 550W modules and two SolarEdge SE10K US 208V inverters. The scope of work includes furnishing all labor, materials, and equipment; obtaining City of Hartford permits; removing roof debris; installing solar panel supports with flashing and sealant; performing roof patching; establishing electrical connections to the basement-located power distribution; and coordinating grounding and mount support with manufacturer specifications. A mandatory site walkthrough is scheduled for July 1, 2026 at 11:30 a.m., with sealed bids due July 8, 2026 at 12:00 p.m. The selected contractor must provide a minimum 20-year manufacturer's warranty on panels and an installation warranty as specified in contract documents. Work must be performed Monday through Friday during business hours while both facilities remain operational.
The project is 100 percent state-funded through the Connecticut Department of Economic and Community Development and carries mandatory set-asides requiring a minimum 25 percent of contract value for DAS-certified small businesses and 6.25 percent for minority-, women-, and/or disabled-owned businesses. Award will be made to the lowest responsive and qualified bidder based on comprehensiveness, quality, contractor experience, and cost, though YWCA Hartford Region reserves the right to select the non-lowest bidder if deemed in its best interest. Bidders must submit a 5 percent bid bond, acknowledgement and addenda forms, schedule of prices, work hours and staffing proposal, company information, qualification statement, and proof of roofing experience in New England. The selected contractor must provide performance and labor-and-material bonds, a CHRO Good Faith Efforts Short Form Plan, and comprehensive insurance coverage including $1,000,000 commercial general liability per occurrence and $2,000,000 aggregate. Prevailing wage rates apply, five percent retainage applies to all payments, and bids remain valid for 90 days after opening. The project is exempt from federal excise taxes and Connecticut sales and use taxes.
