About this file
This document provides an overview of the Bulk Offer Entry Tool (OET) used to submit electronic offers for bulk fuel solicitations issued by the Defense Logistics Agency (DLA) Energy. The OET allows vendors to submit initial offers, interim offers, final proposal revisions, and price reduction rounds in response to solicitations. Solicitations are posted to both the Federal Business Opportunities website and the OET with matching open and close dates. Vendors must obtain a CAGE code, create an AMPS account, and request the OET role to access the system. Offers must include a shipping point, FOB origin/destination bid with pricing and additives, and signed SF1449. The OET captures account information, offer details, and replacement clauses for the paper offer submission package. Best practices include selecting applicable purchase programs and using a personal email for notifications. The overview addresses the annual Bulk Petroleum solicitation for the Western Pacific and Middle East regions under solicitation SPE602-19-R-0707.

Real time and auto-saved
Ensure conditions do not conflict

Review the Technical Review Report for accuracy.
Select “Submit Offer Package” to submit offer
Watch for a confirmation email
Once an offer is submitted and the vendor goes back to offer screen, a message will appear giving the vendor the option to view or edit the offer.
