1.The following sections of the Performance Work Statement (PWS) have been modified:
7.5.19 The contractor shall a minimum of one mechanic / designated employee that is a capable (certified) experienced welder on site at all times. This capability is required for the repair and/or rebuild scrap hoppers, Shredders, shears and other equipment to prolong their service life. When welding services are needed the COR shall coordinate the service with the designated contract manager on-site. The COR shall identify the required welding work.
Once notified the contract manager shall provide the COR with an estimated repair date. The contactor shall be available to commence welding work within 72 hours after the initial notification from the COR.
3.4.1 The contractor shall assign, as a minimum, one overall supervisor contract manager and a site supervisor per location identified by the government. The contract manager shall be located at DLA Disposition Services Bagram and have the ability to travel to all Afghanistan sites in country and perform regular reviews of performance at all sites where contract personnel are performing. The contract manager will perform duties as the lead supervisor and represent the company on the ground within Afghanistan. The contractor shall provide the names and telephone numbers of the contract manager and site supervisors to the COR. The contract manager or designated representative shall be available during DLA Disposition Services Afghanistan site hours of operation and return any calls made by a COR within one hour of the call from the COR. Therefore, the contractor must provide the COR with a means to leave a message with the contract manager or their designated alternate requesting a return call.
9.2 If one or more key personnel becomes, or is expected to become unavailable for work under this contract for a continuous period exceeding 14 days; or is expected to devote substantially less direct effort to the work than initially anticipated, the contractor shall notify the Contracting Officer in writing of such conditions and coordinate substitution of the key personnel.
2.The bid schedule have been updated and is attached.
3.Questions and answers on the solicitation are below:
1.Attachment 2 Bid+Schedule lists 39 each for Mobilization at Bagram (BAF and 19 each Mobilization at Kandahar (KAF).
Total mobilization of 58. The total personnel being proposed is 65. Why the difference?
a.The bid schedule has been updated and is attached.
2.The only flights presently in and out of Afghanistan are the DFS flights that cost $4200 one way from Dulles, to HKIA. If CRC is still closed and no Military Air is available, are we to price and use DFS flights? Do these costs go on the Mobilization line?
a.The contractor is responsible for the mobilization of all personnel. Mobilization costs go in the mobilization CLIN.
3.Section 3.4.1 states “If the contractor intends to replace the contracts manager or site supervisors identified during the solicitation phase of the contract, the contractor shall provide the qualifications of the proposed employees under the contract to the COR prior to the employee reporting for work. The contractor shall provide to the Government resumes and certifications, with enough information to show that the employees meet or exceed the qualifications of the personnel they are replacing. Replacement of key personnel is subject to approval by the Government.” Does this mean that Key Personnel are to be identified with resumes submitted with the proposal? If so, in what part of the proposal do we include Key Personnel assignments and resumes, Vol I? or Vol II?
a.The second paragraph under section 3.4.1 has been removed.
4.Are Afghan vendors authorized to be used for welding services?
a.No local nationals are authorized for welding services. The welding services in the solicitation and bid schedule have been updated in this modification.
5.Will a ITAR license be required for our OCNs to perform demilitarization services on all the turned in equipment?
a.No. DLA civilians certify and verify all DEMIL.
6.Attachment 2 Bid Schedule lists welding services 50 each/hours per location. The PWS section 7.5.19 states “The contractor shall provide an experienced trained (certified) welder on an as needed basis to weld, repair and/or rebuild scrap hoppers, Shredders, shears and other equipment to prolong their service life. Once ordered the contractor shall provide a certified welder and all welding equipment / supplies to bring the repair of designated equipment back to the level of its original design and operational features…The contactor shall be available to commence welding work within 72 hours after the initial notification from the COR…. This CLIN is an hourly labor CLIN, the contractor shall be paid for each hour worked onsite. The contract estimated quantity shall constitute a not to exceed amount. “ Most torch cutters are certified welders. Why is this service broken out separately if the PWS calls for 24 Torch Cutters, many who are qualified and able to do welding jobs? Is the intent of this pricing line for the Contractor to have a vendor on standby ready to come on the installation and perform the work?
a.The welding section of the solicitation and bid schedule have been updated. The service is no longer broken out separate. The contractor shall have a minimum of one experienced welder in theater for the welding of scrap hoppers.
