1. Question: Tab 3 of the Technical Volume request a Transition Plan Phase In, the plan is also requested in the Management Volume, Can the government clarify which volume(s) the transition plan is to be placed.
Answer: Per the solicitation, the Phase-In Plan shall be included in Tab 3 of E-File 2 “Technical Capability”.
2. Question: Can a Sub-contractor certification to or conformity to ISO 9001:2008 be substituted and used until the CMIS-GB of the prime contractor is obtained if it takes more that 180-days from date of award?
Answer: Per page 24 of the solicitation, the offeror shall be certified to CIMS GB. This requires the prime to have the plan to be certified to the CMIS-GB within 180 days from the start date of the award.
Therefore, the certification cannot be substituted by a subcontractor.
3. Question: Will the Government please clarify the statement "approximate number of buildings" in the description/Scope of work?
Answer: The total number of buildings are listed in Attachment 1 to the PWS “Building Square Footage List and Priority Schedule”.
4. Question: Can the government clarify Attachment 01 "Cleaning Priority Schedule"? Is there a time line associated with this 1-24?
Answer: The Cleaning Priority Schedule is the order in which the buildings shall be cleaned. Buildings with Priority 1 shall be cleaned first, buildings with priority 2 shall be cleaned second, and so forth.
5. Question: Can the government clarify whether the scope of this RFQ has increased or decreased from the previous contract?
Answer: The scope of the previous contract has fluctuated. Some examples include increases and decreases in square footage through the addition and deletion of buildings, increases and decreases in offices, and the addition of COVID-19 cleaning protocols. It is anticipated that the scope of work of this award will fluctuate as well throughout the entirety of the period of performance through the addition and deletion of square footage. That is the reason for the “Modification Pricing and CLIN Structure” tab on the solicitation’s Attachment 2 “Schedule of Services”. However, offerors are to quote the current conditions provided in the solicitation and all attachments.
6. Question: Can the government clarify if the bulk cleaning of the warehouses should be on the same priority as Attachment 01 buildings/rooms?
Answer: Only Buildings 499 and 595 require Bulk Warehouse Cleaning and “Bulk Warehouse Cleaning” is changed to only require cobweb removal once per quarter. The PWS and Attachment 1.6 “Bulk Warehouse Cleaning” have been revised to incorporate this requirement. CLIN X003 has been incorporated for Bulk Warehouse Cleaning & Cobweb removal.
7. Question: Is there a frequency for the bulk cleaning of the warehouses?
Answer: Only Buildings 499 and 595 require Bulk Warehouse Cleaning and “Bulk Warehouse Cleaning” is changed to only require cobweb removal once per quarter. The PWS and Attachment 1.6 “Bulk
Warehouse Cleaning” have been revised to incorporate this requirement. CLIN X003 has been incorporated for Bulk Warehouse Cleaning & Cobweb removal.
8. Question: Not all of the buildings are shown on the Attachment 2 can you identify the locations of those missing?
Answer: A revised map has been provided as an attachment to this amendment. DLA Distribution buildings are highlighted in green.
9. Question: The PWS identifies Basic, Medium, and Sanitize. Can the Government clarify if these are the classifications used in Daily, 2X, 3X frequencies and if so which classification goes with each Frequency?
Answer: Basic, Medium, and Sanitize are levels of cleaning and Daily, 2X, and 3X are frequencies of cleaning levels (i.e. – 3X frequency does not equate to Sanitize level of cleaning, etc.).
10. Question: For the event cleaning can the government provide the approximate number of events per year and will the event require Porter services, set up services or just after event services, including tear down and clean up?
Answer: It is ESTIMATED that there are two (2) to three (3) special events per year. Only cleaning services are required.
11. Question: Can the government give the number and sizes of the windows in order to complete the schedule attachment 4?
Answer: Attachment 1 to the PWS “Building Square Footage List and Priority Schedule” provides the total number of windows.
