1. Question: In Amendment 0003, PWS 3.4 Bulk Warehouse Cleaning and Cobweb Removal addresses cobweb removal ONLY. In the original PWS, Section 3.4 addressed bulk warehouse cleaning and Section

3.5 addressed cobweb removal. Does the requirement for bulk warehouse cleaning described in the original PWS 3.4 still apply? Also, is there a task frequency requirement for bulk warehouse cleaning?

Answer: Per the updated PWS, cobweb removal is the only task required in the Bulk Cleaning requirement. Per the updated PWS it is required to be completed quarterly.

2. Question: Under Notice to Offerors, Item 19., Page 3 of 39 states “The Quantities shown for CLIN’S X006 – X013 in the Schedule of Services are estimated only. They represent the Government’s best-known estimate for each line item. Payment will be made only for the actual quantities provided to the Government at the price specified. If the Government requirements do not result in the quantities estimated, such event shall not constitute the basis for an equitable price adjustment under the contract”.

Question: Do we understand this statement correctly, if the contractor cleans less than the Government’s best-known estimates then the contractor will only get paid for actual quantities cleaned? However, how will the contract provide for equitable adjustments for increased quantities above the Government’s best-known estimates?

Answer: Yes, if the contractor cleans less than the actual quantities shown for CLIN’s X007 – X015 then the contractor will only invoice and be paid for those actual quantities provided. If the contractor is requested to clean additional quantities beyond the estimated quantities shown for CLIN’s X007 – X015, it will be requested by the Contracting Officer’s Representative (COR), the Contract Specialist, or the Contracting Officer and a contract modification will be issued to increase the quantity the CLIN so the contractor can invoice for the actual quantities provided.

3. Question: During the site visit potential contractors visually witnessed that warehouse floors, main and secondary aisle ways, support areas, pedestrian walkways, base of walls, corners, wall surfaces, and safety guard rail surfaces all contain significant marks, streaks, grease, smudges, and dirt. The PWS, Section 3.4 Bulk Warehouse Cleaning, Item A. states “The majorities of the floor surfaces under this task are uncarpeted and are meant to be swept and/or vacuumed. Areas to be cleaned shall be areas such as, but not limited to, warehouse floors to include main and secondary aisle ways and support areas, pedestrian walkways, base of walls, corners, wall surfaces up to the (10) feet, safety guard rail surfaces, and other areas of high dirt build up”. Questions: Are warehouse restroom floors required to be only swept and/or vacuumed?

Are breakroom floors in these warehouses required to be only swept and/or vacuumed?

Are office floor areas in these warehouses required to be only swept and/or vacuumed?

Do warehouse floors to be swept and/or vacuumed include the work areas where conveyor belts, assembly areas, and packaging areas are located?

What is the cleaning requirement for work areas where conveyor belts, assembly areas, and packaging areas are located?

Existing marks, streaks, grease, smudges and dirt in the warehouse main and secondary aisle ways and support areas, pedestrian walkways, base of walls, corners, wall surfaces, and safety guard rail surfaces appear to have been there for an extremely long time. What is the Government’s cleaning requirements and expectations for these areas?

Answer: As provided in Amendment 0003 and the updated PWS provided as an attachment to Amendment 0003, only Buildings 499 and 595 require Bulk Warehouse Cleaning and “Bulk Warehouse Cleaning” is changed to only require cobweb removal once per quarter. The PWS and Attachment 1.6 “Bulk Warehouse Cleaning” have been revised to incorporate this requirement. CLIN X003 has been incorporated for Bulk Warehouse Cleaning & Cobweb removal.

Any Restrooms, Offices, Cafeterias, and Breakrooms within the Warehouse Buildings listed in Attachment 1 to the PWS “Building Square Footage List and Priority Schedule” are required to be cleaned in accordance with the PWS requirements and meet the Minimum Acceptable Performance Levels.

4. Question: Please provide a breakdown of Attachment 1.1 identifying warehouse and administrative buildings.

Answer: A breakdown is not available. The type of space (Office, Breakroom, Restroom, etc.) are listed in Attachment 1 to the PWS “Building Square Footage List and Priority Schedule”.

5. Question: The PWS, Section 3.4 Bulk Warehouse Cleaning, Item A. states “Bulk warehouse cleaning by the Contractor shall include general cleaning (utilizing 1,920 hours per year) in various warehouses on the installation. (See Attachment 6) for a list of additional Building that require only Bulk cleaning”.

