Amendment issued to answer received questions and make the following adjustments to the PWS and Price Schedule.
Adds “The total task order value may be submitted as a single CLIN in WAWF instead of listing each individual subCLIN” to PWS 14.1.
Change PWS 14.2 “Unites States Government” to “United States Treasury.”
Makes the following corrections to the Price Schedule based on received recommendations:
Revise description of CLINs 03 to - ALU with up to 70% foreign attachments.
Revise description of CLINs 13 to - Index source: EUWID, Aluminum Deutschland, neu, CU arm.
Revise description of CLINs 16A to - to be treated to prevent reuse.
Revise description of CLINs 17A to - to be treated to prevent reuse.
Revise description of CLINs 18A to - to be treated to prevent reuse.
Revise description of CLINs 19B to add - requiring shredding with 100% verification.
Revise description of CLINs 21D to remove 100% verification.
Correct 2027 to state 2025.
Recommendation to delete “NON-ODS” from CLINs 22R was declined due to confirmation that refrigerators processed under this contract are NON-ODS.
Recommendation to delete “requiring incineration” for CLINs 16A, 17A, and 18A partially declined because the material identified as scrap can’t be reused. Requirement changed to replace “incineration” with “to be treated to prevent reuse.” Treatment can be incineration, taken apart manually, or other methods.
Recommendation to add "DEMIL/MUT required" to individual site CLINs 23B was declined as redundant. By assignment of the "B" as the final character of the subCLIN, the contractor should be aware that DEMIL/MUT is required.
Q9. Historically what is the size of this contract in U.S. Dollars?
A9. The estimated value of current contract SP452012D0051 at time of award was €11,527,785.98 which using an approximate exchange rate of €1 = $1.30 in December 2011 comes to $14,986,121.77. According to FPDS the total value of all task orders as of 6 April is $3,979,635.73.
Questions & Answers from Pre-proposal Conference
Q10. Where can DFARS 252.225-7980 referenced on page 2 of the solicitation be found?
A10. The clause is identified in Class Deviation 2016-O0006 and can be viewed at http://www.acq.osd.mil/dpap/policy/policyvault/USA006501-16-DPAP.pdf.
Q11. What is the difference between Level 1 Full and Level 1 Limited Service?
A11. The only difference is Full has performance Monday thru Friday, while Limited is not the entire week (Attachment 4). Both require contractor personnel, MHE, and containers to collect and segregate the scrap material received.
Q12. According to 2.3.b.3 offerors may propose zero for the unit price of any Category 2 CLINs. Could a negative value be offered?
A12. No. Offerors should understand the costs for disposal, including but not limited to transportation, incineration or destruction requirements, and/or any DEMIL or DEMAN requirements. No scrap material shall be considered usable property.
Q13. Who is responsible for securing the areas for DEMIL required material?

A13. At the Service Level 4 site, the US Government CDD personnel secure the material if the process is not completed within that day’s workload (PWS 8.7, attachment 7). At the other Service Level sites, the contractor is responsible for securing DEMIL/MUT required material in locked containers. All contractor provided containers shall be lockable in accordance with PWS 5.3. An oversize item that will not fit in a container, i.e. a vehicle, is considered secure by being within the perimeter of a DLA Disposition Services location.
Q14. Who provides a shredder or other equipment for performance of DEMIL?
A14. The contractor is responsible for providing all equipment that is not listed in Attachment 9 as Government Furnished. DEMIL can only be performed on site at CDD Kaiserslautern under Service Level 4 in accordance with PWS 12.3. See PWS 12.2 for offsite DEMIL Plans.
Q15. Are there any records of how much of the material in Attachment 5 for Service Level 1 locations were performed at a generator site within 50 km of the Level 1 location compared to how much was received at the Service Level 1 location directly?
A15. There are no records available to differentiate between what was received on site compared to what was collected from generators within 50 km.
Q16. For white goods or any other large pieces, can the scrap be stored on pallets?
A16. All items that can fit shall be stored in containers. The only exception is oversized items such as vehicles. See PWS 7.1.a.
Q17. Who is responsible for owning/operating the MHE for putting scrap in the containers?
A17. For Service Level 1 Container Placement, the Government loads the containers. For all other Service Levels, the contractor is responsible for all personnel and equipment to segregate and load the containers.
Q18. Who transports the scrap material to the DEMIL site / Disposal facility?
A18. See PWS 12.2. The contractor is responsible for all costs to transport the material, including a DEMIL certifier to observe that DEMIL took place. A US Government employee will perform the DEMIL verifier duties.
Q19. How is trash disposed of?
A19. Trash / Industrial Rubbish is priced CLIN 16. This includes material at Service Level sites and TSDRFs.
Contractor should be aware of European Waste Codes and what is classified under each. For example, broken pallets and crates are considered Wood (CLIN 24), not rubbish/trash (CLIN 16).
Q20. At the CDD (Service Level 4), does the contractor receive turn-ins from the generator directly?
A20. No. The Government personnel at the CDD receive property. The contractor is responsible for processing property once available for demilitarization/mutilation (Attachment 7).
Q21. What types of material are DEMIL’d on site at the CDD?
A21. Examples include small arms and body armor.
Q22. Is Greece a removal location on the contract?
A22. Yes, in accordance with Attachment 10 as an EU Member state. Any removals would be covered under Service Level 3.
Q23. Is any of the Government Furnished Equipment (GFE) at the Kaiserslautern Scrap Yard (Service Level 1)?
A23. No, all GFE in attachment 9 is at the CDD / Service Level 4 site. All personnel, material handling equipment (MHE), and containers at the Service Level 1 site are contractor furnished.
Q24. Who is responsible for bringing in the scrap material and putting it in the containers?
A24. Service Level 1 Full and Limited - The generator brings the scrap material to the scrap yard. The contractor is responsible for moving the material from the generator’s conveyance to the appropriate containers. See PWS 7.1.a.
Q25. If a generator brings in a container of mixed scrap, who segregates it?

A25. The contractor is required to segregate the scrap and place in the appropriate container per PWS 7.1.a.
If there is a question of which container / CLIN an item belongs in, the COR makes the determination until proven otherwise in accordance with PWS 20.
Solicitation closing is not extended at this time.

Part 12 Clauses
ADDENDUM TO 52.212-04 CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS
FAR 52.212-4(c) - Changes, addendum : In accordance with FAR 52.212-4(c) (1) Changes in the terms and conditions of this basic contract may be made only by written agreement of the parties. Formal written agreement of parties relative to the following terms and conditions is hereby made through contract acceptance or bilateral contract modification, as applicable. This addendum serves as the formal written agreement of parties authorizing revisions to CLIN weights/quantities for task orders issued against the contract. The weight/quantities for CLINs issued on task orders are estimated therefore task order weights/quantities will frequently require adjustment upward or downward to reflect the actual weight/quantities being removed. Services which are not identified by weight may also require modification to ensure actuals are reflected. The revisions will be adjusted for instances where the Government has underestimated or overestimated the quantities/amount of weight that is required to be removed. In instances of decreasing weight/quantity, these decreases are not subject to FAR 52.212-4, termination for convenience coverage.
FAR 52.212-4(g) – Invoice, addendum: The contractor shall submit an invoice within 30 days of each task order completion date. In the possible event that the contractor must submit a check to the Government, the contractor shall still be required to submit an invoice in WAWF for 1 euro and deliver the invoice package with the check within 30 days of the task order completion date.
