Summary
This is a Request for Proposals (RFP) issued by the City of Santa Monica Department of Transportation (SaMoDOT) for transit ridership software to support National Transit Database (NTD) reporting for the Big Blue Bus (BBB) transit system. The City seeks a comprehensive software solution to collect, process, and report ridership data from Automatic Passenger Counters (APCs) on its fleet of 195 buses (currently 71 equipped with APCs) in compliance with Federal Transit Administration requirements. The RFP was released on January 20, 2026, with a deadline for questions on January 27, 2026, and a proposal response deadline of March 2, 2026 at 3:00 PM. The contract will be awarded for an initial three-year term with two optional one-year renewal periods at the City's sole discretion. Key deliverables include software installation and configuration, data migration, system integration with existing Trapeze FX/Blockbuster scheduling and Clever Devices CAD/AVL systems, comprehensive staff training for a minimum of six employees, and ongoing technical support and maintenance.
The evaluation will be conducted in two phases, with Phase One identifying the top three proposals for shortlisting based on vendor qualifications (15%), technical solution (20%), demonstrated NTD reporting success (20%), cost (20%), deployment model (10%), implementation approach (5%), and support and maintenance (10%). Vendors must demonstrate successful FTA approval for APC data at other transit agencies and provide at least three current client references with similar experience. The City prefers Software as a Service (SaaS) deployment models or vendor-hosted solutions; on-premise solutions are not preferred. Proposals must include detailed pricing for software licensing, implementation services, data migration, integration, training, documentation, annual maintenance and support, and optional features. All proposers must comply with Santa Monica's Living Wage Ordinance for contracts exceeding $54,200, prevailing wage requirements under California Labor Code, Oaks Initiative disclosure requirements, and submit various certifications including business licenses, non-discrimination affidavits, and security assessments.

Transit Ridership Software for National Transit Database (NTD) Reporting
1 Introduction
1.1 Summary
The City of Santa Monica (the “City”) seeks proposals from qualified vendors for a comprehensive software system that will enable the City to efficiently and accurately collect, process, and report ridership data from Automatic Passenger Counters (APCs) on its Big Blue Bus (BBB) fleet to the National Transit Database (NTD), in compliance with the Federal Transit Administration (FTA) requirements.
1.2 Background
The City of Santa Monica's Department of Transportation (DOT) operates Big Blue Bus (BBB), a transit agency with 17 routes serving the City of Santa Monica and much of West Los Angeles. BBB currently operates a fleet of 195 buses, with 71 buses equipped with Automatic Passenger Counters (APCs). The expectation is that the entire fleet will eventually be equipped with APCs. BBB's fleet is expected to be between 188-195 vehicles during the duration of this contract. In FY2024-25, Big Blue Bus provided over 10 million rides in a 58-square-mile service area.
BBB's Planning and Performance Division is managing this procurement and is responsible for NTD reporting. The Planning and Performance Division is also responsible for planning and scheduling short- and long-term operations, as well as compliance with federal, state, and local laws regarding operations, federal reporting, and tracking key performance indicators.
1.3 Contact Information
Any inquiries or requests regarding this procurement should be submitted via OpenGov. Other City officers, agents, employees or representatives do not have authority to respond on behalf of the City. Contact with unauthorized City personnel during the selection process may result in disqualification.

5.2.3 Oaks Initiative*
CITY OF SANTA MONICA OAKS INITIATIVE NOTICE
NOTICE TO APPLICANTS, BIDDERS, PROPOSERS AND OTHERS SEEKING
DISCRETIONARY PERMITS, CONTRACTS, OR OTHER BENEFITS FROM THE CITY
OF SANTA MONICA
Santa Monica’s voters adopted a City Charter amendment commonly known as the Oaks Initiative. The Oaks Initiative requires the City to provide this notice and information about the Initiative’s requirements. You may obtain a full copy of the Initiative’s text from the City Clerk.
This information is required by City Charter Article XXII—Taxpayer Protection. It prohibits a public official from receiving, and a person or entity from conferring, specified personal benefits or campaign advantages from a person or entity after the official
Transit Ridership Software for National Transit Database (NTD) Reporting votes, or otherwise takes official action, to award a “public benefit” to that person or entity. The prohibition applies within and outside of the geographical boundaries of Santa Monica.
All persons or entities applying or receiving public benefits from the City of Santa Monica shall provide the names of trustees, directors, partners, and officers, and names of persons with more than a 10% equity, participation or revenue interest. An exception exists for persons serving in those capacities as volunteers, without compensation, for organizations exempt from income taxes under Section 501(c)(3), (4), or (6), of the Internal Revenue Code. However, this exception does not apply if the organization is a political committee or controls political committees. Examples of a “public benefit” include public contracts to provide goods or services worth more than $25,000 or a land use approval worth more than $25,000 over a 12-month period.
In order to facilitate compliance with the requirements of the Oaks Initiative, the City compiles and maintains certain information. That information includes the name of any person or persons who is seeking a “public benefit.” If the “public benefit” is sought by an entity, rather than an individual person, the information includes the name of every person who is: (a) trustee, (b) director, (c) partner, (d) officer, or has (e) more than a ten percent interest in the entity. Therefore, if you are seeking a “public benefit” covered by the Oaks Initiative, you must supply that information on the Oaks Initiative Disclosure Form. This information must be updated and supplied every 12 months.