Questions: Is the 1,920 hours per year the minimum mandatory requirement to clean all the Bulk buildings in Attachment 6 as per the cleaning requirements in Section 3.4 Bulk Warehouse Cleaning?

Answer: The 1,920 Hours was the estimate for the previous Bulk Warehouse Cleaning requirements. As previously stated in Amendment 0003, the Bulk Warehouse Cleaning requirements have been revised.

Only Buildings 499 and 595 require Bulk Warehouse Cleaning and “Bulk Warehouse Cleaning” is changed to only require cobweb removal once per quarter. The PWS and Attachment 1.6 “Bulk Warehouse Cleaning” have been revised to incorporate this requirement. CLIN X003 has been incorporated to the “Schedule of Services” for Bulk Warehouse Cleaning & Cobweb removal and was included as an attachment to Amendment 0003. Additionally, this is a Performance Work Statement and each offeror’s unique, technical approach will determine the actual number of hours utilized for the cobweb removal requirement of the Bulk Warehouse Cleaning.

6. Question: The PWS, Section 4.5 HUMAN WASTE AND ANIMAL CLEANUP SERVICE, 4.5.1, Item A., states “Upon written notification from the KO or COR, the Contractor shall perform human waste, animal waste, dead animals, and bodily fluid cleanup required in any building, area, or room covered under this contract”.

The contract does not provide any quantities associated with this task. Please provide actual historical quantities as to how many times a year this requirement takes place? Is this requirement reimbursable through a modification to the contract?

The PWS, Section 4.6 URINE CONTAINER COLLECTION, Item A., states “Upon written or verbal notification by the KO or the COR, the Contractors shall perform urine container collection services in any building, area, or room covered under this contract”. Please provide actual historical quantities as to how many times a year this requirement takes place? Is this requirement reimbursable through a modification to the contract?

Answer: The historical quantities are not available. These cleaning requirements of Sections 4.5 and 4.6 of the PWS are listed in “Schedule of Services”, CLIN’s X011 – X014. These are estimated quantities.

The offerors shall submit an offer for all contract line items (CLINS) to be considered for award. The contractor will only invoice and be paid for those actual quantities provided for CLIN’s X011 – X014.

7. Question: Is the 1,175,964 Square Feet listed on the DDRT Bulk Cleaning, cleanable square footage or the actual building size?

Answer: The 1,175,964 Square Feet is storage capacity. The square footage that requires cleaning are listed on Attachment 1 to the PWS “Building Square Footage List and Priority Schedule”.

8. Question: C-1 Scope of Work Section B. “DLA Distribution Depot Red River Texas (DDRT), located on Red River Army Depot, Texarkana, Texas. DDRT consists of at least 70 buildings and contains over 2 million square feet of office and warehouse space.” Where is the data similar to Attachment 5 for the 70 buildings?

Answer: The square footage and buildings that requires janitorial services are listed on Attachment 1 to the PWS “Building Square Footage List and Priority Schedule”. A revised map was provided as an attachment to Amendment 0003. DLA Distribution buildings that require janitorial services are highlighted in green.

9. Question: C-1 Scope of Work Section B. DLA Disposition Services Field Activity at Red River has one (1) building and consists of approximately 147,000 square feet of office and warehouse cleaning requirements. Where is the data similar to Attachment 5 for the 70 buildings?

Answer: The approximately 147,000 square feet of office and warehouse cleaning for DLA Disposition Services Field Activity at Red River is not a requirement of this solicitation. The PWS has been updated to remove that requirement and is included as an attachment to this Amendment 0004.

11. Question: Are there any more buildings that have a dedicated custodian?

Answer: The PWS does not have a requirement for a dedicated custodian. This is a Performance Work Statement and each offeror’s unique, technical approach will determine the actual number of hours utilized to perform the janitorial services required by this PWS and Solicitation to meet the Minimum Acceptable Performance Levels.

12. Question: DLA Disposition Services Field Activity at Red River has one (1) building and consists of approximately 147,000 square feet of office and warehouse cleaning requirements. Attachment 1 has 117,487 SF total. Are there buildings missing or just not being serviced?

Answer: The approximately 147,000 square feet of office and warehouse cleaning for DLA Disposition Services Field Activity at Red River is not a requirement of this solicitation. The PWS has been updated to remove that requirement and is included as an attachment to this Amendment 0004.

13. An updated “Schedule of Services” has been included as Attachment 2 to this Amendment 0004 to change the CLIN’s of Estimated Quantities to X007 – X015. This is due to the incorporation of CLIN X003 for quarterly Bulk Warehouse Cleaning Cobweb removal.
