Attachments Summary

This is an attachments document for a water infrastructure construction project involving the Washington Suburban Sanitary Commission (WSSC), the Maryland Department of the Environment, and the Maryland-National Capital Park and Planning Commission (M-NCPPC) in Montgomery County, Maryland. The project entails replacement of approximately 87 feet of 30-inch water main, 48 feet of 72-inch water main, and one 30-inch valve and vault located at 1200 W. University Boulevard in Silver Spring. The Water and Sewerage Construction Permit No. 23-11-1149, issued December 2, 2024, and valid through December 2, 2027, authorizes WSSC to construct the valve and valve vault replacement project. The sealed responses for the Large Valve Vault Replacement project were due via WSSC's eProcurement Portal by 2:00 pm on Wednesday, July 22, 2026. The scope of work includes soil boring logs, pavement cores, test pits, valve card documentation, temporary bypass schedule, contractor DIP release schedule, and associated technical permits across nine drawing sets (CP-1 and SC-1).

The permit conditions impose comprehensive requirements on the contractor regarding site management, utility coordination, environmental protection, and restoration. Key requirements include pre-construction notification to the Maryland Department of the Environment project engineer, maintenance of a copy of the permit at the work site, submission of as-built drawings within 60 days of completion, and compliance with all sediment and erosion control plans approved by federal, state, and local agencies. The contractor must obtain all required permits including sedimentation and erosion control approvals, secure utility clearances through Miss Utility, locate Commission-owned on-site utilities at the contractor's expense, maintain casualty and liability insurance with M-NCPPC named as additional insured, secure a performance bond satisfactory to M-NCPPC, and comply with extensive M-NCPPC specifications including sections on excavation and grading, seeding and sodding, tree preservation, and plant installation. The project site is located within Montgomery County parkland, requiring coordination with M-NCPPC construction management, forest conservation inspection, arboricultural oversight, and strict adherence to specifications governing tree protection, disturbed area restoration, grading tolerances, and stormwater facility management.
