Architecture Questionnaire for Transit Ridership Software Procurement

This is an Architecture Questionnaire document prepared by the Information Services Department of the City of Santa Monica, California for evaluating vendors responding to the Transit Ridership Software for National Transit Database (NTD) Reporting procurement. The questionnaire serves as an evaluation tool to assess proposed software solutions across eight key technical and operational dimensions. Vendors are required to provide detailed responses covering architecture components and their relationships, technology stack specifications, user experience design, system integrations with existing City infrastructure, configuration and customization capabilities, user and access management protocols, maintenance and support structures, and reporting and business analytics functionality. The RFP response deadline is March 2, 2026 at 3:00 PM, with questions due by January 27, 2026. The City seeks a three-year initial contract term with two optional one-year renewals.

The questionnaire specifically requires vendors to address integration capabilities with the City's enterprise ecosystem, including Tyler ERP (Munis), ServiceNow, SharePoint, Laserfiche, and Tableau, while documenting cloud deployment architecture, data migration strategies, API capabilities, and compliance with ADA Guidelines WCAG 2.1 standards. Vendors must demonstrate their proposed solutions' compatibility with existing Trapeze FX/Blockbuster scheduling and Clever Devices CAD/AVL systems, detail their approach to user access management through identity providers such as Microsoft Entra ID, and provide comprehensive information on enhancement request processes, system issue escalation procedures, SLAs, training programs, and disaster recovery planning. The City prefers Software as a Service (SaaS) or vendor-hosted deployment models and does not prefer on-premise solutions. Qualified vendors must provide at least three current client references with similar FTA NTD reporting experience and demonstrate prior successful FTA approval for APC data at other transit agencies.
