About this file

This is Amendment #3 to a Request for Proposals (RFP) issued by the Maryland Department of Disabilities (MDOD) Telecommunications Access of Maryland (TAM) for Telecommunications Relay Services (TRS) and Real Time Text (RTT) services. RFP Number DEXR6600001, dated March 3, 2026, seeks to procure cost-effective, unrestricted relay services available 24 hours a day, 365 days per year for hearing and speech-disabled citizens of Maryland. The amendment clarifies and modifies specific requirements contained in the original RFP through ten substantive changes affecting proposal submission procedures, operator qualifications, system requirements, and reporting obligations. Key modifications include clarification that proposals submitted via eMMA need not be password protected, revised hearing acuity standards for Speech-to-Speech (STS) Operators (changed from 92% to 88% accuracy and from 20dB to 35dB hearing acuity thresholds), enhanced restrictions on recorded announcements for system failures requiring State approval, and expanded reporting requirements including a Year-to-Date GABTR report with detailed call method breakdowns and a Quarterly Carriers Contacted Report to be submitted to the Maryland Public Service Commission and FCC as appropriate.

The amendment additionally mandates that contractors train operators on appropriate use of ASL translators/interpreters, establish notification procedures requiring State Project Manager notification within 15 minutes of service disruptions with written follow-up within 48 hours, clarify that directed personnel replacement requirements apply only to designated Key Contractor Personnel, and add security and data protection requirements referencing Supplemental Information Technology Section 1.9. The amendment confirms that liquidated damages for failure to deliver services within specified timeframes shall not be capped or limited to amounts less than total potential assessment and reiterates that MDOD seeks offerors capable of providing services in as many languages as possible. All amendments are binding on offerors responding to the RFP.
