About this file
This file is a Water Quality Monitoring Evaluation Report prepared by BL Companies for the Connecticut Department of Transportation regarding the Farmington Canal Heritage Trail – Phase 2 project in Plainville, Connecticut (State Project No. 109-0173). The report documents groundwater sampling conducted on March 14, 2025, from an existing monitoring well (MW-100) located at Station 217+65 within the project limits. BL Companies collected the sample using low-flow sampling techniques and submitted it to Phoenix Environmental Laboratories for comprehensive analysis, including testing for extractable total petroleum hydrocarbons (ETPH), volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), polychlorinated biphenyls (PCBs), pesticides, and RCRA metals such as copper and zinc. The report includes a Site Location Map (Figure 1) and Monitoring Well Location Plan (ENV-01) depicting the project corridor and monitoring well location relative to project features and existing utilities.
The analytical results, summarized in Table 1, indicate that ETPH, VOCs, SVOCs, pesticides, and PCBs were all below laboratory reporting limits, with total and dissolved barium and dissolved zinc detected at concentrations below Connecticut Department of Energy and Environmental Protection (CTDEEP) General Permit Discharge Maximum Concentration Limits (MCLs). A trip blank sample accompanied the groundwater sample throughout transport and analysis; VOCs were not detected in the trip blank, confirming no cross-contamination occurred during sample handling and transport. The report concludes that if groundwater is encountered during construction activities, any associated dewatering shall be performed in accordance with CTDEEP's General Permit for the Discharge of Stormwater and Dewatering Wastewaters Associated with Construction Activities. The laboratory analytical report is dated March 21, 2025, and the evaluation report was submitted to the Connecticut Department of Transportation Division of Environmental Compliance on April 17, 2025.

Re: Task 240 – Water Quality Monitoring Evaluation Report Farmington Canal Heritage Trail – Phase 2 Plainville, Connecticut State Project No. 109-0173, Assignment No. 323-8325 BL Companies Project No. 2301674.0211
Dear Mr. Coite:
BL Companies has prepared this letter report to summarize the sampling of the existing monitoring well located within the Project limits at Station 217+65. The project’s location and pertinent features, including the monitoring well location, are depicted on the enclosed Site Location Map (Figure 1) and Monitoring Well Location Plan (ENV-01).
On March 14, 2025, BL Companies collected a groundwater sample, identified as MW-100, from the existing monitoring well using low-flow sampling techniques. The groundwater sample was submitted to Phoenix Environmental Laboratories (Phoenix) for laboratory analysis including extractable total petroleum hydrocarbons (ETPH) by CT ETPH method, volatile organic compounds (VOCs) by EPA Method 624.1, semi-volatile organic compounds (SVOCs) by EPA Method 625.1, polychlorinated biphenyls (PCBs) by EPA Method 608.3, pesticides by EPA Method 8081, and total and dissolved Resource Conservation and Recovery Act (RCRA) 8 metals including copper and zinc by EPA method 200.7/245.1.
Groundwater analytical results are summarized in Table 1 along with the applicable Connecticut Department of Energy and Environmental Protection (CTDEEP) General Permit Discharge Maximum Concentration Limits (MCLs). ETPH, VOCs, SVOCs, pesticides, and PCBs were all below the laboratory reporting limits. Total/dissolved barium and dissolved zinc were detected at concentrations below the MCLs.
A laboratory-prepared trip blank sample accompanied the sample containers from the laboratory, to the Site, and back to the laboratory. The purpose of the trip blank sample is to evaluate the potential for cross-contamination during transport. The trip blank sample was analyzed for VOCs only. VOCs were not detected in the trip blank, indicating that there was likely no cross-contamination of the sample during transport.
An Employee-Owned Company
CTDOT Project No. 0109-0176 April 17, 2025
Based on the groundwater analytical results for MW-100, if groundwater is encountered during construction, any dewatering associated with the construction shall be performed in accordance with the CTDEEP’s “General Permit for the Discharge of Stormwater and Dewatering Wastewaters Associated with Construction Activities.”
If you have any questions or require additional clarification, please contact me at your earliest convenience.
Sincerely, BL Companies
Joy Kloss, LEP, CHMM Senior Project Manager

Comments:
Per 1.4.6 of EPA method 8270D, 1,2-Diphenylhydrazine is unstable and readily converts to Azobenzene. Azobenzene is used for the calibration of 1,2-Diphenylhydrazine.
Dissolved analysis requires filtration. Samples submitted from a preserved container are assumed to be field filtered.

Phoenix Laboratories does not assume responsibility for the data contained in this exceedance report. It is provided as an additional tool to identify requested criteria exceedences. All efforts are made to ensure the accuracy of the data (obtained from appropriate agencies). A lack of exceedence information does not necessarily suggest conformance to the criteria. It is ultimately the site professional's responsibility to determine appropriate compliance.