12. Question: Paragraph 6.1 Key Personnel: Paragraph 6.1.2 requires a Quality Control Inspector be provided that meets the requirements described in Paragraph 6.1.2 Quality Control Inspector, and cannot be a part of the management tier and this person’s name, telephone number (to include mobile telephone as applicable) and e-mail address be provided to the COR at the "Start of Phase-In". Is the government still requesting that a Key Personnel resume be provided in the proposal that would identify this individual prior to Phase-In?
Answer: In accordance with the solicitation, the resume for the Quality Control Inspector shall be included in the offer for evaluation.
13. Question: Are there any shower areas contained in the Headquarters Building that would require cleaning? if so, how many?
Answer: There are no showers that require cleaning.
14. Question: Are there any anti-bacterial dispensers required to be serviced in the Headquarters Building? if so, How many?
Answer: There are 100 anti-bacterial hand sanitizing stations that are inside 499 HQ and in warehouses.
These are installed and maintained by the contractor in accordance with the PWS requirements.
15. Question: Do the floors in the warehouse areas in the Headquarters Building required any services?
Answer: Only Buildings 499 and 595 require Bulk Warehouse Cleaning and “Bulk Warehouse Cleaning” is changed to only require cobweb removal once per quarter. The PWS and Attachment 1.6 “Bulk Warehouse Cleaning” have been revised to incorporate this requirement. CLIN X003 has been incorporated for Bulk Warehouse Cleaning & Cobweb removal.
16. Question: Are cobwebs required to be removed in the Headquarters Building and are their height restrictions for removal?
Answer: The cobweb removal requirement of the Bulk Warehouse Cleaning shall be performed on a quarterly basis. Per the PWS, the maximum ceiling height is approximately 30 feet.
17. Question: Are the open office locations in Building 552 required to be cleaned in any way? (i.e. -emptying trash, dusting, etc.)?
Answer: Workstations in Warehouse 552 currently has 10-15 desk cubicle areas. The total number are desk cubicles are subject to change depending on staffing requirements for that area. Only trash is required to be picked up from any outside warehouse desk stations.
18. Question: What is the total number of buildings that will be cleaned?
Answer: The total number of buildings are listed in Attachment 1 to the PWS “Building Square Footage List and Priority Schedule”.
19. Question: Are we cleaning the whole warehouse or just the one office inside the warehouses?
Answer: Any Restrooms, Offices, Cafeterias, and Breakrooms within the Warehouse Buildings listed in in Attachment 1 to the PWS “Building Square Footage List and Priority Schedule” are required to be cleaned in accordance with the PWS requirements and meet the Minimum Acceptable Performance Levels. Bulk Warehouse Cleaning shall consist of cobweb removal on a quarterly basis for Buildings 499 and 595 only. CLIN X003 has been incorporated for Bulk Warehouse Cleaning & Cobweb removal.
20. Question: In section 3.4 BULK WAREHOUSE CLEANING is states “Bulk warehouse cleaning by the contractor shall include general cleaning (utilizing 1,920 hours per year) in various warehouses…” which breaks down to 7.356 hours a day (M‐F), is approximately 7.356 hours spent averaging daily satisfactory?
Answer: Bulk Warehouse Cleaning shall consist of cobweb removal on a quarterly basis for Buildings 499 and 595 only. This is a Performance Work Statement and each offeror’s unique, technical approach will determine the actual number of hours utilized for this requirement. CLIN X003 has been incorporated for Bulk Warehouse Cleaning & Cobweb removal.
21. Question: Is there a predetermined number of cleaning frequencies required per warehouse listed in Bulk Warehouse Cleaning per year?
Answer: Bulk Warehouse Cleaning shall consist of cobweb removal on a quarterly basis for Buildings 499 and 595 only. CLIN X003 has been incorporated for Bulk Warehouse Cleaning & Cobweb removal.
22. Question: Can you please describe in detail what exactly Bulk Warehouse Cleaning entails? Are we responsible for cleaning the Restrooms, Breakrooms, and floors in bulk warehouse cleaning?