This can be one of the mechanics or a torch cutter who can perform this function as needed.
7.Section 6.1 Demilitarization (DEMIL): The contractor shall perform mutilation or demilitarization (DEMIL) of excess DoD property at DLA Disposition Services Afghanistan sites that result in the total destruction of the property.
Mutilation or DEMIL of items and components prevents the restoration, reconstruction, or repair of an item to a usable condition. What specific equipment will be turned in needing DEMIL? Any sensitive equipment? Since foreign nationals (OCNs) will be performing the DEMIL on this military equipment, will ITAR licensing be required? Licensing is a 90 plus day process. Will award happen with enough time to Anything requiring an ITAR license for OCNs to complete the DEMIL process? Does the incumbent possess an ITAR EXIM License?
CONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED: PAGE 3 OF 3 PAGES
SP451020R0001 - 0003
a.The contractor can expect to receive all forms of excess DoD property, in all DEMIL codes. Again, DoD Civilians will certify and verify all DEMIL. An ITAR license is not required.
8.Section 9.2 “If one or more key personnel becomes, or is expected to become unavailable for work under this contract for a continuous period exceeding 14 days; or is expected to devote substantially less direct effort to the work than initially anticipated in the contractor’s Technical Proposal, the contractor shall immediately notify the Contracting Officer in writing of such conditions and coordinate substitution of the key personnel.” Since there is no technical proposal are contractors expected to submit names and resumes for key personnel, “Supervisors” with Vol I or Vol II?
Once contract is being executed, does this mean that key personnel can’t be away from contract for more than two weeks (i.e. 4- week PTO) without a formal substitution or can contractor provide a stand in supervisor while assigned supervisor is away for longer than two weeks?
a.A U.S. Supervisor is required at all major sites at all times. If supervisor is departing for any period of time, a qualified U.S. national supervisor substitute is required. Section 9.2 has been updated. A technical proposal is not required.
9.Will “Surge” requirement be ordered based on this proposal or will a surge Task Order be priced separately?
a.The contract is an IDIQ type contract. Additional personnel would be ordered on a funded task order.
10.Mobilization is listed on the pricing sheet. No where in the PWS is mobilization mentioned. What costs should be included under “mobilization”? Travel, visas, initial uniform issue, medical/dental testing, training, initial tool kit purchase? Mobilization pricing item lists 39 and 19 each which equates to 58 total FTEs accounted for however there are 65 FTEs that are being proposed against. Why is there a difference?
a.The bid schedule has been updated to reflect the estimated quantity of 65 FTEs. This is an IDIQ contract the task order funding the service will be within the contracts ordering limitations. The contractor is responsible for all mobilization costs.
11.Section 7.7.6 “Cost for replacement and repair parts/supplies will be reimbursed to the contractor at cost as stated in the invoice from the respective supplier. A copy of the invoice for the parts/supplies shall be included with the invoice for the unscheduled maintenance/repair performed. Invoices for repair services where parts’ pricing is separate from labor hours will be documented by a list citing the OEM part number or authorized substituted item to include nomenclature, quantity used and price.” A cost reimbursable line normally allows G&A. No fee makes sense but why is G&A not authorized on the Parts reimbursement line?
a.Neither G&A nor profit are authorized on the parts reimbursable line. This CLIN is for the direct reimbursement of parts based on the suppliers invoice.
12.What is the “surge” history over the last 3 years of this contract? How many times was there a surge or a reduction?
a.There has been minimal change in total personnel count over the past 3 years. However, personnel requirements are subject to change dependent on the situation in-theater.
