About this file
This document is an Amendment of Solicitation (Amendment No. 1) issued by the Oklahoma Office of Management and Enterprise Services (OMES) for Solicitation No. EV00000685, related to the SW1025 IT Staff Augmentation Services contract. The amendment provides a comprehensive question and answer (Q&A) document addressing various aspects of the solicitation, with responses covering topics such as submission requirements, pricing, security assessments, references, and contract expectations. The solicitation is for IT staff augmentation services, with bids due by 04/30/2025, and the Q&A period closed on 04/17/2025. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement, meaning the exact number of positions and total contract value are not predetermined and will depend on agency needs.
Key details from the amendment include clarification that no extensions will be granted, the contract will be open again in October, and there are currently 125 suppliers on the contract. The FY24 spending was approximately $50M, primarily for Application Developers and Project Managers. Vendors are required to submit a fully completed security assessment, provide single hourly rates (not ranges), and submit references from both government and private sector clients. Resources can be W2 or 1099 employees, and candidates do not need to be US citizens but must have valid visa status. The work can be onsite or remote, depending on specific agency requirements. Suppliers are expected to provide candidates across three experience levels: Level I (1-3 years), Level II (4-7 years), and Level III (8+ years), with pricing to be submitted as a separate Excel attachment.

Answer:
If you are already an active vendor on this SW1025, then you do not need to submit another bid.
If you are not an active vendor for SW1025, then you need to submit a bid.
Please read the bidder instructions and follow the steps to submit the bid.
Question 69.
First, I wanted to confirm our understanding that we are bidding to become an IT services vendor for OMES and not for a specific IT project for OMES. Specific projects would be solicited later by OMES following an acceptance of this bid. So, for example, we would submit this bid to become an hourly temporary data services provider. And, if accepted, there would then be a different process to work on specific projects. Is that correct?
For the SOW response section then, should we simply provide what services we can bring to the table for OMES (i.e. data analytics)? Is there any other guidance or advice you can provide on that section?
Answer:
For SW1025 you would become an IT Staffing Supplier and SOW requirements would be sent to you when an agency need arises for you to submit candidate resumes to fill the position.
Second, we have previously worked with Oklahoma DHS to support child welfare leadership in using data analytics to drive strategies and initiatives to improve placement stability. This experience feels relevant to our bid, and we have references from that work. However, we weren’t sure if we would be allowed to include that experience or those references here (potentially due to fair bidding practice). We were able to do that work thanks to philanthropy, so we didn’t go through the bid process at that time. Let us know if our references and experience should reflect only non-Oklahoma partners or if we’re being overly cautious on this one!
There is no prohibition against using in-state references.
Lastly, we are going to do everything possible to submit this bid by 4/30, but we have to move through the
University of Chicago’s legal and IT security process. I’m worried that this will put us beyond the deadline, but I also don’t want to submit any documents without approval from the University. Are we able to ask for an extension if the need arises?
This opportunity will be open again in October if you are not able to meet the current deadline. It will not be extended.
