About this file
The document is a solicitation for IT Staff Augmentation Services issued by the Office of Management and Enterprise Services (OMES) for Oklahoma state agencies and interlocal entities through Statewide Contract 1025 (SW1025). The procurement seeks hourly temporary Information Technology staff augmentation services on an as-needed basis, with OMES anticipating awarding up to five contracts per category for administrative efficiency. The initial contract term is one year, with four optional one-year renewals, and suppliers can respond to one or all of sixteen staffing categories including Administrative Services, Project Management, Application Development and Support, Enterprise Architecture, Information Technology Security, and emerging areas like Cloud Engineering and Artificial Intelligence/Machine Learning.
The solicitation allows state agencies to create specific Statements of Work (CP Form 50) with business requirements and technical specifications when service needs are identified, and suppliers will be directly invited to negotiate project terms. Each labor discipline is divided into three technology types: Legacy, Core, and Emerging. Suppliers are required to establish a generic email address for receiving Statement of Work invitations and must acknowledge that value-added services outside the solicitation's scope will be excluded from consideration. Deliverables-Based IT Services (DBITS) are explicitly not within the contract's scope, and no additional disciplines or skill sets will be added during the contract's duration.

IT Staff Augmentation Services
This Solicitation is a Contract Document and is a request for proposal in connection with the Contract awarded by the Office of Management and Enterprise Services (“OMES”) as more particularly described below. Any defined term used herein but not defined herein shall have the meaning ascribed in the General Terms or other Contract Document.
The Contract is awarded as a statewide contract on behalf of OMES. IT Staff Augmentation Services will be available to all Oklahoma state agencies and interlocal entities.
Scope The Office of Management and Enterprise Services (OMES), Central Purchasing (CP) and Information Services Division (ISD) procurement divisions are seeking responses from potential Suppliers to provide hourly temporary Information Technology Staff Augmentation Services for State Agencies and Affiliates to purchase services on an as-needed basis.
OMES provides information technology and telecommunication services to Oklahoma state agencies that have intermittent project requirements requiring temporary professional resources. Bid proposals are sought from world-class service providers to help execute the State’s long-term strategy and mission.
Overview As a result of this Solicitation, OMES ISD expects to receive and evaluate responses and select one or more qualified Suppliers with which to establish contracts for Statewide Contract 1025 (“SW1025”) IT Staff Augmentation Services.
1) When a need for services is identified, a Statement of Work (CP Form 50) with business requirements and technical specifications will be created and sent to a service provider awarded a contract under this Solicitation.
2) Award of the Contract to a bidder is not a guarantee of being selected to provide services and the State will directly negotiate the terms of a Statement of Work with a Supplier when a project is needed.
3) Supplier acknowledges that all offers for value added services not in the scope of this Solicitation will be excluded from consideration and award.
4) Suppliers will be required to set up a generic email address to receive the agency/affiliate Statement of Work for specific requirements.
5) If awarded a contract, the Supplier is responsible for keeping the State informed of personnel contact changes. The State is not responsible if the Supplier does not receive an invitation to bid on a Statement of Work.
6) No additional disciplines or skill sets will be added for the duration of the contract.
7) OMES - IS reasonably anticipates that it will award no more than five (5) contracts per category for administrative efficiency but may award additional contracts, at their sole discretion, if in the best interest of the State.
