About this file

This Special Provision Specification Section SP-02513 document, issued by the Washington Suburban Sanitary Commission (WSSC) in Maryland, establishes comprehensive requirements for furnishing, constructing, and testing steel pipe for buried water service. The specification applies to the Large Valve Vault Replacement project, which involves replacement of approximately 87 feet of 30-inch water main and 48 feet of 72-inch steel water main with 7/8-inch wall thickness, along with one 30-inch valve and vault in Silver Spring, Montgomery County, Maryland. Sealed responses are due by 2:00 p.m. on July 22 or July 29, 2026 (with the latter date potentially representing an amendment), via WSSC's eProcurement Portal. The specification requires steel pipe manufactured by Northwest Pipe Company, Thompson Pipe Group US, United States Pipe & Foundry Company LLC, or approved equals, with minimum 42 ksi yield strength domestic steel and 0.50-inch minimum wall thickness. All pipe must be designed for minimum 210 psi internal pressure and include interior cement-mortar protective lining per AWWA C205 and exterior corrosion-protective coating applied via one of three systems: polyurethane, tape wrap, or butyl rubber adhesive with polyethylene top coat.

The specification mandates rigorous quality assurance and compliance with multiple standards including ANSI/AWWA C200, AWWA C604, AWWA M11, AWS D1.1, and standards from ASTM, NACE International, and NSF International. All coating applicators must be NAPCA members with minimum five years' experience; field-applied coatings must be installed by factory-trained and factory-certified personnel. The contractor's installation company must demonstrate minimum five years of experience with at least five projects and 1,000 linear feet of welded steel pipe 48-inch and larger, with at least two projects completed within the past three years, supported by client references. All welders must have minimum three years' experience on large diameter steel water mains, and welding inspectors must maintain current qualifications with minimum two years' experience. Factory-applied coatings require testing before leaving the facility and field-applied coatings before lowering pipe into trenches, supervised by NACE-certified corrosion specialists. Extensive submittals are required including manufacturer certifications, coating system specifications, installer qualifications, testing procedures, pipe laying schedules with station and invert elevations, welder certifications, and design calculations signed and sealed by a Professional Engineer registered in Maryland. The pipe must undergo hydrostatic pressure testing at 75 percent of specified yield strength before interior lining application, with all materials subject to inspection at the place of manufacture.
