SEQ CHAPTER \h \r 1TECHNICAL EVALUATION CRFITERIA EVALUATION CRITERION 1: Experience (30 Points Maximum)

Element #1: Demonstrated ability to perform surveillance in various types of conditions and of varied types of security operations as required. (15 points available.)
Element #2: Ability to perform a general assessment and review of the overall security Guard services. (5 points available.)
Element #3: Evidence of accurate data collection and entry of surveillance and posts evaluated. (Data integrity.) (5 points available.)
Element #4: Capability to make recommendations regarding weaknesses and vulnerabilities in Guard Force management and the overall NIH security environment.

EVALUATION CRITERION 2: Personnel (25 Points Maximum)
Score: ______________ Element #1: The vendors personnel plan will be evaluated for the ability to provide personnel with the qualifications and experience to successfully meet the requirements and perform the tasks necessary to achieve performance/deliverable levels as identified in the SOO/SOW. (10 points available.)
Element #2: The vendor shall identify the proposed Project/Program Manager and an Alternate for the implementation of the award and key contact personnel for the technical aspects of the award. Resumes of these personnel should indicate educational background, years of experience in managing this type of award, training received, certifications held if any, longevity with the vendor, and current position held. Personnel recommended for this award will be evaluated based on their qualifications and expertise as they relate to the tasks of the project and to ensure adequate oversight and competent staff are assigned for successful award performance. (10 points available.)
Element #3: Key personnel will be evaluated based on information obtained from resumes, background checks and any other information available to the government. A written letter of commitment to this award will also be evaluated. Absence of such a letter will be considered negatively for the purpose of point totals. (5 points available.)
EVALUATION CRITERION 3: Management Approach to the Solution (20 Points Maximum) Element #1: Quality of the vendors proposed solution. Does the vendor understand what is required? (10 points available) Element #2: Proposed number of personnel assigned. (5 points available.)
Element #3: Incorporation of recommendations/instructions into technical solution. (5 points available.)
EVALUATION CRITERION 4: Quality Control Plan (25 Points Maximum) Score: ________________ Element #1: Adequacy of a quality control plan to correct and prevent identified risks/conditions and prevent potential risks/conditions. The Contractor shall provide and maintain an inspection system acceptable to the Government covering the services under this award. (15 points available.)
The plan should also identify areas for improvement and make recommended changes for overall Guard Services performance.
Element #2: Ability to document, revise and implement written processes for evaluation of current and new posts that require surveillance. (10 points available.)
