About this file
This is a Technology and Architecture Questionnaire document prepared by the Information Services Department of the City of Santa Monica, California, designed to evaluate comprehensive software solutions for transit ridership data collection and National Transit Database (NTD) reporting. The questionnaire serves as an evaluation framework for vendors responding to the City's request for proposals for a software system that will collect, process, and report ridership data from Automatic Passenger Counters (APCs) on the Big Blue Bus fleet in compliance with Federal Transit Administration (FTA) requirements. The document establishes evaluation criteria across eight major technical and operational categories, providing vendors with detailed specifications of information required for proposal submission. The questionnaire does not specify response dates, due dates, site visits, bidders' meetings, award dates, or contract terms; rather, it functions as a standardized evaluation tool to assess vendor capabilities and solution architecture.
The questionnaire requires vendors to provide detailed responses across architecture review, technology review, user experience design, integrations, configuration and customization capabilities, user and access management, maintenance and support services, and reporting and business analytics functionalities. Specific technical requirements include system component and interaction diagrams, programming language specifications, cloud infrastructure details, ADA compliance documentation (WCAG 2.1), API capabilities, integration procedures with the City's existing enterprise technology ecosystem, user access management integration with Microsoft Entra ID, and a three-year product roadmap. The questionnaire emphasizes vendor support for customizations, upgrade paths, disaster recovery planning, and business continuity measures. No pricing information, set-asides, incumbent vendor details, current environment specifications, or funding sources and amounts are addressed in this questionnaire document, as it is purely a technical evaluation instrument.