Answer: They are separate cleaning requirements. The Restrooms, Offices, Cafeterias, and Breakrooms within the Warehouse Buildings listed in in Attachment 1 to the PWS “Building Square Footage List and Priority Schedule” required to be cleaned in accordance with the PWS requirements and meet the Minimum Acceptable Performance Levels. Bulk Warehouse Cleaning shall consist of cobweb removal on a quarterly basis for Buildings 499 and 595 only. CLIN X003 has been incorporated for Bulk Warehouse Cleaning & Cobweb removal.
23. Question: During the walk‐through we noticed a small office and restrooms inside the warehouse shown during the tour. The PWS states bulk cleaning entails mainly cleaning of walkways, paths, rails, and walls. Does this include office, restroom, and breakroom cleaning?
Answer: They are separate cleaning requirements. The Restrooms, Offices, Cafeterias, and Breakrooms within the Warehouse Buildings listed in in Attachment 1 to the PWS “Building Square Footage List and Priority Schedule” are required to be cleaned in accordance with the PWS requirements and meet the Minimum Acceptable Performance Levels. 24. Question: Is there currently day shift cleaning and night shift cleaning under the current incumbent?
Answer: The Government currently has allotted two (2) nights a quarter for shampooing and waxing of floors. However, this is not a requirement. This is a Performance Work Statement and each offeror’s unique, technical approach will determine the actual number of hours utilized for this requirement.
Specifically, PWS section 10.1 “Hours of Operation” - The Contractor shall develop schedules to compliment the installation operations to minimize disruptions.
25. Question: Is there specific tasks in the Performance Work Statement (PWS) that requires to be done by day shift? Night shift? Weekend shift?
Answer: The Government currently has alloted two (2) nights a quarter for shampooing and waxing of floors, but this is not a requirement. The scheduling requirements are listed in section 10.1 of the PWS.
This is a Performance Work Statement and each offeror’s unique, technical approach will determine the schedule to meet the PWS requirements. Specifically, PWS section 10.1 “Hours of Operation” - The Contractor shall develop schedules to compliment the installation operations to minimize disruptions.
26. Question: Can you please describe what urine collection entails? Are warehouse workers urinating in random bottle and we are responsible for urine collection?
Answer: Yes. Containers are required to be collected in accordance with the PWS.
27. Question: How many buildings have VCT that predates 1980?
Answer: It is now known how many buildings have VCT that predates 1980.
28. Question: Attachment 1.4 contains a template for 1 week of Basic Services, is the offeror required to submit 52 separate schedules for each facility and area included in the project, given that there are approximately 65 separate building and area combinations to be scheduled?
Answer: In accordance with the solicitation, Detailed staffing levels shall be provided by completing excel spreadsheets (PWS Attachment 1.4 – Sample Schedules) to account for each shift and area to be cleaned. Additional details regarding the schedules are found in section C-10 of the PWS “Schedules”, which includes the requirement that the contractor provide a cleaning schedule for each facility on contract.
29. Question: In the Notice to Offerors, Item 7 on Page 1 of 39, the Base Period and Option Period dates are no longer valid. Please clarify the dates for the Base Period and each Option Period as the CBA wage and benefit rates change annually and are not directly aligned with each performance period.
Answer: The Base Period and Option Period dates were updated in Amendment 0001. The CBA wage and benefit rates were not directly aligned on the incumbent contract. Contract modifications were issued on the incumbent contract to incorporate the CBA wage and benefit changes when they took effect. It is anticipated that the contract resulting form this solicitation will require contract modifications to incorporate the CBA wage and benefit rates.
30. Question: CLIN 0014 list COVID Contamination Cleaning at 3000 EACH. Can you please elaborate on what “Each” is? Could it be Square Feet?
Answer: Unit of Issue “Each” for CLINs 0015, 1015, 2015, 3015, and 4015 represents “Square Feet”.
However, due to the contract writing system limitations, “Square Feet” is not a unit of issue that can be used within the system.
31. An updated “Schedule of Services” has been included as an attachment to this Amendment 0003 to change the quantity of CLIN 0001 from 12 Months to 9 Month and incorporate CLIN X003 for quarterly Bulk Warehouse Cleaning & Cobweb removal.
