Site Visit Instructions –

A site visit for the Janitorial Services for DLA Distribution Red River, Texas (DDRT) Solicitation SP3300-21-Q-0114 will be held as follows:

PRE-PROPOSAL CONFERENCE (PPC)

Date: December 7, 2021 Time: See DDRT Janitorial Services Agenda Site Visit Location: DLA Distribution Red River, TX

Prospective offerors are encouraged to attend this conference and tour. Interested parties must register with Justin Burger by e-mail at justin.burger@dla.mil NLT COB November 30, 2021. Registration requests shall provide the following information for representatives attending:

• Phone Number

Limit is one (1) or two (2) people from each company for the site visit.

Prospective offerors who submitted a registration request prior to the above deadline can access the site visit through the main gate at the below address.

Please allow enough time to get through the main gate.

Directions are being provided with this notice to provide directions to the DLA Distribution Red River, Texas site for the site visit.

One on one sessions will not be held at this site visit. Everyone must stay together in the group at all times. Everyone will be required to be escorted.

Masks are required to be worn at all times.

The Primary POC for this site visit is the Contracting Officer's Representative (COR) LeeAnn Brewer, Phone (903) 490-3192.

All visitors are required to register at the Visitor's Office to be subject to a background check. Any negative findings of an individual as a result of the background check will prevent that individual from being granted access to the DDRT site.

No Foreign Nationals are permitted due to the extensive background check requirements that are required.

In NO event will failure to attend the site visit constitute grounds for a claim after award of the contract.

- Breaks will be given during presentation.

- Photos are NOT authorized to be taken on base under any circumstance

- Only questions of general nature will be addressed during any of the pre-proposal conference.

Questions of specific nature can be submitted in writing to Justin Burger at justin.burger@dla.mil. All questions will be compiled and submitted to subject matter experts. The questions and answers will then be posted to www.SAM.gov for all participants to access.

VisitorInformation

Red River Army Depot (RRAD) and DLA Distribution Red River, Texas is approximately 18 miles West of Texarkana, AR-TX and approximately 4 miles East of New Boston, TX.

Texarkana Regional Airport is located approximately 3 miles from the State Line in Texarkana and approximately 25 miles from New Boston, TX. Rental cars are available at the airport.

Directions: DLA Distribution Red River, Texas is located on RRAD. From Texarkana, take I-30 West to Exit 207. Watch for a “Red River Army Depot” sign before exit. Take Exit 207; at flashing light take left over I-30; go to traffic light; go straight forward, across Hwy 82 (this is main entrance into depot) get in right hand lane. Amenities: A listing of local amenities (e.g., lodging, dining, attractions, etc.) can be found on the Texarkana Chamber of Commerce site at: https://texarkana.org/visit/

Visitor Registration: You must stop at Bldg. 455A, Visitor Control Center (VCC) -to your right after you cross Highway 82 - to in-process. You must provide a valid, unexpired state or federal government-issued identification card with a photo (state driver’s license, state ID, etc.) or a DoD ID card (i.e., CAC) in order to process for access. Personnel not in possession of a DoD ID card may be required to undergo a background check. VCC hours of operations are M-Th, 0600-1615.

Vehicle Registration: You must provide your driver’s license, proof of insurance, and vehicle registration for your POV or driver’s license and rental agreement for a rental car.

Security Note: Cameras and/or recording devices are not authorized without prior approval; no exceptions! Cell phones with photographic or recording capabilities are permitted; however, they will be confiscated if used to take photographs or recordings.
