1.The solicitation closing has been extended to 6/30/2020 at 1:00 PM EST
2.Questions and answers on the solicitation are below:
1.Various questions regarding CRC:
a.Answer: All US National Contractors should process through the US Army managed CONUS Replacement Center (CRC) at Fort Bliss, Texas for deployment/redeployment. Attached is the link to CRC: https://home.army.mil/bliss/index.php/ units-tenants/crc/contractor-deployer.
2.The contractor shall provide all tools to perform the maintenance requirement on the contract. All equipment listed in Attachment 7 is commercial. PWS also says “Page 9 middle of para 6.9: “The contractor shall operate a variety of tools in connection with assigned duties such as metal strap cutters, calculator, hand dolly, hand cart, staple gun, saws, scales, pallet jack, hammers, screw drivers, pliers, wrenches and air tools. Any equipment or tools will be provided by the Government.” So which is it, USG provided or Contractor provided or a combination? Is there a list of tools required so we can better price the required tools?
a.The contractor is responsible for providing the required tools to perform on this requirement. The Contractor should have tools that fulfill requirements for a fully capable US Military/commercial maintenance activity such as the US Military Common Number 1 Tool Kit, a Forward Repair System (FRS) or a Standard Automotive Tools System (SATS). These kits support multiple mechanics and their requirements to maintain the full family of engineer equipment (rough terrain forklifts, front end loaders, excavators and rough terrain handlers), motor vehicles, all terrain vehicles, demilitarization equipment (industrial shredders, deforming equipment, oxygen-fuel cutting systems, plasma cutting systems, etc.) and various types of base support equipment (floodlights, environmental control units, mobile electric generators, etc.). The Government will have cutting and welding systems and pressure washing systems on-hand for the Contractor to use during maintenance activities. The Government may provide and/or may reutilize tools that have been declared foreign excess DOD property for us by the Contractor. The Contractor should be prepared to provide all tools to associated with scheduled and corrective maintenance for the equipment and vehicles identified in this contract.
The Contractor should have tool kits that fulfill requirements normally assigned to a US Military/commercial engineer equipment, motor transport or generator mechanic such as a US Military General Mechanic Tool Kit version 5. The Contractor should have special tool kits that augment engineer equipment or motor transport mechanics such as an US Military 36v International Impact Tool Kit (Kipper Tools); and, the Contractor should have special tools kits that can augment a Disposition Site facility maintenance and ability to support itself such as US Military Pioneer Tool Kit (Kipper) or the US Military 36v International Power Tool Kit (Kipper Tools). The Government may provide and/or may reutilize tools that have been declared foreign excess DOD property for us by the Contractor. The Contractor should be prepared to provide all tools to associated with scheduled and corrective maintenance for the equipment and vehicles identified in this contract.
