About this file
This document is a Request for Response (RFR) issued by the Commonwealth of Massachusetts, specifically the Operational Services Division (OSD) and the Department of Energy Resources (DOER), in collaboration with the Metropolitan Area Planning Council (MAPC). The procurement is for a statewide contract (VEH102) soliciting bids from vendors to provide advanced vehicle technology equipment, supplies, and services. The contract is open to multiple eligible entities including cities, towns, counties, state and local government agencies, public libraries, school districts, public hospitals, higher education institutions, and other specified organizations.
The contract covers three primary service categories: Electric Vehicle Supply Equipment (EVSE), Idle Reduction Technologies, and After-Market Conversion Technologies for various vehicle types. The initial contract term is three years with options to renew for up to two years each, for a maximum contract duration of nine years. The estimated contract value is $5 million, with multiple vendors to be awarded in each category. Vendors will be required to provide percentage discounts off manufacturer's suggested retail price (MSRP), with tiered pricing based on purchase volume. The contract includes a 1% administration fee split between OSD and MAPC, and requires vendors to maintain a COMMBUYS-compatible online catalog. Vendors must also submit quarterly sales reports and participate in a Supplier Diversity Program, with a minimum 10% commitment to minority, women, veteran, and other diverse business enterprises.
