1. Compliance Checklist- IDIQ
| Pricing Table 1 | Price Volume Compliance Checklist | |
| RFP | ||
| Reference | Requirement | Comply |
| (Yes/No) | Proposal Reference | |
| L.17.2.3(b)(1) | The price proposal shall consist of the following, which are described further in this subsection: |
a. Narrative (in Word or PDF)
b. Pricing Tables 1-6 (Excel file)
| L.17.2.3(b)(2) | Pricing Tables 1-6 are provided by the Government (Section J, Attachment 10) and shall be completed by the offerors. Detail Pricing Tables shall be provided and completed by the offerors. |
| L.17.2.3(b)(3) | Offerors shall not add, delete, or otherwise alter the existing format or content in Pricing Tables 1-6. Offerors shall complete the required areas only. |
| L.17.2.3(b)(4) | Offerors shall use for pricing purposes the following period of performance: |
Base Period: May 1, 2016 through April 30, 2017 Option Period 1: May 1, 2017 through April 30, 2018 Option Period 2: May 1, 2018 through April 30, 2019 Option Period 3: May 1, 2019 through April 30, 2020 Option Period 4: May 1, 2020 through April 30, 2021 Six-Month Option to Extend: May 1, 2021 through October 31, 2021
| L.17.2.3(b)(5) | In Pricing Table 1, offerors shall complete the “Comply (Yes/No)” and “Proposal Reference” columns. |
| L.17.2.3(b)(6) | In Pricing Table 4, offers shall propose a monthly FFP amount for performance of all requirements identified in Attachment 3 under Section J. |
| L.17.2.3(b)(7) | In Pricing Table 4, the proposed prices shall not exceed two decimal places. |
| L.17.2.3(b)(8) | In Pricing Table 4, each proposed monthly FFP shall consist of all costs (direct, indirect, labor, non-labor, minimum costs required by local laws) and profit. |
| L.17.2.3(b)(9) | In Pricing Table 5, offerors shall propose one fixed fully-loaded hourly labor rate per labor category/CLIN per period, regardless of which entity (offeror, subcontractor offeror, or other) is anticipated to perform the labor category. |
| L.17.2.3(b)(10) | The labor categories included in Pricing Table 5 represent the known Government requirements. As such, a failure to propose rates for all labor categories and for all contract periods will be considered a material non-conformity by the Government. |
Note: In the context of this RFP, a proposed fixed fully-loaded hourly labor rate is one that is not $0.00 or other nominal amount. It is one at which the contractor is expected to cover its costs and receive a reasonable profit. If an offeror normally allocates indirectly the costs associated with a labor category identified in Pricing Table 5, we remind such offeror that such allocation does not relieve the offeror from complying with each solicitation term, including this instruction, and any resulting contract term.
| L.17.2.3(b)(11) | In Pricing Table 5, the respective proposed fixed fully-loaded hourly labor rates shall be based on a normal workweek of 40 hours (8 hours per day x 5 days per week) for performance inside the continental United States (CONUS) or in Bogota, Colombia. The 48 hours (8 hours per day x 6 days per week) normal workweek applies to performance in Colombia (excluding Bogota). |
| L.17.2.3(b)(12) | In Pricing Table 5, each proposed fixed fully-loaded hourly labor rate shall consist of a proposed unloaded hourly rate, any labor-related direct costs (e.g., any direct fringe benefits, any direct bonuses), applicable indirect costs, and profit. It also shall include at least the minimum labor rate and minimum costs required by applicable labor laws. It shall not include any other costs, including DBA Insurance and additional compensation costs like post hardship differential pay and danger pay. See Section B.4(f). |
| L.17.2.3(b)(13) | In Pricing Table 5, the proposed fixed fully-loaded hourly labor rates shall be based on performance by Local National employees only. The Government anticipates that, like the existing contract, this successor contract will be performed by Local National employees only. |
| L.17.2.3(b)(14) | In Pricing Table 5, the proposed fixed fully-loaded hourly labor rates shall not exceed two decimal places. |
| L.17.2.3(b)(15) | In Pricing Table 6, the Government provided formulas to transfer automatically the proposed FFP for PMO and the fixed fully-loaded hourly labor rates from Pricing Tables 4 and 5, respectively, to the respective cells in the “FFUP” and “Fixed Rate” columns. However, offerors shall verify the transfer. |
| L.17.2.3(b)(16) | In Pricing Table 6, the Government provided formulas to calculate automatically each proposed Subtotal under the two labor sections. Each formula is “FTE Per Year” multiplied by “Fixed Rate” multiplied by “Hours.” However, offerors shall verify the arithmetic accuracy. |
| L.17.2.3(b)(17) | In Pricing Table 6, the Government provided formulas to calculate automatically the proposed Subtotal, Total, and Overall Proposed Price. However, offerors shall verify the arithmetic accuracy. |
| L.17.2.3(b)(18) | In Pricing Table 6, the proposed Subtotal, Total, and Overall Proposed Price shall be in whole numbers (i.e., no decimals). |
| L.17.2.3(b)(19) | In Pricing Tables 1-6, offerors shall complete all applicable data cells. |
| L.17.2.3(b)(20) | In Pricing Tables 1-6, offerors shall not hide or lock any rows, columns, or cells that contain proposed data. |
| L.17.2.3(b)(21) | In Pricing Tables 1-6, offerors shall propose all rates and prices in United States currency. |
| L.17.2.3(b)(22) | In the Narrative, offerors shall identify, for each labor category, the basis of estimate of the proposed unloaded hourly labor rate comprising the proposed fixed fully-loaded hourly labor rate. Examples are actual salary, market survey(s), and letter of intent to hire. |
| L.17.2.3(b)(23) | In the Narrative, offerors shall identify each internal labor category corresponding to RFP-specified labor category (if applicable). There might be instances in which the internal labor categories used by an offeror do not match with those required in Pricing Table 5. If this is the case, the Offeror shall include a reference matrix correlating each contract labor category to the internal labor category used by the offeror. The offeror shall not alter the labor categories included in the Pricing Tables. |
| L.17.2.3(b)(24) | In the Narrative, pursuant to FAR 52.246-6(f) (Inspection – Time-and-Material and Labor-Hour), offerors shall identify the percentage of the proposed fixed fully-loaded hourly labor rates attributable to profit. |
