About this file
This is a Special Provisions document issued by the Washington Suburban Sanitary Commission (WSSC) Water in Maryland, providing technical guidance for water main replacement projects. The document addresses procedures for handling existing Lead Service Lines (LSL), Galvanized Requiring Replacement (GRR) service lines, and unknown material service lines encountered during water main replacement work in the public right of way. The related contract opportunity involves replacement of approximately 87 feet of 30-inch water main, 48 feet of 72-inch water main, and one 30-inch valve and vault in the Silver Spring area of Montgomery County, Maryland, with sealed responses due by 2:00 pm on Wednesday, July 22, 2026, via WSSC's eProcurement Portal.
The Special Provisions establish mandatory coordination requirements between the contractor and the WSSC Contract Manager prior to construction commencement, particularly when construction will impact homes with known LSL, GRR, or unknown service line materials. The contractor must immediately cease work and notify the WSSC Contract Manager if LSL or GRR materials are unexpectedly encountered during construction, pending verification of pipe material and coordination of service line replacement before water main construction can resume. These provisions ensure proper handling of lead service line issues in compliance with public health and safety requirements during infrastructure replacement activities.
