1. Question: Who is the incumbent contractor, what is the incumbent contract number, and what is the incumbent contract amount?

Answer: The incumbent contract number is SP330017C0002, awarded to Commercial Custodial Services, LLC and the current value of the incumbent contract is $4,081,670.82.

2. Question: How many Full Time Employees (FTE's) are currently filling this requirement?

Answer: The number of FTE’s is not being provided as this is a Performance Work Statement (PWS) and the vendor is responsible for determining the number of FTE’s required to perform the services.

3. Question: If the prime has just currently started the process on the CIMS GB and has a letter stating so (will be CIMS Certified within 90 days), would that satisfy this requirement?

Answer: Per page 24 of the solicitation, only a current CIMS-GB certification or proposed plan for obtaining certification within 180 days of the contract’s start date are acceptable.

4. Question: Attachment 1- Performance Work Statement, Page C-7, Section 1.1.1: Can the requirement for CIMS-GB certified or ISO 9001:2008 certified be satisfied through subcontractors?

Answer: Per page 24 of the solicitation, the offeror shall be certified to CIMS GB. This would be the prime since they are the one submitting the offer.

5. Question: Attachment 3 identifies the wage determination applicable to this procurement as "Wage Determination No. 2015-5653, Rev. 12 dated 08/03/2021." This WD applies to San Joaquin County, CA. I believe the applicable WD is No. 2015-5277, Rev. 19 dated 10/20/2021, which applies to Red River County, TX.

Answer: The current Collective Bargaining Agreement (CBA) has not yet been incorporated into a Wage Determination. The current CBA has been provided as an attachment to this amendment and replaces the Wage Determination.

6. Question: Is Past Performance Questionnaire required? If yes, please provide the PPQ form.

Answer: A Past Performance Questionnaire is provided as an attachment to this Amendment.

7. Question: Is there a Collective Bargaining Agreement (CBA) in place? If so, can you provide a copy?

Answer: The CBA is provided as an attachment to this amendment.

8. Question: There is language on P.14 3.2.5 that suggest COVID cleaning should be billed toward the CLIN0007 Emergency Service, yet it has its own line item.

“These services will be billed against the Emergency Cleaning CLIN(s) for the appropriate year.”

Answer: This language was incorporated via modification P00009 for the current contract SP3300-17-C-0002. The contract that will be awarded as a result of solicitation SP3300-21-Q-

0114 will require COVID-19 cleaning to be invoiced against the COVID-19 Contamination Cleaning CLIN for the appropriate year. The PWS has been updated to change that language and has been included as an attachment to this amendment.

9. Question: Is the requirement to provide 1,920 labor hours per year?

Answer: The 1,920 Hours is the estimate for the Bulk Cleaning. This is a Performance Work Statement and each offeror’s unique, technical approach will determine the actual number of hours utilized for this requirement.

10. Question: What are the task and frequency requirements?

Answer: These are listed in PWS Attachment 1.3 – Minimum Acceptable Performance Levels.

As previously stated, this is a PWS and this list is the minimum acceptable performance levels. It is up to the contractor to decide their technical approach for meeting at least these minimum acceptable performance levels.

11. Question: Is this a one‐time annual cleaning of the bulk warehouses?

Answer: The PWS does not state that bulk cleaning is a one-time annual cleaning.

12. Question: What would the carryover be to the next contract period if 1,920 hours are not sufficient?

Answer: No - There would not be a “carry over” to the next contract period if 1,920 hours are not sufficient.

13. Question: Are the 1,920 hours for cobweb cleaning (PWS 3.5) in addition to the 1,920 hours for bulk cleaning?

Answer: The estimate of 1,920 hours for cobweb cleaning is in addition to the bulk cleaning.

14. Question: In section 3.4 BULK WAREHOUSE CLEANING is states “Bulk warehouse cleaning by the contractor shall include general cleaning (utilizing 1,920 hours per year) in various warehouses…” which breaks down to 7.356 hours a day (M-F), is approximately 7.356 hours spent averaging daily satisfactory?

Answer: The 1,920 hours per year is an estimate. This is a PWS and each offeror’s technical approach will determine the number of hours they would utilize to meet the minimum acceptable performance levels.

15. Question: Is the phase in period prior to the incumbent contract ending or is it the first 30 days of the newly awarded contract?

Answer: The Phase-In period of the newly awarded contract will begin prior to the incumbent contract ending and will overlap with the final month performance of the incumbent contract.

16. Question: Buildings 592, 551, are not included in Attachment 1.1 or Attachment 1.6, please clarify if these buildings are not part of the scope of work for this solicitation.

Answer: Buildings 592 and 551 are Red River Army Depot buildings and not in the scope of this procurement.

17. Attachment 2 of the solicitation SP3300-21-Q-0114 “Schedule of Services” has been updated to change the quantity of CLIN 0001 of the Base Year tab from 11 Each (EA) to 9 EA in accordance with Amendment 001 to solicitation SP3300-21-Q-0114. The updated “Schedule of Services” has been included as an attachment to this Amendment 0002 and shall be used by offerors when submitting their quote.

18. Per the published performance work statement (pages C-15 to C-16) the minimum list of products below are required to be procured from a Source America company:
