About this file
This document summarizes questions and answers from a pre-proposal conference call for Solicitation SPE602-19-R-0707 issued by the Defense Logistics Agency Energy for the annual bulk petroleum purchase for the Western Pacific and Middle East regions. The solicitation requires offers for bulk petroleum products including F76 diesel to be delivered to locations in Guam, Japan, Korea, and other areas. Offerors must submit offers through the Offer Entry Tool and allow sufficient time to obtain account access and register in SAM. A reverse auction will be held for technically acceptable offers. Payment terms are net 30 days and demurrage rates will be provided upon vessel nomination. Prior contracts have awarded a combination of offers to meet requirements at the lowest overall costs.

Question and Answer DLA Energy Bulk Products
Western Pacific Middle East SPE602-19-R-0707
The following are questions asked subsequent to issuance of the subject solicitation, and at the DLA Energy Western Pacific Middle East Preproposal Conference held on May 20, 2019:
Will the slides from the Preproposal Conference presentation be available online?
- Yes, they will be available on FedBizOpps.gov under the solicitation (SPE602-19-R-0707).
What is the latest point in time an offeror can add or delete a line item in the offer?
- Please refer to 52.212-2 EVALUATION – COMMERCIAL ITEMS (APR 2019), which states “Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.”
Does every Technically Acceptable offer go to the Reverse Auction Round?
- Yes. Please refer to FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (BULK) (TAILORED)(DLA ENERGY MAY 2019) and FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS
(APR 2019).
Can offers be tied? Can different products at the same location be tied together?
- Please refer to M10 BULK PETROLEUM PRODUCTS EVALUATION – ALL OR NONE (DLA ENERGY JAN 2019) in reference to tied offers.
Have the payment terms changed?
- Payment terms under the previous WESTPAC solicitation were Net 15. The current solicitation payment term is Net 30 in accordance with FAR 52.212-4 CONTRACT TERMS AND CONDITIONS – COMMERCIAL ITEMS (MAY 2019) (TAILORED), paragraph (i)(2) Prompt Payment.
Does each company have an account [for the Offer Entry Tool]?
- Each authorized negotiator for a company should have an account associated with a CAGE Code.
There can be multiple accounts per CAGE Code.
Is DLA interested in FOB Destination/Tanker offers?
- No. All tanker requirements are FOB Origin. Please refer to Note 9 on the SF1449 continuation pages.
Loading – Can cargo timings be set earlier?
- DLA Energy schedules 20 days in advance for tankers. We send non-binding intentions for the next 4 months. Please refer to F52.100 TANKER DEMURRAGE AND LOADING CONDITIONS (DLA
ENERGY MAY 2019).
Can we withdraw offers?
- Please refer to FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS (APR 2019), which states “…the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.”
Will there be a change to CAGE Codes beginning with “S”?
- There is no official change to CAGE Codes beginning with “S”.
Can an entity assign a contract to another entity, or its affiliate, once awarded?
- For guidance, please refer to FAR 42.1204 -- Applicability of Novation Agreements.
Where can we find the demurrage rates for (1) USNS, USS, TC and (2) Voyage Chartered Vessels?
- Demurrage rates are sent to the vendor when a vessel is nominated for vetting. This is done prior to the load of each cargo and will be provided sometime between the date the order is placed and the scheduled delivery date, depending on if it is a vessel we already have on charter or spot charter. Please refer to F15—BARGE AND/OR SHALLOW DRAFT TANKER DEMURRAGE AND LOADING CONDITIONS (DLA ENERGY JAN 2018) and F16.01.100—BARGE DEMURRAGE AND
UNLOADING CONDITIONS (BULK)(DLA ENERGY MAY 2019).
What is the conversion factor used for F76?
- The conversion factor to be used for F76 is 315.30 gallon per metric ton. Please refer to M55— CONVERSION FACTORS (DLA ENERGY MAR 2007) paragraph (b)(2), DIESEL FUELS NO.2.
Page 72 Delivery-Order Limitations states “Monthly Quantities defined in the Contract”, where can we find the monthly quantities per each location?
- The monthly quantities are determined based on an as needed basis. If awarded, a contractor will work with the regional supply planner to create projections. Please refer to I86.12— DELIVERY ORDER LIMIATIONS – SCOPE OF CONTRACT (BULK)(DLA ENERGY NOV 2011) paragraph (d)(1) and F1.25—DELIVERY AND ORDERING PERIODS (DLA ENERGY JAN 2012) paragraph (d).
For Guam specific locations, what would be the minimum quantity order size?
- There are no minimum quantities listed in the Schedule B1—SUPPLIES TO BE FURNISHED
(BULK)(DLA ENERGY JAN 2012).
For the 2019 Supply, what was the rationale behind splitting F76 award between Cosmo Oil (10%) and S Oil (90%)?
- The BEM awards the best combination of offers that are advantageous to the government and is based on the lowest laid down costs.
Can I know when negotiation period will be?
- Before negotiations begin, all offers will be sent a letter that will state the start and closing date of negotiations.
Where are the base reference prices identified for this solicitation?
- Please refer to B19.34—ECONOMIC PRICE ADJUSTMENT (OVERSEAS BULK)(DLA ENERGY JAN 2012).
Origin Offer Bid Entry: how do I add a new terminal to the list we can select: “From Location”
- In order to add a new terminal, you will need to click “Shipping Point Physical Abilities”. That’s where you would define your shipping points when the OET opens. Matthew Shuster at Matthew.Shuster@dla.mil will be able to assist with any further OET questions.
Regarding JA1 supply into Anderson AFB, there is an option for Pipe or Truck delivery. If an offer is submitted via Pipe, would the evaluation take into account DLA’s own inventory costs or would the offer be compared to other offers including only the transportation costs up to Guam?
- The requirement for JA1 supply, FOB Origin to Anderson AFB has delivery mode options of both pipeline and truck, with all additives included. If submitting an offer via pipeline, the evaluation will take into account inventory costs. Any offer would be evaluated based on the lowest laid down costs and compared to other offers, which includes the transportation cost as well.
You didn’t mention the tentative negotiation schedule, i.e. the dates for close of initial & final offers and the start and close of negotiations. Can you please provide us with these information?
- The tentative negotiation schedule was not included in this year’s solicitation. Vendors will instead receive notifications via negotiation letters throughout the course
Do you anticipate using Corrosion Inhibiters (CI) in your Jet Fuel next year contract and onwards? If yes, do you have an approved list for the CI?
- The latest version of the Jet A1 specification, DEF STAN 91-091 issue 10 has a list of acceptable CI/LI additives. The list is found in Annex A, section A5.4.
Which additives are approved for F76?
- See QPL 32490. Please refer to Attachment C and E QAPs, Energy QAP C16.23d.

• Offerors are advised to allow enough time to obtain OET access.
• Offerors are advised to get a SAM account as soon as possible, especially if the offeror is a non-
