About this file

This is an enterprise technology reference document for the City of Santa Monica, California, outlining the existing IT infrastructure and integration requirements for the Transit Ridership Software for National Transit Database (NTD) Reporting procurement. The City of Santa Monica Department of Transportation seeks a comprehensive software solution to collect, process, and report ridership data from Automatic Passenger Counters (APCs) on its Big Blue Bus fleet of 195 buses (71 equipped with APCs) to comply with Federal Transit Administration requirements. The solution must integrate with existing systems including Tyler ERP (Munis) for financial and HR data, ServiceNow for service desk and project management, SharePoint for internal workflows and document sharing, Laserfiche for document repository management, and Tableau for dashboarding. The RFP was released January 20, 2026, with a question submission deadline of January 27, 2026, and proposal responses due March 2, 2026, at 3:00 PM. The City prefers Software as a Service (SaaS) or vendor-hosted deployment models and will award an initial three-year contract term with two optional one-year renewal periods at the City's sole discretion.

Vendors must document integration capabilities with all enterprise technologies, including the City's in-progress Tyler APIs procurement and Laserfiche cloud migration, and must publish public transparency data to the City's Open Data Portal using CKAN on AWS. The City's website uses Orchard CMS on .NET, with ServiceNow Integration Hub used for ServiceNow integrations and AWS serverless technologies (Glue and Athena) for other integrations. Vendors must maintain Commercial General Liability insurance of $1,000,000 per occurrence, Workers' Compensation per California statutory requirements, and Technology Professional Errors and Omissions/Cyber Liability of at least $1,000,000 per occurrence or $2,000,000 annual aggregate, with the City named as additional insured. All proposers must comply with Santa Monica's Living Wage Ordinance for contracts exceeding $54,200 and California prevailing wage requirements. Evaluation will occur in two phases, with Phase One shortlisting the top three proposals based on vendor qualifications (15%), technical solution (20%), demonstrated NTD reporting success (20%), cost (20%), deployment model (10%), implementation approach (5%), and support and maintenance (10%).

Enterprise Core Technologies

1685 Main Street, Suite 209, Santa Monica, CA 90401 • procurement@santamonica.gov www.santamonica.gov • @cityofsantamonica • @santamonicacity

The following are the enterprise technologies that the city uses. Please document how your solution will interact with/utilize these technologies.

Tyler ERP (Finance and HR) – Tyler Munis is the official data source for HR and financial data. Currently, the City does not have the Tyler APIs module but is in the process of procuring that shortly

ServiceNow Platform – The City uses ServiceNow as a Service Desk platform (ITSM) and also utilizes it for 311 (https://311.santamonica.gov ) and PPM (Project Management). The city also utilizes ServiceNow as a low-code development platform to create internal workflow applications.

SharePoint – The City uses O365 products and utilizes SharePoint for internal simple workflows and document sharing. The city also uses SharePoint as the intranet portal to share information with internal stakeholders.

Laserfiche –Laserfiche is a document repository for “final” documents. The official documents are managed using Laserfiche. Currently, the city is in the process of migrating to the Laserfiche cloud from an on-prem environment.

OKTA (Waiting from Veronica)

The City’s Website (.Net Orchard) – The public-facing website (www.santamonica.gov) is using Orchard (an open-source CMS platform) based on .Net. Any headless implementation will utilize this platform.

The platform uses the ASP .NET core MVC platform.

CKAN (Open Data Platform (CKAN on AWS) – The open data platform (data.santamoncia.gov) is deployed on AWS using CKAN (Open-Source Product). Any public transparency data needs to be published to the Open Data Portal.

Integration – The City currently uses ServiceNow Integration Hub for the integrations involving ServiceNow (to and from). For all other integrations, the city uses AWS serverless technologies including AWS glue and Athena.

Dashboarding (Tableau) – The city utilizes Tableau for dashboards. The public dashboards could be published on Tableau public to be consumed via the City Website and/or Open Data Portal. The internal dashboards will be available to the internal city staff with Tableau licenses.
